Corrective Action Investigation Plan for Corrective Action Unit 97: Yucca Flat/Climax Mine, Nevada Test Site, Nevada with ROTC 1 (Revision 0, September 2000)

This Corrective Action Investigation Plan contains the U.S. Department of Energy, Nevada Operations Office's (DOE/NV's) approach to collect the data necessary to evaluate Corrective Action Alternatives (CAAs) appropriate for the closure of Corrective Action Unit (CAU) 97 under the Federal Facility Agreement and Consent Order (FFACO). Corrective Action Unit 97, collectively known as the Yucca Flat/Climax Mine CAU, consists of 720 Corrective Action Sites (CASs). The Yucca Flat/Climax Mine CAU extends over several areas of the NTS and constitutes one of several areas used for underground nuclear testing in the past. The nuclear tests resulted in groundwater contamination in the vicinity as well as downgradient of the underground test areas. Based on site history, the Yucca Flat underground nuclear tests were conducted in alluvial, volcanic, and carbonate rocks; whereas, the Climax Mine tests were conducted in an igneous intrusion located in northern Yucca Flat. Particle-tracking simulations performed during the regional evaluation indicate that the local Climax Mine groundwater flow system merges into the much larger Yucca Flat groundwater flow systems during the 1,000-year time period of interest. The Metals Processing Laboratory Users Facility (MPLUS) is a Department of Energy (DOE), Energy Efficiency and Renewable Energy, Industrial Technologies Program, user facility designated to assist researchers in key industries, universities, and federal laboratories in improving energy efficiency, improving environmental aspects, and increasing competitiveness. The goal of MPLUS is to provide access to the specialized technical expertise and equipment needed to solve metals processing issues that limit the development and implementation of emerging metals processing technologies. The scope of work can also extend to other types of materials. MPLUS has four primary user centers: (1) Processing--casting, powder metallurgy, deformation processing (including extrusion, forging, rolling), melting, thermomechanical processing, and high-density infrared processing; (2) Joining--welding, monitoring and control, solidification, brazing, and bonding; (3) Characterization--corrosion, mechanical properties, fracture mechanics, microstructure, nondestructive examination, computer-controlled dilatometry, and emissivity; and (4) Materials/Process Modeling--mathematical design and analyses, high-performance computing, process modeling, solidification/deformation, microstructure evolution, thermodynamic and kinetic, and materials databases A fully integrated approach provides researchers with unique opportunities to address technologically related issues to solve metals processing problems and probe new technologies. Experience with Dismantling of the Analytic Cell in the JRTF Decommissioning Program

The analytic cell was mainly used for process control analysis of the reprocessing process and for the measurement of fuel burn up ratio in JAERI's Reprocessing Test Facility (JRTF). The analytic cell was a heavy shielded one and equipped with a conveyor. The cell was alpha and beta(gamma)contaminated. For dismantling of analytic cells, it is very important to establish a method to remove the heavy shield safely and reduce the exposure. At first, a green house was set up to prevent the spread out of contamination, and next, the analytic cell was dismantled. Depending on the contamination condition, the workers wore protective suits such as air ventilated-suits for prevention of internal exposure and vinyl chloride aprons, lead aprons in order to reduce external exposure. From the work carried out, various data such as needed manpower for the activities, the collective dose of workers by external exposure, the amount of radioactive wastes and the relation between the weight of the shield and its dismantling efficiency were obtained and input for the database. The method of dismantling and the experience with the dismantling of the analytic cell in the JRTF, carried out during 2001 and 2002, are described in this paper.
