Affordable Multi-Layer Ceramic (MLC) Manufacturing for Power Systems (AMPS)

McDermott Technology, Inc. (MTI) is attempting to develop high-performance, cost-competitive solid oxide fuel cell (SOFC) power systems. Recognizing the challenges and limitations facing the development of SOFC stacks comprised of electrode-supported cells and metallic interconnects, McDermott Technology, Inc. (MTI) has chosen to pursue an alternate path to commercialization. MTI is developing a multi-layer, co-fired, planar SOFC stack that will provide superior performance and reliability at reduced costs relative to competing designs. The MTI approach combines state-of-the-art SOFC materials with the manufacturing technology and infrastructure established for multi-layer ceramic (MLC) packages for the microelectronics industry. The rationale for using MLC packaging technology is that high quality, low-cost manufacturing has been demonstrated at high volumes. With the proper selection of SOFC materials, implementation of MLC fabrication methods offers unique designs for stacks (cells and interconnects) that are not possible through traditional fabrication methods. The MTI approach eliminates use of metal interconnects and ceramic-metal seals, which are primary sources of stack performance degradation. Co-fired cells are less susceptible to thermal cycling stresses by using material compositions that have closely matched coefficients of thermal expansion between the cell and the interconnect. Hydrology and Hydraulic Properties of a Bedded Evaporite Formation

The Permian Salado Formation in the Delaware Basin of New Mexico is an extensively studied evaporite deposit because it is the host formation for the Waste Isolation Pilot Plant, a repository for transuranic wastes. Geologic and hydrologic studies of the Salado conducted since the mid-1970's have led to the development of a conceptual model of the hydrogeology of the formation that involves far-field permeability in anhydrite layers and at least some impure halite layers. Pure halite layers and some impure halite layers may not possess an interconnected pore network adequate to provide permeability. Pore pressures are probably very close to lithostatic pressure. In the near field around an excavation, dilation, creep, and shear have created and/or enhanced permeability and decreased pore pressure. Whether flow occurs in the far field under natural gradients or only after some threshold gradient is reached is unknown. If far-field flow does occur, mean pore velocities are probably on the order of a meter per hundreds of thousands to tens of millions of years. Flow dimensions inferred from most hydraulic-test responses are subradial, which is believed to reflect channeling of flow through fracture networks, or portions of fractures, that occupy a diminishing proportion of the radially …

Agricultural Trade Issues in the 106th Congress

Agricultural interests have been following trade policy developments against a backdrop of weak foreign demand and large world supplies of agricultural products. The U.S. Department of Agriculture reports that the value of U.S. agricultural exports fell between FY1996 (a record year) and FY1999 by almost $11 billion. USDA forecasts agricultural exports at $50.5 billion in FY2000 and $51.5 billion in FY2001. However, the projected agricultural trade surpluses for those years, of $11.5 billion and $12 billion, would be less than half the FY1996 surplus of $27.2 billion. Many agricultural groups and their supporters in Congress believe that the sector's future prosperity depends upon such U.S. trade policies as: 1) encouraging China's entry into the World Trade Organization (WTO), with its binding rules and responsibilities; 2) exempting agriculture from U.S. unilateral economic sanctions; 3) fully using export and food aid programs; and 4) aggressively battling foreign-imposed barriers to the movement of U.S. farm products. A few U.S. farm groups are wary of such approaches.

An Enhancer Near ISL1 and an Ultraconserved Exon of PCBP2 areDerived from a Retroposon

Hundreds of highly conserved distal cis-regulatory elementshave been characterized to date in vertebrate genomes1. Many thousandsmore are predicted based on comparative genomics2,3. Yet, in starkcontrast to the genes they regulate, virtually none of these regions canbe traced using sequence similarity in invertebrates, leaving theirevolutionary origin obscure. Here we show that a class of conserved,primarily non-coding regions in tetrapods originated from a novel shortinterspersed repetitive element (SINE) retroposon family that was activein Sarcopterygii (lobe-finned fishes and terrestrial vertebrates) in theSilurian at least 410 Mya4, and, remarkably, appears to be recentlyactive in the "living fossil" Indonesian coelacanth, Latimeriamenadoensis. We show that one copy is a distal enhancer, located 500kbfrom the neuro-developmental gene ISL1. Several others represent new,possibly regulatory, alternatively spliced exons in the middle ofpre-existing Sarcopterygian genes. One of these is the>200bpultraconserved region5, 100 percent identical in mammals, and 80 percentidentical to the coelacanth SINE, that contains a 31aa alternativelyspliced exon of the mRNA processing gene PCBP26. These add to a growinglist of examples7 in which relics of transposable elements have acquireda function that serves their host, a process termed "exaptation"8, andprovide an origin for at least some of the highly-conservedvertebrate-specific genomic sequences recently discovered usingcomparative genomics.

Confocal (micro)-XRF for 3D anlaysis of elements distribution in hot environmental particles

Studies on the fate and transport of radioactive contaminates in the environment are often constrained by a lack of knowledge on the elemental distribution and general behavior of particulate bound radionuclides contained in hot particles. A number of hot particles were previously isolated from soil samples collected at former U.S. nuclear test sites in the Marshall Islands and characterized using non-destructive techniques [1]. The present investigation at HASYLAB is a part of larger research program at ITU regarding the characterization of environmental radioactive particles different locations and source-terms. Radioactive particles in the environment are formed under a number of different release scenarios and, as such, their physicochemical properties may provide a basis for identifying source-term specific contamination regimes. Consequently, studies on hot particles are not only important in terms of studying the elemental composition and geochemical behavior of hot particles but may also lead to advances in assessing the long-term impacts of radioactive contamination on the environment. Six particles isolated from soil samples collected at the Marshall Islands were studied. Beyond Linear Sequence Comparisons: The use of genome-levelcharacters for phylogenetic reconstruction

Although the phylogenetic relationships of many organisms have been convincingly resolved by the comparisons of nucleotide or amino acid sequences, others have remained equivocal despite great effort. Now that large-scale genome sequencing projects are sampling many lineages, it is becoming feasible to compare large data sets of genome-level features and to develop this as a tool for phylogenetic reconstruction that has advantages over conventional sequence comparisons. Although it is unlikely that these will address a large number of evolutionary branch points across the broad tree of life due to the infeasibility of such sampling, they have great potential for convincingly resolving many critical, contested relationships for which no other data seems promising. However, it is important that we recognize potential pitfalls, establish reasonable standards for acceptance, and employ rigorous methodology to guard against a return to earlier days of scenario-driven evolutionary reconstructions.
