The intent of this systems study is to support a decision on how to proceed with design with respect to retrievability, regarding the extent to which the repository/waste package designs should accommodate the retrieval option.

Methods for fabricating arrays of holes using interference lithography

Optical interference lithography offers a robust patterning technology capable of achieving high spatial resolution over extremely large field sizes ( {approx}1 m ). Here, we compare two different approaches for fabricating arrays of holes using interferometric techniques. We show that by applying an image reversal process to standard two-beam interference lithography, arrays of high aspect ratio holes can be generated. This process scales to submicron periods and allows holes as small as 0.1 micron to be patterned. Next, we present an analysis of the multiple-beam approach for patterning holes. We demonstrate that while the formation of higher contrast intensity patterns is possible by interfering four or more beams, the shape and modulation depth of such patterns are inherently sensitive to relative phase variations.

Quarterly environmental radiological survey summary third quarter 1997 100, 200, 300, and 600 Areas

Routine radiological surveys are part of near-facility environmental monitoring which monitors and helps direct the reduction of the radiological areas at the Hanford Site. The routine radiological surveys are performed by the Southern Area Remediation Support Group and the Site Support Services Radiological Control Group as directed by Environmental Monitoring and Investigations. The surveys included in this program consist of inactive waste sites; outdoor radiological control areas; tank farm perimeters and associated diversion boxes, lift stations, and vent stations; perimeters of active or uncovered waste sites such as burial grounds, retention basins, ponds, process trenches, and ditches; underground pipelines; and road and rail surfaces. This report provides a summary of the radiological surveys performed during the Third Quarter of 1997. The status of corrective actions required from current and past reports are also discussed. A waste site survey schedule, WHC-SP-0098-8, was developed by Environmental Monitoring and Investigations and reviewed by the Southern Area Remediation Support Group and the Site Support Services Radiological Control Group. Environmental Monitoring and Investigations reviews the radiological survey reports and files a copy for historical purposes and reference. Radiological conditions are tracked and trends noted. These requirements are appropriate to the life cycle phase to achieve an adequate level of protection for worker and public health and safety, and the environment during design, construction, operation, decontamination and decommissioning, and environmental restoration. S/RlDs are living documents, to be revised appropriately based on change in the site`s or facility`s mission or configuration, a change in the facility`s life cycle phase, or a change to the applicable standards/requirements. S/RIDs encompass health and safety, environmental, and safety related safeguards and security (S and S) standards/requirements related to the functional areas listed in the US Department of Energy (DOE) Environment, Safety and Health Configuration Guide. The Fluor Daniel Hanford (FDH) Contract S/RID contains standards/requirements, applicable to FDH and FDH subcontractors, necessary for safe operation of Project Hanford Management Contract (PHMC) facilities, that are not the direct responsibility of the facility manager (e.g., a site-wide fire department). Criticality safety evaluation report for FFTF 42% fuel assemblies

An FFTF tritium/isotope production mission will require a new fuel supply. The reference design core will use a mixed oxide fuel nominally enriched to 40 wt% Pu. This enrichment is significantly higher than that of the standard Driver Fuel Assemblies used in past operations. Consequently, criticality safety for handling and storage of this fuel must be addressed. The purpose of this document is to begin the process by determining the minimum critical number for these new fuel assemblies in water, sodium and air. This analysis is preliminary and further work can be done to refine the results reported here. Analysis was initially done using 45 wt 5 PuO. Additionally, a preliminary assessment is done concerning storage of these fuel assemblies in Interim Decay Storage (IDS), Fuel Storage Facility (FSF), and Core Component Containers/Interim Storage Casks (CCC/ISC).

This report summarizes the status of this project for the quarter January 1, 1997 to March 31, 1997. Phase II has been started and Task 7, Develop Pilot Scale Test Work Plan has been completed. The operational portion of this phase, Task 8 has been initiated with several pieces of pilot equipment already on-site. The start up of the full process train will not occur until the next quarter. The project is slightly behind schedule. A no cost extension was requested and was granted. The anticipated completion date is December 31, 1997. The project is on budget.

Advanced electronic magnetic resonance (EMR) methods are used to examine properties of coals, chars, and molecular species related to constituents of coal. During this grant period, progress was made on setting up a separate high frequency EMR system particularly appropriate for such studies and exploring the use of low-frequency dynamic nuclear polarization (DNP) to examine the interaction between fluids such as water and the surface of suspended char particles.

Vault lining for 340 waste handling facility, 300 area

Coating systems by Protection Enterprises, Ameron, Carboline, and Steelcote were evaluated. Each manufacturer has a coating system that is acceptable for use in the 340 Vault (see Appendix A). The choice of which system to use will be made after in-place adhesion tests are complete. The Protection Enterprises coating has the greatest potential for acceptable adhesion with minimal surface preparation. Total project cost for engineering and construction is $1,220,000 including 50% for contingency (see Appendix B). If the existing vault coverblock access hatch can satisfy entry requirements, $95,000 can be saved from the removal of coverblocks and the erection and disassembly of the greenhouse.

The purpose of this Integration Plan for Environmental Monitoring is to document the policies, systems, and processes being put in place to meet one key objective: manage and integrate a technically competent, multi-media ambient environmental monitoring program, in an efficient, cost effective manner. Fluor Daniel Hanford, Inc. and its major subcontractors also commit to conducting business in a manner consistent with the International Standards Organization 14000 Environmental Management System concepts. In vivo argon laser vascular welding using thermal feedback: open and closed loop patency and collagen crosslinking

An in vivo study of vascular welding with a fiber-delivered argon laser was conducted using a canine model. Longitudinal arteriotomies and venotomies were treated on femoral vein and artery. Laser energy was delivered to the vessel wall via a 400 {micro}m optical fiber. The surface temperature at the center of the laser spot was monitored in real time using a hollow glass optical fiber-based two-color infrared thermometer. The surface temperature was limited by either a room-temperature saline drip or direct feedback control of the laser using a mechanical shutter to alternately pass and block the laser. Acute patency was evaluated either visually (leak/no leak) or by in vivo burst pressure measurements. Biochemical assays were performed to investigate the possible laser-induced formation or destruction of enzymatically mediated covalent crosslinks between collagen molecules. Viable welds were created both with and without the use of feedback control. Tissues maintained at 50 C using feedback control had an elevated crosslink count compared to controls, while those irradiated without feedback control experienced a decrease. Differences between the volumetric heating associated with open and closed loop protocols may account for the different effects on collagen crosslinks. The Southern Great Plains (SGP) Cloud and Radiation Testbed (CART) site is designed to help satisfy the data needs of the Atmospheric Radiation Measurement (ARM) Program Science Team. This document defines the scientific priorities for site activities during the six months beginning on July 1, 1997, and looks forward in lesser detail to subsequent six-month periods. The primary purpose of this Site Scientific Mission Plan is to provide guidance for the development of plans for site operations. It also provides information on current plans to the ARM functional teams (Management Team, Data and Science Integration Team [DSIT], Operations Team, Instrument Team [IT], and Campaign Team) and serves to disseminate the plans more generally within the ARM Program and among the members of the Science Team. Molecular dissection of the cellular mechanisms involved in nickel hyperaccumulation. 1997 annual progress report

'Phytoremediation, the use of plants for environmental cleanup of pollutants, including toxic metals, holds the potential to allow the economic restoration of heavy metal and radionuclide contaminated sites. A number of terrestrial plants are known to naturally accumulate high levels of metals in their shoots (1--2% dry weight), and these plants have been termed metal-hyperaccumulators. Clearly, the genetic traits that determine metal-hyperaccumulation offers the potential for the development of practical phytoremediation processes. The long-term objective is to rationally design and generate plants ideally suited for phytoremediation using this unique genetic material. Initially, the strategy will focus on isolating and characterizing the key genetic information needed for expression of the metal-hyperaccumulation phenotype. Recently, histidine has been shown to play a major role in Ni hyperaccumulation. Based on this information the authors propose to investigate, at the molecular level, the role of histidine biosynthesis in Ni hyperaccumuIation in Thlaspi goesingense, a Ni hyperaccumulator species.'

Tank characterization report for single-shell tank 241-S-111

One of the major functions of the Tank Waste Remediation System (TWRS) is to characterize wastes in support of waste management and disposal activities at the Hanford Site. Analytical data from sampling and analysis, along with other available information about a tank, are compiled and maintained in a tank characterization report (TCR). This report and its appendices serve as the TCR for single-shell tank 241-S-111. The objectives of this report are: (1) to use characterization data to address technical issues associated with tank 241-S-111 waste; and (2) to provide a standard characterization of this waste in terms of a best-basis inventory estimate. The response to technical issues is summarized in Section 2.0, and the best-basis inventory estimate is presented in Section 3.0. Recommendations regarding safety status and additional sampling needs are provided in Section 4.0. Supporting data and information are contained in the appendices. This report also supports the requirements of Hanford Federal Facility Agreement and Consent Order (Ecology et al. 1996) milestone M-44-10.

The planning process culminated in the completion of a comprehensive document submitted to DOE / FETC under separate cover. Following the planning exercise, research work was initiated and will be continued in the second project quarter.

The term refers to responsibilities each of us have with respect to helping our communities and nation make sound environmental decisions. This research centers on the citizens and what we ought to be doing, as opposed to what the government ought to be doing for us, to improve environmental citizenship. This report examines four central questions: What are the requirements (i.e., responsibilities) of citizenship vis-a-vis environmental decision- making processes; what constraints limit people`s ability to meet these requirements; what does our form of governance do to help or hinder in meeting these requirements; and what recommendations can be put forth to improve public participation in environmental decision making?

Two-color infrared thermometer for low-temperature measurement using a hollow glass optical fiber

In the thermometer, radiation from a target is collected via a single 700 {mu}m-bore hollow glass optical fiber coated with a metallic/dielectric layer on the inner surface, simultaneously split into two paths and modulated by a Au-coated reflective chopper, and focused onto two thermoelectrically cooled mid-infrared HgCdZnTe photoconductors by 128.8 mm-radius Au-coated spherical mirrors. The photoconductors have spectral bandpasses of 2-6 {mu}m and 2.12 {mu}m, respectively. The modulated detector signals are recovered using lock- in amplification. The two signals are calibrated using a blackbody (emissivity=1) of known temperature, and exponential fits are applied to the two resulting voltage vs temperature curves. Using the two calibration equations, a computer algorithm calculates the temperature and emissivity of a target in real time, taking into account reflection of the background radiation field from the target surface.

This Cooperative Research and Development Agreement was a one year effort to make the surface inspection machine based on diffuse reflectance infrared spectroscopy (Surface Inspection Machine-Infrared, SIMIR), being developed by Surface Optics Corporation, perform to its highest potential as a practical, portable surface inspection machine. The design function of the SIMIR is to inspect metal surfaces for cleanliness (stains). The system is also capable of evaluating graphite-resin systems for cure and heat damage, and for measuring the effects of moisture exposure on lithium hydride, corrosion on uranium metal, and the constituents of and contamination on wood, paper, and fabrics. Over the period of the CRADA, extensive experience with the use of the SIMIR for surface cleanliness measurements have been achieved through collaborations with NASA and the Army. The SIMIR was made available to the AMTEX CRADA for Finish on Yarn where it made a very significant contribution. The SIMIR was the foundation of a Forest Products CRADA that was developed over the time interval of this CRADA.
