The European Community - Japan Automobile Agreement

The European Community (EC) and Japan reached an agreement on trade in automobiles in July 1991. The agreement restricts exports of automobiles from Japan to the EC to 1.23 million cars per year until the end of 1999. The Commission of the European Communities estimates that Japanese transplant production in the EC will amount to 1.2 million cars per year in 1999. The Japanese appear to concur with this estimate but do not agree that it constitutes a cap on transplant investment or production. Whether the agreement covers the export of U.S.-built Japanese transplants to the EC is unclear. If the agreement covers, or has the effect of discouraging, such exports, it would be a cause for concern for U.S. policymakers. U.S. trade officials have reportedly discussed the issue with Japanese counterparts. It is unknown whether U.S. concerns have been addressed to European Community (EC) officials.

Materials preparation and fabrication of pyroelectric polymer/silicon MOSFET detector arrays. Final report

The authors have delivered several 64-element linear arrays of pyroelectric elements fully integrated on silicon wafers with MOS readout devices. They have delivered detailed drawings of the linear arrays to LANL. They have processed a series of two inch wafers per submitted design. Each two inch wafer contains two 64 element arrays. After spin-coating copolymer onto the arrays, vacuum depositing the top electrodes, and polarizing the copolymer films so as to make them pyroelectrically active, each wafer was split in half. The authors developed a thicker oxide coating separating the extended gate electrode (beneath the polymer detector) from the silicon. This should reduce its parasitic capacitance and hence improve the S/N. They provided LANL three processed 64 element sensor arrays. Each array was affixed to a connector panel and selected solder pads of the common ground, the common source voltage supply connections, the 64 individual drain connections, and the 64 drain connections (for direct pyroelectric sensing response rather than the MOSFET action) were wire bonded to the connector panel solder pads. Thermo-mechanical optimization of Fixed Mask 2 for APS front ends

Fixed mask 2 (FM2) is one of the critical elements on the front end of the beamlines at the Advanced Photon Source (APS) now under construction at Argonne National Laboratory (ANL). The FM2 uses an enhanced heat transfer tube developed at ANL. Due to large thermal loads on these components, inclined geometry is used in the design to spread the footprint of the x-ray beam. Even then, thermal loads are very critical. To address the thermal and thermo-mechanical issues, analytical studies have been applied to a simplified model of the FM2 tube. The maximum temperature and maximum effective stress have been parametrically studied. Results for maximum temperatures and stresses are obtained and compared with the available strength/fatigue data for the materials proposed for the fixed mask design.

Fundamental mode frequency of the storage ring single cell cavity

The fundamental mode frequency of the prototype storage ring cavity has been measured with various port terminations and cavity temperatures. Since the highest tuned frequency of the prototype cavity with a tuner under the high RF power test condition is measured to be lower than the system specified frequency, a slight dimensional change in the cavity design is required for manufacturing future cavities. In addition to this, an extra dimensional correction is required to compensate the volume changes due to the tuner position and increased port sizes. In the following, the measured frequencies and the estimated frequency shift due to the volume changes are discussed. The correction to the internal dimension of the new cavity design based on the estimated frequency shift is also discussed.

Effect of vacuum chamber eddy current and compensation by digital feedback

Measurement of the effect of the eddy current induced in the APS storage ring vacuum chamber by the storage ring sextupole magnet and its compensation using digital feedback with proportional, integral, and derivative (PID) control algorithm are presented. The magnetic field in the vacuum chamber shows strong quadrupole and sextupole components varying with frequency, in addition to significant attenuation and phase shift. Large changes in the magnet resistance and inductance were also observed. Development of a theory of digital feedback to obtain system responses and the conditions for optimal control will be described, in conduction with design of a digital filter to compensate for the eddy current effect.

D0 Collision Hall Outdoor Fresh Air Makeup

This note will briefly describe the collision hall ventilation system and how D0 will monitor outside air makeup and what actions occur in the event of system failures. The Dzero collision hall has two different fresh air makeup conditions it must meet. They are: (1) Tunnel Barriers removed-Fresh air makeup = 4500 CFM; and (2) Tunnel Barriers in place-Fresh air makeup = 2800 CFM. This note demonstrates how the fresh air minimums are met and guaranteed. The air flow paths and ducts at D0 for both AHU1 and EF-7 are fixed. The blower throughputs are not variable. The software stops on AHU1's dampers will be set for a minimum of 2800 cfm or 4500 cfm of outdoor air continuously added to the HVAC flow stream depending on the tunnel barrier state. AHU1 and EF-7 both have monitoring that can determine reliably as to whether the respective blower is on or off. Since the outside air makeup is fixed as long as the blowers are running, and the software AHU1 damper limits are set, we can rely on the blower status indicators to determine as to whether the collision hall is receiving the proper amount of outside makeup air.

The data presented here were taken during two shifts dedicated to D->A studies. The goal during both of these study periods was a test of the field quality of the D->A channel devices, but for the first study period on 10/21/91 the TBT system was not operational so we simply measured the transfer efficiency as a function of momentum. The conclusion from these measurements is as follows: (1) The momentum aperture of the D->A channel is smaller than expected. (2) The restriction is in physical space is somewhere near A:IKIK. (3) The field quality of the injection channel devices is adequate.

Two dimensional NMR and NMR relaxation studies of coal structure

This report covers the progress made on the title project for the project period. Four major areas of inquiry are being pursued. Advanced solid state NMR methods are being developed to assay the distribution of the various important functional groups that determine the reactivity of coals. Special attention is being paid to methods that are compatible with the very high magic angle sample spinning rates needed for operation at the high magnetic field strengths available today. Polarization inversion methods utilizing the difference in heat capacities of small groups of spins are particularly promising. Methods combining proton-proton spin diffusion with {sup 13}C CPMAS readout are being developed to determine the connectivity of functional groups in coals in a high sensitivity relay type of experiment. Additional work is aimed a delineating the role of methyl group rotation in the proton NMR relaxation behavior of coals.

Fundamental mechanisms in flue gas conditioning

This project is divided into four tasks. The Management Plan was developed in task 1. Task 2, Evaluation of Mechanisms in FGD Sorbent and Ash Interactions, focuses on the characteristics of binary mixtures of these distinct powders. Task 3, Evaluation of Mechanisms in Conditioning Agents and Ash, is designed to examine the effects of various conditioning agents on fine ash particles to determine the mechanisms by which these agents alter the physical properties of the ash. Tasks 2 and 3 began with an extensive literature search and the assembly of existing theories. This phase of the project is now complete. During the past quarter, initial preparations of laboratory equipment for laboratory testing have been made. A plan for initial laboratory tests has been submitted to the Project Manager for review. Laboratory testing will commence once these laboratory plans have been formally approved. The results of the work performed under task 2 and 3 will be included in a Flue Gas Conditioning Model that will be issued under task 4. The Final Report for the project will also be prepared under task 4.

High Temperature Alkali Corrosion of Ceramics in Coal Gas

High temperature alkali corrosion has been known to cause premature failure of ceramic components used in advanced high temperature coal combustion systems such as coal gasification and clean-up, coal fired gas turbines, and high efficiency heat engines. The objective of this research is to systematically evaluate the alkali corrosion resistance of the most commonly used structural ceramics including silicon carbide, silicon nitride, cordierite, mullite, alumina, aluminum titanate, zirconia, and fireclay glass. The study consists of identification of the alkali reaction products (phase equilibria) and the kinetics of the alkali reactions as a function of temperature and time.

Information systems for engineering sustainable development

The ability of a country to follow sustainable development paths is determined to a large extent by the capacity or capabilities of its people and its institutions. Specifically, capacity-building in the UNCED terminology encompasses the country's human, scientific, technological, organizational, institutional, and resource capabilities. A fundamental goal of capacity-building is to enhance the ability to pose, evaluate and address crucial questions related to policy choices and methods of implementation among development options. As a result the United Nations Conference on Environment and Development (UNCED) Agenda 21 planning process has identified the need for better methods by which information can be transferred between industrialized nations and developing nations. The reasons for better methods of information transfer include facilitating decisions related to sustainable development and building the capacity of developing nations to better plan their future in both an economical and environmentally sound manner. This paper is a discussion on mechanisms for providing information and technologies available for presenting the information to a variety of cultures and levels of technical literacy. Consideration is given to access to information technology as well as to the cost to the user.
