Assessment of Unabated Facility Emission Potentials for Evaluating Airborne Radionuclide Monitoring Requirements at Pacific Northwest National Laboratory - 1999

Assessments were performed to evaluate compliance with the airborne radionuclide emission monitoring requirements in the National Emission Standards for Hazardous Air Pollutants (NESHAP--US Code of Federal Regulations, Title 40 Part 61, Subpart H). In these assessments, potential unabated offsite doses were evaluated for emission locations at facilities owned by the US Department of Energy and operated by Pacific Northwest National Laboratory (Pacific Northwest) on the Hanford Site. Two of the facilities evaluated, 325 Building Radiochemical Processing Laboratory, and 331 Building Life Sciences Laboratory met state and federal criteria for continuous sampling of airborne radionuclide emissions. One other building, the 3720 Environmental Sciences Laboratory, was recognized as being in transition with the potential for meeting the continuous sampling criteria.

Improved Efficiency of Miscible CO2 Floods and Enhanced Prospects for CO2 Flooding Heterogeneous Reservoirs

Continued testing the horizontal-well capabilities of MASTER, the DOE's pseudomiscible reservoir simulator, by running simulation tests with several combinations of horizontal and vertical wells and various alternative reservoir descriptions. These sensitivity tests were compared and validated using simulation results from a commercial simulator. This sensitivity study was used in conjunction with our numerical tests on the comparison of foam injection processes and horizontal well injection processes. In addition, a preprocessor used to set up the input file to MASTER and a postprocessor for plotting the well performance were completed. Tests were progressed and the official version of MASTER will be released in the next few months.

The International Petroleum Statistics Report presents data on international oil production, demand, imports, exports, and stocks. The report has four sections. Section 1 contains time series data on world oil production, and on oil demand and stocks in the Organization for Economic Cooperation and Development (OECD). This section contains annual data beginning in 1985, and monthly data for the most recent two years. Section 2 presents an oil supply/demand balance for the world. This balance is presented in quarterly intervals for the most recent two years. Section 3 presents data on oil imports by OECD countries. This section contains annual data for the most recent year, quarterly data for the most recent two quarters, and monthly data for the most recent twelve months. Section 4 presents annual time series data on world oil production and oil stocks, demand, and trade in OECD countries. World oil production and OECD demand data are for the years 1970 through 1992; OECD stocks from 1973 through 1992; and OECD trade from 1982 through 1992.

Increasing heavy oil reserves in the Wilmington oil field through advanced reservoir characterization and thermal production technologies. Quarterly technical progress report, March 30, 1995--June 30, 1995

This is the first quarterly technical progress report for the project. Although the contract was awarded on March 30, 1995 and Pre-Award Approval was given on January 26, 1995, the partners of this project initiated work on October 1, 1994. As such, this progress report summarizes the work performed from project inception. The production and injection data, reservoir engineering data, and digitized and normalized log data were all completed sufficiently by the end of the quarter to start work on the basic reservoir engineering and geologic stochastic models. Basic reservoir engineering analysis began June 1 and will continue to March, 1996. Design work for the 5 observation/core holes, oil finger printing of the cored oil sands, and tracers surveys began in January, 1995. The wells will be drilled from July--August, 1995 and tracer injection work is projected to start in October, 1995. A preliminary deterministic 3-D geologic model was completed in June which is sufficient to start work on the stochastic 3-D geologic model. The four proposed horizontal wells (two injectors and two producers) have been designed, equipment has been ordered, and the wells will be drilled from mid-August through September. Separation of Flue-Gas Scrubber Sludge into Marketable Products

The reduction of sulfur oxides from high sulfur coal burning utility companies has resulted in the production of huge quantities of wet flue-gas desulfurization scrubber sludge. A typical 400 MW power station burning a coal containing 3.5% sulfur by weight and using a limestone absorbent would produce approximately 177,000 tons (dry weight) of scrubber sludge per year. This brownish colored, finely divided material contains calcium sulfite (CaSO{sub 3} {center_dot} 1/2 H{sub 2}O), calcium sulfate (CaSO{sub 4} {center_dot} 2H{sub 2}O), unreacted limestone (CaCO{sub 3}), and various other impurities such as fly-ash and iron oxide particles. The physical separation of the components of scrubber sludge would result in the re-use of this material. The primary use would be conversion to a highly pure synthetic gypsum. This technical report concentrates on the effect of baffle configuration on the separation of calcium sulfite/sulfate from limestone. The position of the baffles as they related to the feed inlet, and the quantity of the baffles were examined. A clean calcium sulfite/sulfate (less than 2.0% limestone by weight) was achieved with the combination of water-only cyclone and horizontally baffled column.

This document is the final report of research conducted from 1990-96 by the Oregon Department of Fish and Wildlife (ODFW) to evaluate Bonneville Power Administration (BPA) project 90-077, the Northern Squawfish Management Program (NSMP). The Summary of Project summarizes and integrates the results, conclusions, and recommendations of the evaluation. The report contains research papers that describe how we addressed project objectives, how we reached our conclusions, and why we made our recommendations. The papers are listed and numbered consecutively in the Table of Contents and the numbers are used to reference each paper in the Summary of Project. It is the integration of these individual papers that provides the best picture of the current status of the NSMP.

Vault lining for 340 waste handling facility, 300 area

Coating systems by Protection Enterprises, Ameron, Carboline, and Steelcote were evaluated. Each manufacturer has a coating system that is acceptable for use in the 340 Vault (see Appendix A). The choice of which system to use will be made after in-place adhesion tests are complete. The Protection Enterprises coating has the greatest potential for acceptable adhesion with minimal surface preparation. Total project cost for engineering and construction is $1,220,000 including 50% for contingency (see Appendix B). If the existing vault coverblock access hatch can satisfy entry requirements, $95,000 can be saved from the removal of coverblocks and the erection and disassembly of the greenhouse.

AXAIR and PUFF-PLUME Comparison

A test version of AXAIR has been prepared to compare with PUFF-PLUME. The test version of AXAIR applies the same meteorological conditions as PUFF-PLUME and also the dispersion coefficients have been changed to be the same as those in PUFF-PLUME. The test version of AXAIR and PUFF-PLUME produce virtually the same doses with the differences being less than 3% for the select cases with similar input. Differences and similarities in the models are also addressed.

Assistance to the states with risk based data management. Quarterly technical progress report, April 1--June 30, 1995

The Tasks of this project are to: (1) complete implementation of a Risk Based Data Management System (RBDMS) in the States of Alaska, Mississippi, Montana, Nebraska; and (2) conduct Area of Review (AOR) Workshops in the states of California, Oklahoma, Kansas, and Texas. The RBDMS was designed to be a comprehensive database with the ability to expand into multiple areas, including oil and gas production. The database includes comprehensive well information for both producing and injection wells. It includes automated features for performing functions redated to AOR analyses, environmental risk analyses, well evaluation, permit evaluation, compliance monitoring, operator bonding assessments, operational monitoring and tracking, and more. This quarterly report describes the status of the development of the RBDMS project in both stated tasks and proposes further steps in its implementation.

Electronic effects at interfaces in Cu - Cr, Mo, Ta, Re Multilayers

In this study we characterize electronic effects in short-period ({approx}20 {angstrom}) metallic multilayer films in which 40% of the atoms are at an interface using near-edge (L{sub 3,2}) x-ray absorption. This study investigates Cu/TM where TM = Cr, MO, W, Ta, Re. These immiscible elemental pairs are ideal to study as they form no compounds and exhibit terminal solid solubility. An interest in the charge transfer between elements in alloys and compounds has led to studies using x-ray absorption as described above. Near edge x-ray absorption fine structure (NEXAFS), a technique used for analyzing x-ray absorption near the absorption edge of the element, is especially suited to study the amount of unoccupied states in the conduction band of a metal. The d-metals spectra show large peaks at the absorption edges called ''white lines.'' These are due to the unoccupied d-states just above the Fermi level in these metals. A study of the white lines in the 3d metals show that as the d-band is increasingly occupied the white lines decrease in intensity. Starting with Ti (3d{sup 2} 4s{sup 2}), which has an almost empty d-band and shows strong white lines, the white-line intensities decrease across the Periodic Chart to Cu …

Structural Evolution of Carbon During Oxidation

The examination of the structural evolution of carbon during oxidation has proven to be of scientific interest. Early modeling work of fluidized bed combustion showed that most of the reactions of interest occurs iOn the micropores, and this work has concentrated on these pores. This work has concentrated on evolution of macroporosity and rnicroporosity of carbons during kinetic controlled oxidation using SAXS, C02 and TEM analysis. Simple studies of fluidized bed combustion of coal chars has shown that many of the events considered fragmentation events previously may in fact be "hidden" or nonaccessible porosity. This makes the study of the microporous combustion characteristics of carbon even more important. The generation of a combustion resistant grid, coupled with measurements of the SAXS and C02 surface areas, fractal analysis and TEM studies has confined that soot particles shrink during their oxidation, as previously suspected. However, this shrinkage results in an overall change in structure. This structure becomes, on a radial basis, much more ordered near the edges, while the center itself becomes transparent to the TEM beam, implying a total lack of structure in this region. A Guidance Document for Kentucky's Oil and Gas Operators

This report is a summary of the accomplishments toward completion of ''A Guidance Document for Kentucky's Oil and Gas Operators.'' During this quarter, the document received continued review and editing in an electronic format to satisfy the United States Department of Energy (DOE). Comments received from oil and gas operators reviewing this document prompted contact to be made with the United States Environmental Protection Agency (USEPA) to develop an addendum section to provide better explanation of USEPA requirements for Class II injection wells in Kentucky. During February of this year the consultant hired to develop the Class II, UIC addendum section to the Guidance Document met with the USEPA and state personnel responsible for regulation of the Class II, UIC program in Kentucky. At this meeting a review of the federal and state regulatory procedures used for administration of the UIC program was made. Emphasis was directed to summarizing the addendum section in a format usable b y the small oil and gas operators in Kentucky. A draft of the addendum section is underway incorporating the ideas and comments received during this meeting. The purpose of this Integration Plan for Environmental Monitoring is to document the policies, systems, and processes being put in place to meet one key objective: manage and integrate a technically competent, multi-media ambient environmental monitoring program, in an efficient, cost effective manner. Fluor Daniel Hanford, Inc. and its major subcontractors also commit to conducting business in a manner consistent with the International Standards Organization 14000 Environmental Management System concepts. Because the integration of sitewide groundwater monitoring activities is managed by the Environmental Restoration Contractor, groundwater monitoring it is outside the scope of this document. Therefore, for the purpose of this Integration Plan for Environmental Monitoring, the Integrated Environmental Monitoring Program is defined as applicable to all environmental media except groundwater. High-power vacuum window in WR10

Results are presented for fabrication and test of a WR10 waveguide window, for use in ultra-high vacuum at 91.4 GHz. Low-power bench measurements are compared with analytic and simulation results. Operation at approximately equal to 4-kW peak power, duty factor 10{sup {minus}6} and 10{sup {minus}9}-scale vacuum is noted.

The Southern Great Plains (SGP) Cloud and Radiation Testbed (CART) site is designed to help satisfy the data needs of the Atmospheric Radiation Measurement (ARM) Program Science Team. This document defines the scientific priorities for site activities during the six months beginning on July 1, 1997, and looks forward in lesser detail to subsequent six-month periods. The primary purpose of this Site Scientific Mission Plan is to provide guidance for the development of plans for site operations. It also provides information on current plans to the ARM functional teams (Management Team, Data and Science Integration Team [DSIT], Operations Team, Instrument Team [IT], and Campaign Team) and serves to disseminate the plans more generally within the ARM Program and among the members of the Science Team. This document includes a description of the operational status of the site and the primary site activities envisioned, together with information concerning approved and proposed intensive observation periods (IOPs). Multi-Bunch Instability Diagnostics via Digital Feedback Systems at PEP-II, DAFNE, ALS and SPEAR

Longitudinal feedback systems based on a common programmable DSP architecture have been commissioned at 4 laboratories. In addition to longitudinal feedback and beam diagnostics these flexible systems have been programmed to provide diagnostics for transverse motion. The diagnostic functions are based on transient domain techniques which record the response of every bunch while the feedback system manipulates the beam. Operational experience from 4 installations is illustrated via experimental results from PEP-II, DAFNE, ALS and SPEAR. Modal growth and damping rates for transverse and longitudinal planes are measured via short (20 ms) transient excitations for unstable and stable coupled-bunch modes. Data from steady-state measurements are used to identify unstable modes, noise-driven beam motion, and noise sources. Techniques are illustrated which allow the prediction of instability thresholds from low-current measurements of stable beams. Transverse bunch train grow-damp sequences which measure the time evolution of instabilities along the bunch train are presented and compared to signatures expected from ion and fast ion instabilities.

Robotics and Automation Activities at the Savannah River Site: A Site Report for SUBWOG 39F

The Savannah River Site has successfully used robots, teleoperators, and remote video to reduce exposure to ionizing radiation, improve worker safety, and improve the quality of operations. Previous reports have described the use of mobile teleoperators in coping with a high level liquid waste spill, the removal of highly contaminated equipment, and the inspection of nuclear reactor vessels. This report will cover recent applications at the Savannah River, as well as systems which SRS has delivered to other DOE site customers.
