A letter report issued by the Government Accountability Office with an abstract that begins "Billions of pounds of cargo are transported on U.S. passenger flights annually. The Department of Homeland Security's (DHS) Transportation Security Administration (TSA) is the primary federal agency responsible for securing the air cargo system. The 9/11 Commission Act of 2007 mandated DHS to establish a system to screen 100 percent of cargo flown on passenger aircraft by August 2010. As requested, GAO reviewed TSA's progress in meeting the act's screening mandate, and any related challenges it faces for both domestic (cargo transported within and from the United States) and inbound cargo (cargo bound for the United States). GAO reviewed TSA's policies and procedures, interviewed TSA officials and air cargo industry stakeholders, and conducted site visits at five U.S. airports, selected based on size, among other factors."

A letter report issued by the Government Accountability Office with an abstract that begins "Each year, the federal government makes a significant financial investment in the education and training of the U.S. physician workforce. A quarter of that physician workforce is composed of international medical graduates (IMG) and they include both U.S. citizens and foreign nationals. In fiscal year 2008, the federal government loaned $633 million to U.S. students enrolled in foreign institutions--including medical students--through the Federal Family Education Loan (FFEL) program. The government also makes a substantial domestic investment in the graduate training of the physician workforce. For example, in fiscal year 2008, federal support for residency training in the United States amounted to nearly $9 billion. As with medical students educated in the United States, this training is required of all IMGs--U.S. citizens and foreign nationals alike--who seek to practice medicine without supervision in the United States. The Department of Education (Education), which administers the federal student loan program, must also monitor foreign schools that seek to participate in the program with respect to specific statutory requirements. Measuring the Density of a Molecular Cluster Injector via Visible Emission from an Electron Beam

A method to measure the density distribution of a dense hydrogen gas jet is pre- sented. A Mach 5.5 nozzle is cooled to 80K to form a flow capable of molecular cluster formation. A 250V, 10mA electron beam collides with the jet and produces Hα emission that is viewed by a fast camera. The high density of the jet, several 10<sup>16</sup>cm<sup>-3</sup>, results in substantial electron depletion, which attenuates the H<sub>α</sub> emission. The attenuated emission measurement, combined with a simplified electron-molecule collision model, allows us to determine the molecular density profile via a simple iterative calculation.

Formation of Field-reversed-Configuration Plasma with Punctuated-betatron-orbit Electrons

We describe ab initio, self-consistent, 3D, fully electromagnetic numerical simulations of current drive and field-reversed-configuration plasma formation by odd-parity rotating magnetic fields (RMFo). Magnetic-separatrix formation and field reversal are attained from an initial mirror configuration. A population of punctuated-betatron-orbit electrons, generated by the RMFo, carries the majority of the field-normal azimuthal electrical current responsible for field reversal. Appreciable current and plasma pressure exist outside the magnetic separatrix whose shape is modulated by the RMFo phase. The predicted plasma density and electron energy distribution compare favorably with RMFo experiments. __________________________________________________

Effects of Slip Planes on Stresses in MICE Coupling Solenoid Coil Assembly

The MICE superconducting coupling solenoid magnet is made from copper matrix Nb-Ti conductors with inner radius of 750 mm, length of 285 mm and thickness of 110.4 mm at room temperature. The coil is to be wound on a mandrel made of aluminum. The peak magnetic field on the conductor is about 7.3 T when fully charged at 210 A. High magnetic field and large size make the stress inside the coupling coil assembly relatively high during cool down and full energizing. The shear stress between coil winding and aluminum casing may cause premature quench. To avoid quench potential induced by stress, slip planes were designed for the coil assembly. In this paper, FE models with and without slip planes for it have been developed to simulate the stresses during the process including winding, cooling down and charging. The stress distribution in the coil assembly with and without slip planes was investigated. The results show that slip planes with low friction coefficients can improve the stress condition in the coil, especially reduce the shear stress largely so that improve the stability.

Lecture Notes on Multigrid Methods

The Lecture Notes are primarily based on a sequence of lectures given by the author while been a Fulbright scholar at 'St. Kliment Ohridski' University of Sofia, Sofia, Bulgaria during the winter semester of 2009-2010 academic year. The notes are somewhat expanded version of the actual one semester class he taught there. The material covered is slightly modified and adapted version of similar topics covered in the author's monograph 'Multilevel Block-Factorization Preconditioners' published in 2008 by Springer. The author tried to keep the notes as self-contained as possible. That is why the lecture notes begin with some basic introductory matrix-vector linear algebra, numerical PDEs (finite element) facts emphasizing the relations between functions in finite dimensional spaces and their coefficient vectors and respective norms. Then, some additional facts on the implementation of finite elements based on relation tables using the popular compressed sparse row (CSR) format are given. Also, typical condition number estimates of stiffness and mass matrices, the global matrix assembly from local element matrices are given as well. Finally, some basic introductory facts about stationary iterative methods, such as Gauss-Seidel and its symmetrized version are presented. Progress on Design and Construction of a MuCool Coupling Solenoid Magnet

The MuCool program undertaken by the US Neutrino Factory and Muon Collider Collaboration is to study the behavior of muon ionization cooling channel components. A single superconducting coupling solenoid magnet is necessary to pursue the research and development work on the performance of high gradient, large size RF cavities immersed in magnetic field, which is one of the main challenges in the practical realization of ionization cooling of muons. The MuCool coupling magnet is to be built using commercial copper based niobium titanium conductors and cooled by two cryo-coolers with each cooling capacity of 1.5 W at 4.2 K. The solenoid magnet will be powered by using a single 300A power supply through a single pair of binary leads that are designed to carry a maximum current of 210A. The magnet is to be passively protected by cold diodes and resistors across sections of the coil and by quench back from the 6061 Al mandrel in order to lower the quench voltage and the hot spot temperature. The magnet is currently under construction. This paper presents the updated design and fabrication progress on the MuCool coupling magnet.

This report documents an energy audit performed by Pacific Northwest National Laboratory (PNNL) and Redhorse Corporation (Redhorse) conducted on the Federal Aviation Administration (FAA) control tower and base building in Boise, Idaho. This report presents findings of the energy audit team that evaluated construction documents and operating specifications (at the 100% level) followed by a site visit of the facility under construction. The focus of the review was to identify measures that could be incorporated into the final design and operating specifications that would result in additional energy savings for FAA that would not have otherwise occurred.

Secondary Waste Form Screening Test Results—Cast Stone and Alkali Alumino-Silicate Geopolymer

PNNL is conducting screening tests on the candidate waste forms to provide a basis for comparison and to resolve the formulation and data needs identified in the literature review. This report documents the screening test results on the Cast Stone cementitious waste form and the Geopolymer waste form. Test results suggest that both the Cast Stone and Geopolymer appear to be viable waste forms for the solidification of the secondary liquid wastes to be treated in the ETF. The diffusivity for technetium from the Cast Stone monoliths was in the range of 1.2 × 10-11 to 2.3 × 10-13 cm2/s during the 63 days of testing. The diffusivity for technetium from the Geopolymer was in the range of 1.7 × 10-10 to 3.8 × 10-12 cm2/s through the 63 days of the test. These values compare with a target of 1 × 10-9 cm2/s or less. The Geopolymer continues to show some fabrication issues with the diffusivities ranging from 1.7 × 10-10 to 3.8 × 10-12 cm2/s for the better-performing batch to from 1.2 × 10-9 to 1.8 × 10-11 cm2/s for the poorer-performing batch. DOE ER63951-3 Final Report: An Integrated Assessment of Geochemical and Community Structure Determinants of Metal Reduction Rates in Subsurface Sediments

The objective of this research was to examine the importance of microbial community structure in influencing uranium reduction rates in subsurface sediments. If the redox state alone is the key to metal reduction, then any organisms that can utilize the oxygen and nitrate in the subsurface can change the geochemical conditions so metal reduction becomes an energetically favored reaction. Thus, community structure would not be critical in determining rates or extent of metal reduction unless community structure influenced the rate of change in redox. Alternatively, some microbes may directly catalyze metal reduction (e.g., specifically reduce U). In this case the composition of the community may be more important and specific types of electron donors may promote the production of communities that are more adept at U reduction. Our results helped determine if the type of electron donor or the preexisting community is important in the bioremediation of metal-contaminated environments subjected to biostimulation. In a series of experiments at the DOE FRC site in Oak Ridge we have consistently shown that all substrates promoted nitrate reduction, while glucose, ethanol, and acetate always promoted U reduction. A COMPARISON OF GADRAS SIMULATED AND MEASURED GAMMA RAY SPECTRA

Gamma-ray radiation detection systems are continuously being developed and improved for detecting the presence of radioactive material and for identifying isotopes present. Gamma-ray spectra, from many different isotopes and in different types and thicknesses of attenuation material and matrixes, are needed to evaluate the performance of these devices. Recently, a test and evaluation exercise was performed by the Savannah River National Laboratory that required a large number of gamma-ray spectra. Simulated spectra were used for a major portion of the testing in order to provide a pool of data large enough for the results to be statistically significant. The test data set was comprised of two types of data, measured and simulated. The measured data were acquired with a hand-held Radioisotope Identification Device (RIID) and simulated spectra were created using Gamma Detector Response and Analysis Software (GADRAS, Mitchell and Mattingly, Sandia National Laboratory). GADRAS uses a one-dimensional discrete ordinate calculation to simulate gamma-ray spectra. The measured and simulated spectra have been analyzed and compared. This paper will discuss the results of the comparison and offer explanations for spectral differences.

Thermal Stability Analysis for Superconducting Coupling Coil in MICE

The superconducting coupling coil to be used in the Muon Ionization Cooling Experiment (MICE) with inner radius of 750 mm, length of 285 mm and thickness of 110.4 mm will be cooled by a pair of 1.5 W at 4.2 K cryo-coolers. When the coupling coil is powered to 210 A, it will produce about 7.3 T peak magnetic field at the conductor and it will have a stored energy of 13 MJ. A key issue for safe operation of the coupling coil is the thermal stability of the coil during a charge and discharge. The magnet and its cooling system are designed for a rapid discharge where the magnet is to be discharged in 5400 seconds. The numerical simulation for the thermal stability of the MICE coupling coil has been done using ANSYS. The analysis results show that the superconducting coupling coil has a good stability and can be charged and discharged safely.

Design and Construction of a Prototype Solenoid Coil for MICE Coupling Magnets

A superconducting coupling solenoid mounted around four conventional RF cavities, which produces up to 2.6 T central magnetic field to keep the muons within the cavities, is to be used for the Muon Ionization Cooling Experiment (MICE). The coupling coil made from copper matrix NbTi conductors is the largest of three types of magnets in MICE both in terms of 1.5 m inner diameter and about 13MJ stored magnetic energy at full operation current of 210A. The stress induced inside the coil assembly during cool down and magnet charging is relatively high. In order to validate the design method and develop the coil winding technique with inside-wound SC splices required for the coupling coil, a prototype coil made from the same conductor and with the same diameter and thickness but only one-fourth long as the coupling coil was designed and fabricated by ICST. The prototype coil was designed to be charged to strain conditions that are equivalent or greater than would be encountered in the coupling coil. This paper presents detailed design of the prototype coil as well as developed coil winding skills. The analyses on stress in the coil assembly and quench process were carried out.

ETDEWEB versus the World-Wide-Web: a specific database/web comparison

A study was performed comparing user search results from the specialized scientific database on energy-related information, ETDEWEB, with search results from the internet search engines Google and Google Scholar. The primary objective of the study was to determine if ETDEWEB (the Energy Technology Data Exchange – World Energy Base) continues to bring the user search results that are not being found by Google and Google Scholar. As a multilateral information exchange initiative, ETDE’s member countries and partners contribute cost- and task-sharing resources to build the largest database of energy-related information in the world. As of early 2010, the ETDEWEB database has 4.3 million citations to world-wide energy literature. One of ETDEWEB’s strengths is its focused scientific content and direct access to full text for its grey literature (over 300,000 documents in PDF available for viewing from the ETDE site and over a million additional links to where the documents can be found at research organizations and major publishers globally). It concludes with a step-by-step guide for House Members and staff who might be interested in forming a CMO.
