{ital Ab Initio} Pseudopotential calculations of dopant diffusion in Si

The ab initio pseudopotential method is used to study transient-enhanced-diffusion (TED) related processes. The electronic degrees of freedom are included explicitly, together with the fully self-consistent treatment of the electron charge density. A large supercell and a fine k-point mesh are used to ensure numerical convergence. Such method has been demonstrated to give quantitative description of defect energetic. We will show that boron diffusion is significantly enhanced in the presence of the Si interstitial due to the substantial lowering of the migrational barrier through a kick-out mechanism. The resulting mobile boron can also be trapped by another substitutional boron, forming an immobile and elect rically inactive two-boron pair. Similarly, carbon diffusion is also enhanced significantly due to the pairing with Si interstitial. However, carbon binds to Si interstitial much more strongly than boron does, taking away most Si interstitial from boron at sufficiently large carbon concentration, which causes the suppression of the boron TED. We will also show that Fermi level effect plays an important role in both Si interstitial and boron diffusion.

Coating systems by Protection Enterprises, Ameron, Carboline, and Steelcote were evaluated. Each manufacturer has a coating system that is acceptable for use in the 340 Vault (see Appendix A). The choice of which system to use will be made after in-place adhesion tests are complete. The Protection Enterprises coating has the greatest potential for acceptable adhesion with minimal surface preparation. Total project cost for engineering and construction is $1,220,000 including 50% for contingency (see Appendix B). If the existing vault coverblock access hatch can satisfy entry requirements, $95,000 can be saved from the removal of coverblocks and the erection and disassembly of the greenhouse.

Fluor Daniel Hanford, Inc. and its major subcontractors also commit to conducting business in a manner consistent with the International Standards Organization 14000 Environmental Management System concepts. Because the integration of sitewide groundwater monitoring activities is managed by the Environmental Restoration Contractor, groundwater monitoring it is outside the scope of this document. The CSB will be used to stage and store spent nuclear fuel (SNF) removed from the Hanford Site K Basins. The objective of this chapter is to describe the characteristics of the site on which the CSB will be located. This description will support the hazard analysis and accident analyses in Chapter 3.0. In vivo argon laser vascular welding using thermal feedback: open and closed loop patency and collagen crosslinking

An in vivo study of vascular welding with a fiber-delivered argon laser was conducted using a canine model. Longitudinal arteriotomies and venotomies were treated on femoral vein and artery. Laser energy was delivered to the vessel wall via a 400 {micro}m optical fiber. The surface temperature at the center of the laser spot was monitored in real time using a hollow glass optical fiber-based two-color infrared thermometer. The surface temperature was limited by either a room-temperature saline drip or direct feedback control of the laser using a mechanical shutter to alternately pass and block the laser. Acute patency was evaluated either visually (leak/no leak) or by in vivo burst pressure measurements. Biochemical assays were performed to investigate the possible laser-induced formation or destruction of enzymatically mediated covalent crosslinks between collagen molecules. Viable welds were created both with and without the use of feedback control. Tissues maintained at 50 C using feedback control had an elevated crosslink count compared to controls, while those irradiated without feedback control experienced a decrease. Differences between the volumetric heating associated with open and closed loop protocols may account for the different effects on collagen crosslinks. The Southern Great Plains (SGP) Cloud and Radiation Testbed (CART) site is designed to help satisfy the data needs of the Atmospheric Radiation Measurement (ARM) Program Science Team. This document defines the scientific priorities for site activities during the six months beginning on July 1, 1997, and looks forward in lesser detail to subsequent six-month periods. The primary purpose of this Site Scientific Mission Plan is to provide guidance for the development of plans for site operations. It also provides information on current plans to the ARM functional teams (Management Team, Data and Science Integration Team [DSIT], Operations Team, Instrument Team [IT], and Campaign Team) and serves to disseminate the plans more generally within the ARM Program and among the members of the Science Team. 'Phytoremediation, the use of plants for environmental cleanup of pollutants, including toxic metals, holds the potential to allow the economic restoration of heavy metal and radionuclide contaminated sites. A number of terrestrial plants are known to naturally accumulate high levels of metals in their shoots (1--2% dry weight), and these plants have been termed metal-hyperaccumulators. Clearly, the genetic traits that determine metal-hyperaccumulation offers the potential for the development of practical phytoremediation processes. The long-term objective is to rationally design and generate plants ideally suited for phytoremediation using this unique genetic material. Initially, the strategy will focus on isolating and characterizing the key genetic information needed for expression of the metal-hyperaccumulation phenotype. Recently, histidine has been shown to play a major role in Ni hyperaccumulation. Based on this information the authors propose to investigate, at the molecular level, the role of histidine biosynthesis in Ni hyperaccumuIation in Thlaspi goesingense, a Ni hyperaccumulator species.'

Tank characterization report for single-shell tank 241-S-111

One of the major functions of the Tank Waste Remediation System (TWRS) is to characterize wastes in support of waste management and disposal activities at the Hanford Site. Analytical data from sampling and analysis, along with other available information about a tank, are compiled and maintained in a tank characterization report (TCR). This report and its appendices serve as the TCR for single-shell tank 241-S-111. The objectives of this report are: (1) to use characterization data to address technical issues associated with tank 241-S-111 waste; and (2) to provide a standard characterization of this waste in terms of a best-basis inventory estimate. The response to technical issues is summarized in Section 2.0, and the best-basis inventory estimate is presented in Section 3.0. Recommendations regarding safety status and additional sampling needs are provided in Section 4.0. Supporting data and information are contained in the appendices. This report also supports the requirements of Hanford Federal Facility Agreement and Consent Order (Ecology et al. 1996) milestone M-44-10.

'This research is part of a joint project with Dr. Andrew F. B. Tompson of Lawrence Livermore National Lab. and Dr. Wendy E. Soll of Los Alamos National Lab. The work is designed to integrate a continuum theory approach to multiphase flow modeling (Gray) with lattice Doltzmann studies (Soll) and study of the model in the context of a field simulation (Tompson). Because of some difficulties with the funding procedure, the support for Drs. Tompson and Soll was delayed such that it begins with the second year during which the author will be supported. Because of this fact, the efforts to integrate the theory with the modeling efforts has been delayed but will be able to be approached with particular vigor during this coming year. The author has met with Drs. Soll and Tompson and plan to meet with them again next month to ensure that the efforts are coordinated. During this first year, funding has been used to advance the theory and develop a basic understanding that will assist in development of the simulation models. Nonradioactive air emissions notice of construction for removal of 340A building tank solids

The 340 Complex is a less-than-90-day storage unit for mixed waste generated on the Hanford Site. The 340 Complex receives liquid waste from various buildings in the 300 Area via underground transfer lines, or by containers from generators supporting Hanford Site programs. The tanks used for waste storage at the 340 Complex include two 57 kiloliter tanks within the 340 Underground Storage Vault and six 30 kiloliter tanks within the 340A building. The two underground vault tanks provide primary waste storage while the six tanks in the 340A building provide reserve storage capacity. The 340A Building tanks are not equipped with agitation devices and/or equipment. Consequently, past usage of the tanks has resulted in the formation, deposition, and settling of waste water solids. The deposited tank solids contain radioactive material that represent a source of radiation exposure to workers. For as low as reasonably achievable (ALARA) purposes, the solids must be removed periodically from the tanks. The most recent tank solids removal effort occurred in the early 1980s. The removal of solids from the 340A building tanks constitutes a modification, in accordance with WAC 173-460-020(14), and, in accordance with WAC 173-460-040, the proposed activities are subject to New Source Review. …

Business and Labor Spending in U.S. Elections

Federal election law has long prohibited corporate and union spending in federal elections, but distinctions in statutes and judicial rulings have opened avenues by which these groups have been able to spend money in the electoral process. Business groups make particular use of political action committee (PAC) donations to candidates and soft money donations to parties. Unions made prominent use of issue advocacy in 1996, but labor’s political strength lies in exempt activity communications with members. This report explains these tools and their use in today’s elections.

Leaking Underground Storage Tank Trust Fund (LUST)

The Leaking Underground Storage Tank (LUST) Trust Fund provides money under Environmental Protection Agency (EPA)- state cooperative agreements to pay cleanup and related costs involving leaking petroleum tanks if no financially solvent owners can be found, or if the owner or operator refuses or is unable to comply with an urgent corrective order. Both EPA and the states use trust fund monies to oversee and enforce LUST corrective actions. Primary financing for the trust fund comes from a 0.1 cent per gallon tax on motor fuels. The tax expired December 31, 1995, but was reinstated by the Taxpayer Relief Act of 1997 (P.L. 105-34) for the period October 1, 1997, through March 31, 2005.
