The National Energy Information Center (NEIC), as part of its mission, provides energy information and referral assistance to Federal, State, and local governments, the academic community, business and industrial organizations, and the general public. The two principal functions related to this task are (1) operating a general access telephone line, and (2) responding to energy-related correspondence addressed to the Energy Information Administration (EIA). The Energy Information Directory was developed to assist the NEIC staff, as well as other Department of Energy (DOE) staff, in directing inquiries to the proper offices within DOE, other Federal agencies, or energy-related trade associations. The Directory is a list of most Government offices and trade associations that are involved in energy matters. It does not include those DOE offices which do not deal with the public or public information.

Stress-induced transverse isotropy in rocks

The application of uniaxial pressure can induce elastic anisotropy in otherwise isotropic rock. We consider models based on two very different rock classes, granites and weakly consolidated granular systems. We show that these models share common underlying assumptions, that they lead to similar qualitative behavior, and that both provide a microscopic basis for elliptical anisotropy. In the granular case, we make experimentally verifiable predictions regarding the horizontally propagating modes based on the measured behavior of the vertical modes.

The kinetics of sulfation of calcium oxide

The objectives of this study are to determine the intrinsic kinetics and the product layer diffusion rate by minimizing the resistances to gas-phase pore diffusion, and eliminating complications due to pore filling. In the report, a grain model was used to introduce the various potentially rate-limiting processes. It was compared with results obtained with a distributed pore model by Bhatia Perlmutter (1981). Comparing the predicted behavior of the surface areas with conversion, it was even possible to compare experimental results with other models. The conclusion of this study was that, even thought the kinetic parameters obtained with different samples differed much more if product layer diffusion assumed rate-limiting rather than the surface reaction, the shape of the predicted curve approached the experimental findings so much better, that product layer diffusion is indeed most likely to be rate-limiting. Aquifer test plan for the 100-HR-3 Operable Unit

This test plan directs hydrologic testing activities planned at three existing Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) wells in the 100-HR-3 Operable Unit of the Hanford Site. Three additional wells will be installed near these existing wells and used as additional testing arid observation points during the field activities. Figure 1 shows the locations of the three test sites. A primary objective of the testing program is to provide more detailed hydraulic characterization information for the unconfined aquifer and targeted test sites than provided by the initial reconnaissance-level slug testing of Vukelich. A second objective is to evaluate the applicability of slug interference and dipole flow tests for detailed hydraulic characterization in an unconfined aquifer. This aquifer testing program will also be useful for substantiating hydraulic conductivities reported from previous slug tests and evaluating the effects of filter pack volume/configuration on slug test data. Vukelich recommended additional testing to address the latter two issues.

CORROSION STUDY OF REPLACEMENT MATERIALS FOR HAZARDOUS LOW LEVEL WASTE PROCESSING TANKS

New waste tanks are to be constructed in H-area to store hazardous low level wastes. AISI Type 304L (304L) stainless steel was recommended as a suitable material of construction for these tanks. Cyclic polarization and coupon tests were performed to evaluate the corrosion resistance of 304L over a wide range of waste tank environments. The results of both tests indicated that 304L was not susceptible to attack under any of these conditions. Comparison tests were also performed with ASTM A537 carbon steel (A537) and Incoloy 825. The carbon steel corroded severely in some of the environments, while Incoloy 825 did not corrode. These tests, along with those for 304L, verified the correlation between cyclic polarization and coupon tests. Electrochemical Impedance Spectroscopy (EIS) was performed to monitor the breakdown of the protective oxide film on the surface of the material as a function of time and temperature. These results also correlated with those from the cyclic polarization and coupon tests.

Less minimal supersymmetric standard model

Most of the phenomenological studies of supersymmetry have been carried out using the so-called minimal supergravity scenario, where one assumes a universal scalar mass, gaugino mass, and trilinear coupling at M{sub GUT}. Even though this is a useful simplifying assumption for phenomenological analyses, it is rather too restrictive to accommodate a large variety of phenomenological possibilities. It predicts, among other things, that the lightest supersymmetric particle (LSP) is an almost pure B-ino, and that the {mu}-parameter is larger than the masses of the SU(2){sub L} and U(1){sub Y} gauginos. We extend the minimal supergravity framework by introducing one extra parameter: the Fayet'Iliopoulos D-term for the hypercharge U(1), D{sub Y}. Allowing for this extra parameter, we find a much more diverse phenomenology, where the LSP is {tilde {nu}}{sub {tau}}, {tilde {tau}} or a neutralino with a large higgsino content. We discuss the relevance of the different possibilities to collider signatures. The same type of extension can be done to models with the gauge mediation of supersymmetry breaking. We argue that it is not wise to impose cosmological constraints on the parameter space.

During this grant period, progress was made on setting up a separate high frequency EMR system particularly appropriate for such studies and exploring the use of low-frequency dynamic nuclear polarization (DNP) to examine the interaction between fluids such as water and the surface of suspended char particles.

The International Petroleum Statistics Report presents data on international oil production, demand, imports, exports, and stocks. The report has four sections. Section 1 contains time series data on world oil production, and on oil demand and stocks in the Organization for Economic Cooperation and Development (OECD). This section contains annual data beginning in 1985, and monthly data for the most recent two years. Section 2 presents an oil supply/demand balance for the world. This balance is presented in quarterly intervals for the most recent two years. Section 3 presents data on oil imports by OECD countries. This section contains annual data for the most recent year, quarterly data for the most recent two quarters, and monthly data for the most recent twelve months. Section 4 presents annual time series data on world oil production and oil stocks, demand, and trade in OECD countries. World oil production and OECD demand data are for the years 1970 through 1992; OECD stocks from 1973 through 1992; and OECD trade from 1982 through 1992.

The purpose of this Integration Plan for Environmental Monitoring is to document the policies, systems, and processes being put in place to meet one key objective: manage and integrate a technically competent, multi-media ambient environmental monitoring program, in an efficient, cost effective manner. Fluor Daniel Hanford, Inc. and its major subcontractors also commit to conducting business in a manner consistent with the International Standards Organization 14000 Environmental Management System concepts. Because the integration of sitewide groundwater monitoring activities is managed by the Environmental Restoration Contractor, groundwater monitoring it is outside the scope of this document. Phase I ResonantSonic CRADA report

This test report describes the Phase 1 testing and results of the ResonantSonic drilling method. This effort was conducted as part of a Cooperative Research and Development Agreement (CRADA) between the US Department of Energy, Pacific Northwest Laboratory, Westinghouse Hanford Company and Water Development Corporation. The purpose of this demonstration was to evaluate the Water Development Corporation`s ResonantSonic drilling system, modify components as necessary and determine compatible drilling applications for the ResonantSonic drilling method for use at facilities in the DOE complex and private industry. Initially, the ResonantSonic drill was used to drill several test holes at the Drilling Technology Test Site to assess the feasibility of drilling vertical and angle holes. After this initial phase, a 45 degree angle vapor extraction well was drilled to a depth of 168 feet at the 200 West Carbon Tetrachloride Site. This well was drilled and completed in nine days. Extensive geologic and vapor sampling were conducted while drilling this well. In addition, testing was also conducted at the test site to evaluated drilling with larger diameter casing (8 5/8 inch). The main purpose and objective of this analysis is to design a Box-Cut at the ESF South Portal to accommodate the Tunnel Boring Machine's (TBM) exit at the conclusion of the ESF Main Loop construction. The stability of the Highwall and the sidewalls at the Box-Cut are assessed using analytical methods by numerical modeling techniques. A ground reinforcement system for the South Ramp Box-Cut slopes will be recommended. This report summarizes the results of the analyses and provides the details of the recommended ground reinforcement system for the Box-Cut slopes at the South Portal. The reinforcement design details are then incorporated into design output documents for implementation in the field. Method of excavation for the Box-Cut is also discussed and a recommendation is provided in this analysis.

Using life-cycle analysis to estimate economic performance

One of the principal tools of industrial ecology is life-cycle assessment which intends to improve overall economic efficiency and to minimize negative environmental impacts of products, processes, and facilities. This paper describes a general methodology for environmentally responsible assessment of these activities; it discusses some of the underlying considerations for this assessment which are accessible by rigorous quantitative analysis; and an overall economic performance metric is proposed which puts both environmental and economic considerations on a common basis. Finally, some considerations involved in this approach is introduced as a guide to environmentally sound design and management.

Performance acceptance test of a portable instrument to detect uranium in water at the DOE Advanced Waste Water Treatment Plant, Fernald, Ohio

The Eppendorf-Biotronik Model IC 2001-2, a portable field ruggedized ion chromatography instrument, was rigorously tested at the DOE Advanced Waste Water Treatment Plant, Fernald, Ohio. This instrument rapidly detected the uranium concentration in water, and has a detection limit in the low ppb range without using the sample concentrating feature. The test set of samples analyzed included: ``Real World`` water samples from the AWWT containing uranium concentrations in the 9--110 ppb range, a sample blank, and a performance evaluation sample. The AWWT samples contained sets of both raw water and acid-preserved water samples. Selected samples were analyzed in quadruplicate to asses the instrument`s precision, and these results were compared with the results from an off-site confirmatory laboratory to assess the instrument`s accuracy. Additional comparisons with on-site laboratory instruments, Chemcheck KPA-11 and Scintrex UA-3 are reported. Overall, the Eppendorf-Biotronik IC 2001-2 performed exceptionally well providing a detection limit in the low ppb region (< 10 ppb) and giving rapid (< 5 minutes) accurate and reproducible analytical results for the AWWT, ``real world``, water samples with uranium concentrations in the region of interest (10--40 ppb). The strategy for reducing radiation dose originating from radionuclides absorbed in the K East Basin concrete is to raise the pool water level to provide additional shielding. This report documents a final design review for cleaning/coating basin walls and modifying other basin components where appropriate. The conclusion of this review was that the documents developed constitute an acceptable design for the Dose Reduction Project.

327 Building liquid waste handling options modification project plan

This report evaluates the modification options for handling radiological liquid waste (RLW) generated during decontamination and cleanout of the 327 Building. The overall objective of the 327 Facility Stabilization Project is to establish a passively safe and environmentally secure configuration of the 327 Facility. The issue of handling of RLW from the 327 Facility (assuming the 34O Facility is not available to accept the RLW) has been conceptually examined in at least two earlier engineering studies (Parsons 1997a and Hobart l997). Each study identified a similar preferred alternative that included modifying the 327 Facility RLWS handling systems to provide a truck load-out station, either within the confines of the facility or exterior to the facility. The alternatives also maximized the use of existing piping, tanks, instrumentation, controls and other features to minimize costs and physical changes. An issue discussed in each study involved the anticipated volume of the RLW stream. Estimates ranged between 113,550 and 387,500 liters in the earlier studies. During the development of the 324/327 Building Stabilization/Deactivation Project Management Plan, the lower estimate of approximately 113,550 liters was confirmed and has been adopted as the baseline for the 327 Facility RLW stream.
