The North American Aerospace Defense Command (NORAD) is to defend U.S. air space and the U.S. Air Force has 18 sites in the United States that conduct air sovereignty alert (ASA) operations. ASA operations support fighter aircraft in conducting homeland air defense operations. GAO examined the extent to which (1) NORAD has adopted a risk-based management approach to determine ASA operational requirements; (2) the Air Force has implemented ASA operations as a steady-state mission in accordance with Department of Defense (DOD), NORAD, and Air Force directives and guidance; (3) the Air Force assesses the readiness of units conducting ASA operations; and (4) the Air Force faces challenges in sustaining ASA operations for the future and what plans, if any, it has to address such challenges. GAO reviewed relevant ASA guidance, directives, and planning documents; and interviewed DOD officials, including the commanders of all 18 ASA sites."

Whistleblower Protection Program: Better Data and Improved Oversight Would Help Ensure Program Quality and Consistency

A letter report issued by the Government Accountability Office with an abstract that begins "Workers who "blow the whistle" on prohibited practices play a role in enforcing federal laws, but these workers risk reprisals from their employers. The Whistleblower Protection Program at the Department of Labor's (Labor) Occupational Safety and Health Administration (OSHA) is responsible for investigating whistleblowers' complaints. OSHA's decisions generally may be appealed to the Office of Administrative Law Judges (OALJ) and, ultimately, the Administrative Review Board (ARB). GAO examined (1) what is known about processing times for complaints and what affects these times, (2) what outcomes resulted, and (3) what challenges OSHA faces in administering the program. To answer these questions, GAO analyzed electronic data files from OSHA, OALJ, and ARB; visited five OSHA regional offices; reviewed case files; conducted a Web-based survey of investigators; and interviewed key officials."

A letter report issued by the General Accounting Office with an abstract that begins "By positively confirming identifications and linking relevant records of arrests and prosecutions, fingerprint analysis provides a basis for making fundamental criminal justice decisions regarding detention, charging, bail, and sentencing. In 1999, the FBI implemented the Integrated Automated Fingerprint Identification System (IAFIS)--a computerized system for storing, comparing, and exchanging fingerprint data in a digital format. The FBI's goal under IAFIS is to ultimately achieve paperless processing and to provide a response within 2 hours to users who submit criminal fingerprints electronically. Maximizing the benefits of rapid responses under IAFIS depends largely on how quickly criminal fingerprints are submitted by local and state law enforcement agencies. Concerns have been raised that, after arrests are made by some local or state law enforcement agencies, periods of up to 6 months may elapse before the criminal fingerprints are submitted for entry into IAFIS. GAO examined (1) the importance of IAFIS processing to local and state law enforcement agencies, (2) the progress these agencies have made toward the goal of paperless fingerprint processing, and (3) efforts being made to improve the timeliness of criminal fingerprint submissions."

National Parks Air Tour Management Act: More Flexibility and Better Enforcement Needed

A letter report issued by the Government Accountability Office with an abstract that begins "Primarily because of concerns that noise from air tours over national parks could impair visitors' experiences and park resources, Congress passed the National Parks Air Tour Management Act of 2000 to regulate air tours. The act requires the Federal Aviation Administration (FAA) and the National Park Service to develop air tour management plans for all parks where air tour operators apply to conduct tours. A plan may establish controls over tours, such as routes, altitudes, time of day restrictions, and/or a maximum number of flights for a given period; or ban all air tours. GAO was asked to (1) determine the status of FAA and the Park Service's implementation of the act; (2) assess how the air tour operators and national parks have been affected by implementation; and (3) identify what issues, if any, need to be addressed to improve implementation."

This testimony summarizes the results of our report and discusses certain events that have occurred since it was issued."

Some installations, like MacDill Air Force Base in Tampa, Florida, where more than 3,000 reservists have been mobilized, have had to arrange for off-base lodging in local hotels and apartment buildings. In addition, MacDill, which serves as U.S. Central Command headquarters, has had to set up temporary office space for staffs of coalition partner nations. Public concerns have been raised about these arrangements. GAO was asked to review (1) the extent to which MacDill used cost-effective measures to provide off-base lodging for reservists and (2) whether a contract providing office space for coalition partners was adequately managed to control costs."
