Cost/risk/benefit analysis report on the decontamination and decommissioning of Z-plant

This study was performed to estimate the cost of decontaminating and decommissioning Z-Plant. All of the buildings in the Z-Plant exclusion area except Building 2736-Z, the plutonium storage vault, are included in the study. The study also excludes all underground facilities within the exclusion area which are not contained within a building and all Z-Plant related facilities outside the perimeter fence. The contamination in Z-Plant is primarily /sup 239/Pu which has a half-life of 24,360 years. Because of the long half-life of /sup 239/Pu, it is not practical to consider the isolation of the facility to await reduction of the contamination level by natural decay. Therefore, this study analyzes the costs, risk and benefit of decontaminating Z-Plant to four different levels of residual contamination. The three principle criteria used in the analysis are cost, the risk of offsite dose to the public, and the occupational exposure to onsite personnel.

Liquid Phase Methanol LaPorte Process Development Unit: Modification Operation, and Support Studies

In April 1987, Air Products started the third and final contract with the US Department of Energy to develop the Liquid Phase Methanol (LPMEOH) process. One of the objectives was to identify alternative commercial catalyst(s) for the process. This objective was strategically important as we want to demonstrate that the LPMEOH process is flexible and not catalyst selection limited. Among three commercially available catalysts evaluated in the lab, the catalyst with a designation of F21/0E75-43 was the most promising candidate. The initial judging criteria included not only the intrinsic catalyst activity but also the ability to be used effectively in a slurry reactor. The catalyst was then advanced for a 40-day life test in a laboratory 300 cc autoclave. The life test result also revealed superior stability when compared with that of a standard catalyst. Consequently, the new catalyst was recommended for demonstration in the Process Development Unit (PDU) at LaPorte, Texas. This report details the methodology of testing and selecting the catalyst.

Liquid Phase Methanol LaPorte Process Development Unit: Modification, Operation, and Support Studies

The LPMEOH process was conceived and patented by Chem Systems Inc. in 1975. Initial research and studies on the process focused on two distinct modes of operation. The first was a liquid fluidized mode with relatively large catalyst pellets suspended in a fluidizing liquid, and the second was an entrained (slurry) mode with fine catalyst particles slurried in an inert liquid. The development of both operating modes progressed in parallel from bench scale reactors, through an intermediate scale lab PDU, and then to the LaPorte PDU in 1984. The slurry mode of operation was ultimately chosen as the operating mode of choice due to its superior performance.

Heat exchanger restart evaluation

On December 24, 1991, the K-Reactor was in the shutdown mode with full AC process water flow and full cooling water flow. Safety rod testing was being performed as part of the power ascension testing program. The results of cooling water samples indicated tritium concentrations higher than allowable. Further sampling and testing confirmed a Process Water System to Cooling Water System leak in heat exchanger 4A (HX 4A). The heat exchanger was isolated and the plant shutdown. Heat exchanger 4kA was removed from the plant and moved to C-Area prior to performing examinations and diagnostic testing. This included locating and identifying the leaking tube or tubes, eddy current examination of the leaking tube and a number of adjacent tubes, visually inspecting the leaking tube from both the inside as well as the area surrounding the failure mechanism. In addition ten other tubes that either exhibited eddy current indications or would represent a baseline condition were removed from heat exchanger 4A for metallurgical examination. Additional analysis and review of heat exchanger leakage history was performed to determine if there are any patterns which can be used for predictive purposes. Influence of civil defense on strategic countervalue fatalities

Two modeling studies were conducted to simulate the effect of fallout shelters on the outcome of a massive countervalue nuclear exchange between the Soviet Union and the United States. One was to determine the number of nuclear weapons required to mount an effective fallout attack against a country with dispersed population; the other was to determine the number of expected US fatalities resulting from a countervalue attack against US urban population centers. The results of these studies indicate that the number of weapons required to mount such an attack depends on the adequacy of the shelter system and that the evacuation of urban populations can substantially reduce expected fatality levels.

Failure Analysis of Dispersion Fuel Elements Based on Matrix Cracking

A mathematical model has been developed for estimati the burnup at which mechanical failure occurs in dispersion fuel elements. It is postulated that failure at low temperature, < 900 deg F, occurs as a result of brittle fracture of an elastic matrix when the intensity of the stress locally reaches the ultimate strength of the material. The contributions of fission gas pressure and thermal stress are incorporated in the stress analysis. Because of the complexity of the stress distribution and the failure process, it was necessary to make stringent assumptions in order to have a workable model. Within the framework of the postulates, burnups to failure are predicted for several values of certain important parameters and compared with burnups to failure obtained from a plastic yield model for failure developed by previous investigation. The two models give good agreement for the special cases considered. Of the parameters examined, relative density of the fuel particles has the greatest influence on predictions of allowable burnup. The thermal stress and volume fraction of fuel play minor roles. (auth)

DEVELOPMENT OF FREEZE VALVE FOR USE IN THE MSRE

Three types of frozen-seal valves'' were tested for possible use in the MSRE. The seal was melted by direct resistance heat, by induction heat, and by clamp-on Calrod heat. The frozen seal was made in a preformed restriction section of a standard piece of pipe by a cooling-gas jet stream directed at the restriction. All three valves performed satisfactorily through 100 test cycles. The Calrodheated valve was selected for MSRE use on the basis of simplicity of design and of operation. Two of the valves are successfully undergoing further tests on the MSRE Engineering Test Loop. (auth)
