Startup and Initial Testing of SM-1 Core II With Special Components

The loading operation for SM-1 Core II is described. Results of startup physics measurements (Test A-300 (Series) and fission product iodine monitoring in the primary coolant are given. The SM-1 Core II initial loading progressed satisfactorily, fulfilling the predictions of the zero power experiment performed at the Alco Criticality Facility. The initial cold clean five rod bank position was 6.53 in.; the initial hot, no xenon, five rod bank position was 9.62 in.; the initial hot, equilibrium xenon, five rod bank position was 11.41 in.; and the initial hot, peak xenon, five rod bank position was 12.14 in. Rods A and B were 19.00 in. in all four measurements. Stuck rod measurements indicated that an adequate shutdown margin was available with 20% of the rods fully withdrawn. All rod calibrations indicated a distinct shift and broadening of the peaks when compared with similar Core I calibrations. The temperature coefficient for Core II was 3.5 cents/ deg F at 440 deg F. Equilibrium xenon was worth approximately - 00 while peak xenon was worth - 43, both relative to the hot, no xenon core condition. Tertiary Blast Effects: The Effects of Impact on Mice, Rats, Guinea Pigs and Rabbits. Technical Progress Report

A total of 455 mlce, rats, gulnea plgs, and rabbits was subjected to lmpact at velocitles ranglng between 25 ft/sec and 51 ft/sec. The deslred velocities were generated by allowlng the anlmals to free-fall from various helghts to a flat concrete pad. The ventral surface of each anlmal was the area of impact. Problt analyses of the 24-hr mortallty data ylelded LD/sub 50/ lmpact veloclties with 95% confldence limits as follows: mouse, 39.4 (37.4 to 42.0) ft/ sec; rat, ft/sec; and rabbit, 31.7 (30.2 to 33.3) ft/sec. The LD/sub 50/ figures for the mouse and rat were slgnificantly higher, statlstically, than those for the gulnea plg and rabblt. The small spread ln the LD/sub 50/ values suggested little variation ln the tolerance of blologlcal systems to impact. Further, the steepness of the mortallty curves lndicated a narrow survlval range to lmpact. Extrapolatlon of the experimental data to the 70 kg anlmal yielded a predicted LD/ sub 50/ impact velocity of 26 ft/sec (18 mph). Literature relevant to the human case was revlewed and the tentative appllcabllity of the predlcted flgures to adult man ls discussed. (auth)

Management options for implementing a basic and applied research program responsive to CS technology base needs. Task VIII. Review existing CS materials R and D programs

Possibilities for setting up a basic and applied research program that would be responsive to the Conservation and Solar energy base needs are considered with emphasis on the area of materials research. Several organizational arrangements for the implementation of this basic and applied research program are described and analyzed. The key functions of the system such as resources allocation, and program coordination and management follow from two fundamental characteristics: assignment of lead responsibility (CS and the Office of Energy Research, ER); and nature of the organizational chain-of-command. Three options are categorized in terms of these two characteristics and discussed in detail. The first option retains lead responsibility in ER, with CS personnel exercising sign-off authority and filling the coordination role. Option 2 places lead responsibility with CS program office management, and utilizes the existing chain-of-command, but adds a Basic and Applied Research Division to each program office. Option 3 also places lead responsibility with CS, but within a new Office of Basic and Applied Research, which would include a Research Coordinator to manage interactions with ER, and Research Managers for each CS program area. During the past three months effort has concentrated on formulating a method to predict the enhancement of electrode surface field and power input occasioned by the presence of a projection on the electrode surface, during the ion sheath development period which attends the scavenging a contact gap following current interruption in vacuum. In addition, experimental evidence has been obtained to support the theory, postulated earlier, of a turn-around interval for electrons left in the gap, which preceeds the rise of the transient recovery voltage.

Periods found in heat measurements obtained by calorimetry

During a span of 640 days, a periodicity of 1.5158 +- 0.0008 days was discovered in successive heater equilibria on Calorimeter No. 127. Measurements were taken at 12-h intervals, with occasional changes of exactly 3 or 6 h in the schedule of measurements. This schedule eliminated all other possible periods except a period of 0.150156 days. Periods of 1.519125 and 1.511283 days were discovered in data on the excess length of day as obtained by the US Naval Observatory over a period of 24 y. These two periods could equally well represent periods of 0.150189 and 0.150112 days, since measurements were obtained only once every 24 h. It is suggested that periods observed in sensitive calorimeters and in length of day data may be related. 1 reference, 6 figures, 5 tables.

Liquid Phase Methanol LaPorte Process Development Unit: Modification, Operation, and Support Studies

The LPMEOH process was conceived and patented by Chem Systems Inc. in 1975. Initial research and studies on the process focused on two distinct modes of operation. The first was a liquid fluidized mode with relatively large catalyst pellets suspended in a fluidizing liquid, and the second was an entrained (slurry) mode with fine catalyst particles slurried in an inert liquid. The development of both operating modes progressed in parallel from bench scale reactors, through an intermediate scale lab PDU, and then to the LaPorte PDU in 1984. The slurry mode of operation was ultimately chosen as the operating mode of choice due to its superior performance.

Heat exchanger restart evaluation

On December 24, 1991, the K-Reactor was in the shutdown mode with full AC process water flow and full cooling water flow. Safety rod testing was being performed as part of the power ascension testing program. The results of cooling water samples indicated tritium concentrations higher than allowable. Further sampling and testing confirmed a Process Water System to Cooling Water System leak in heat exchanger 4A (HX 4A). The heat exchanger was isolated and the plant shutdown. Heat exchanger 4kA was removed from the plant and moved to C-Area prior to performing examinations and diagnostic testing. This included locating and identifying the leaking tube or tubes, eddy current examination of the leaking tube and a number of adjacent tubes, visually inspecting the leaking tube from both the inside as well as the area surrounding the failure mechanism. In addition ten other tubes that either exhibited eddy current indications or would represent a baseline condition were removed from heat exchanger 4A for metallurgical examination. Additional analysis and review of heat exchanger leakage history was performed to determine if there are any patterns which can be used for predictive purposes. DEVELOPMENT OF FREEZE VALVE FOR USE IN THE MSRE

Three types of frozen-seal valves'' were tested for possible use in the MSRE. The seal was melted by direct resistance heat, by induction heat, and by clamp-on Calrod heat. The frozen seal was made in a preformed restriction section of a standard piece of pipe by a cooling-gas jet stream directed at the restriction. All three valves performed satisfactorily through 100 test cycles. The Calrodheated valve was selected for MSRE use on the basis of simplicity of design and of operation. Two of the valves are successfully undergoing further tests on the MSRE Engineering Test Loop. (auth)

A letter report issued by the Government Accountability Office with an abstract that begins "Safeguarding nuclear warheads and materials that can be used to make nuclear weapons is a primary national security concern of the United States. Since 1993, the Departments of Energy (DOE) and Defense (DOD) have worked to improve security at sites housing weapons-usable nuclear material and warheads in Russia and other countries. In 1995, DOE established the Materials Protection, Control, and Accounting (MPC&A) program to implement these efforts. GAO examined the (1) progress DOE has made in improving security at nuclear material sites in Russia and other countries, (2) progress DOE and DOD have made in improving security at Russian nuclear warhead sites, and (3) efforts DOE and DOD have undertaken to ensure the continued effective use of U.S.-funded security upgrades. While ultimately successful in providing updated IT infrastructure and systems, Trilogy was not a success with regard to upgrading FBI's investigative applications. Further, the project was plagued with missed milestones and escalating costs, which eventually totaled nearly $537 million. In light of these events, Congress asked GAO to determine whether (1) internal controls provided reasonable assurance that improper payment of unallowable contractor costs would not be made or would be detected in the normal course of business, (2) payments to contractors were properly supported as a valid use of government funds, and (3) FBI maintained proper accountability for assets purchased with Trilogy project funds."

A letter report issued by the Government Accountability Office with an abstract that begins "GAO found mixed evidence regarding the extent of a shortage of airline pilots, although regional airlines have reported difficulties finding sufficient numbers of qualified pilots over the past year. Specifically, looking at broad economic indicators, airline pilots have experienced a low unemployment rate—the most direct measure of a labor shortage; however, both employment and earnings have decreased since 2000, suggesting that demand for these occupations has not outstripped supply. Looking forward, industry forecasts and the Bureau of Labor Statistics' employment projections suggest the need for pilots to be between roughly 1,900 and 4,500 pilots per year, on average, over the next decade, which is consistent with airlines' reported expectations for hiring over this period. Yet studies GAO reviewed examining whether the future supply of pilots will be sufficient to meet this need had varying conclusions. Two studies point to the large number of qualified pilots that exists, but who may be working abroad, in the military, or in another occupation, as evidence that there is adequate supply. Correspondence issued by the Government Accountability Office with an abstract that begins "In May 2006, the Department of Energy (DOE) proposed transferring appropriations from some DOE accounts to begin a new loan guarantee program (LGP) authorized by the Energy Policy Act of 2005 (EPAct 05). Title XVII of EPAct 05--Incentives for Innovative Technologies--authorized the LGP to guarantee loans for projects intended to (1) decrease air pollutants or man-made greenhouse gases by reducing their production or by sequestering them (storing them to prevent their release into the atmosphere), (2) employ new or significantly improved technologies compared with current commercial technologies, and (3) have a "reasonable prospect" of repayment. Such projects could include renewable energy systems, advanced fossil energy technologies, and production facilities for fuel-efficient vehicles. Although EPAct 05 authorized the LGP, the Federal Credit Reform Act of 1990 requires that Congress appropriate budget authority for loan guarantee program costs before loans can be made. In appropriating budget authority for the LGP, Congress would be not only authorizing DOE to issue the loan guarantees but also establishing policy by setting limits on the dollar amount of loans that can be guaranteed.
