Development of a High Resolution X-Ray Imaging Crystal Spectrometer for Measurement of Ion-Temperature and Rotation-Velocity Profiles in Fusion Energy Research Plasmas

A new imaging high resolution x-ray crystal spectrometer (XCS) has been developed to measure continuous profiles of ion temperature and rotation velocity in fusion plasmas. Following proof-of-principle tests on the Alcator C-Mod tokamak and the NSTX spherical tokamak, and successful testing of a new silicon, pixilated detector with 1MHz count rate capability per pixel, an imaging XCS is being designed to measure full profiles of Ti and vφ on C-Mod. The imaging XCS design has also been adopted for ITER. Ion-temperature uncertainty and minimum measurable rotation velocity are calculated for the C-Mod spectrometer. The affects of x-ray and nuclear-radiation background on the measurement uncertainties are calculated to predict performance on ITER.

Aza Cope Rearrangement of Propargyl Enammonium Cations Catalyzed By a Self-Assembled `Nanozyme (open access)

Aza Cope Rearrangement of Propargyl Enammonium Cations Catalyzed By a Self-Assembled `Nanozyme

The tetrahedral [Ga{sub 4}L{sub 6}]{sup 12-} assembly (L = N,N-bis(2,3-dihydroxybenzoyl)-1,5-diaminonaphthalene) encapsulates a variety of cations, including propargyl enammonium cations capable of undergoing the aza Cope rearrangement. For propargyl enammonium substrates that are encapsulated in the [Ga{sub 4}L{sub 6}]{sup 12-} assembly, rate accelerations of up to 184 are observed when compared to the background reaction. After rearrangement, the product iminium ion is released into solution and hydrolyzed allowing for catalytic turnover. The activation parameters for the catalyzed and uncatalyzed reaction were determined, revealing that a lowered entropy of activation is responsible for the observed rate enhancements. The catalyzed reaction exhibits saturation kinetics; the rate data obey the Michaelis-Menten model of enzyme kinetics, and competitive inhibition using a non-reactive guest has been demonstrated.

Atomic Physics in the Quest for Fusion Energy and ITER (open access)

Atomic Physics in the Quest for Fusion Energy and ITER

The urgent quest for new energy sources has led developed countries, representing over half of the world population, to collaborate on demonstrating the scientific and technological feasibility of magnetic fusion through the construction and operation of ITER. Data on high-Z ions will be important in this quest. Tungsten plasma facing components have the necessary low erosion rates and low tritium retention but the high radiative efficiency of tungsten ions leads to stringent restrictions on the concentration of tungsten ions in the burning plasma. The influx of tungsten to the burning plasma will need to be diagnosed, understood and stringently controlled. Expanded knowledge of the atomic physics of neutral and ionized tungsten will be important to monitor impurity influxes and derive tungsten concentrations. Also, inert gases such as argon and xenon will be used to dissipate the heat flux flowing to the divertor. This article will summarize the spectroscopic diagnostics planned for ITER and outline areas where additional data is needed.

Advanced Turbo-Charging Research and Development (open access)

Advanced Turbo-Charging Research and Development

The objective of this project is to conduct analysis, design, procurement and test of a high pressure ratio, wide flow range, and high EGR system with two stages of turbocharging. The system needs to meet the stringent 2010MY emissions regulations at 20% + better fuel economy than its nearest gasoline competitor while allowing equivalent vehicle launch characteristics and higher torque capability than its nearest gasoline competitor. The system will also need to meet light truck/ SUV life requirements, which will require validation or development of components traditionally used only in passenger car applications. The conceived system is termed 'seriessequential turbocharger' because the turbocharger system operates in series at appropriate times and also sequentially when required. This is accomplished using intelligent design and control of flow passages and valves. Components of the seriessequential system will also be applicable to parallel-sequential systems which are also expected to be in use for future light truck/SUV applications.

Personnel Clearances: Key Factors to Consider in Efforts to Reform Security Clearance Processes

Testimony issued by the Government Accountability Office with an abstract that begins "In 2004, Congress passed the Intelligence Reform and Terrorism Prevention Act to reform security clearance processes. Much of GAO's experience in evaluating personnel security clearance processes over the decades has consisted of examining the Department of Defense's (DOD) program, which maintains about 2.5 million clearances on servicemembers, DOD civilian employees, legislative branch employees, and industry personnel working for DOD and 23 other federal agencies. Long-standing delays in processing applications--and other problems in DOD's clearance program--led GAO to designate it a high-risk area in 2005. GAO also has documented clearance-related problems in other agencies. For this hearing, GAO was asked to identify key factors that could be applied in personnel security clearance reform efforts. To identify key factors, GAO drew upon its past reports and institutional knowledge. For those reports, GAO reviewed laws, executive orders, policies, reports, and other documentation related to the security clearance process; examined samples of cases of personnel granted top secret eligibility; compared documentation in those sampled cases against federal standards; and interviewed a range of cognizant government officials."

Consumer Product Safety Commission: Current Issues

The Consumer Product Safety Commission, one of the agency's two current Commissioners stated recently, is at a crossroads. According to Commissioner Thomas Moore, either Congress will reverse the agency's steady decline or the Consumer Product Safety Commission will become so weakened as to be irrelevant. This report details a background of the commission, recent recalls, congressional concerns, and more as related to the Consumer Product Safety Commission.

China’s Holdings of U.S. Securities: Implications for the U.S. Economy (open access)

China’s Holdings of U.S. Securities: Implications for the U.S. Economy

This report examines the importance to the U.S. economy of China's investment in U.S. securities, as well as U.S. concerns over the possibility that China might unload a large share of those holdings, including the likelihood that this would occur, and the potential implications such action could have for the U.S. economy. The report concludes that a large sell-off of Chinese Treasury securities holdings could negatively affect the U.S. economy, at least in the short-run. As a result, such a move could diminish U.S. demand for Chinese products and thus could lower China's economic growth as well.
