In April 2010 an explosion occurred on an oil rig in the Gulf of Mexico, reportedly killing 11 people, and, according to federal experts, causing the worst oil spill in U.S. history. Millions of barrels of oil are believed to have leaked into the Gulf of Mexico. As the oil spreads, the implications for harm to wildlife grow. The United States has many laws that protect wildlife from harm. This report discusses three: the Endangered Species Act, the Marine Mammal Protection Act, and the Migratory Bird Treaty Act.

This report documents the findings from an onsite audit of the John Seiberling Federal building located in Akron, Ohio. The Federal landlord for this building is the General Services Administration (GSA). The focus of the audit was to identify various no-cost or low-cost energy efficiency opportunities that, once implemented, would reduce in either electrical and gas consumption and increase the operational efficiency of the building. United States construed the honest services branch of the federal mail and wire fraud statutes to reach no more than cases involving bribery or kickbacks. The mail and wire fraud statutes, 18 U.S.C. §§ 1341 and 1343, impose criminal penalties for the use of mail or interstate wire communications to deprive another of money or property through a "scheme or artifice to defraud." The new Basel Capital Adequacy Accord (Basel III) is an agreement among countries' central banks and bank supervisory authorities on the amount of capital banks must hold as a cushion against losses and insolvency. Basel III is of concern to Congress mainly because it could put U.S. financial institutions at a competitive disadvantage in world financial markets. This report follows the basic elements of the Basel III documents on the types of capital requirements and their phase-in schedule, which were approved by the Basel member central bank governors on September 12, 2010. The elements are the new definition of Tier 1 capital, the minimum common equity capital, the capital conservation buffer, countercyclical capital buffer, liquidity coverage ratio, global leverage ratio, and wind-down government capital injections. The report concludes with some implications drawn from its content.
