As part of these audits, we performed a review of the general and application information security controls over key BPD financial systems. In our audit report on the Schedules of Federal Debt for the fiscal years ended September 30, 2007 and 2006, we concluded that BPD maintained, in all material respects, effective internal control relevant to the Schedule of Federal Debt related to financial reporting and compliance with applicable laws and regulations as of September 30, 2007, that provided reasonable assurance that misstatements, losses, or noncompliance material in relation to the Schedule of Federal Debt would be prevented or detected on a timely basis. However, we found matters involving information security controls that we do not consider to be significant deficiencies. Correspondence issued by the Government Accountability Office with an abstract that begins "Telecommuting, or telework--meaning work that is performed at an employee's home or at a work location other than a traditional office--has gained widespread attention over the past decade in both the public and private sectors, offering a variety of potential benefits to employers, employees, and society. On July 29, 2005, we briefed Congress on the results of our review of telework methodologies at the Departments of Commerce (DOC), Justice (DOJ), State, the Small Business Administration (SBA), and the Securities and Exchange Commission (SEC). This report transmits the information provided during that briefing. Specifically, Congress had asked us to provide information on and analysis of the methodology that each of the five agencies used to define employees eligible to telecommute, the methods each agency used to make telecommuting opportunities available to eligible employees and what those opportunities are, and how each agency defines and measures telecommuting participation rates."

Correspondence issued by the General Accounting Office with an abstract that begins "Fugitive felons are ineligible for Supplemental Security Income (SSI) benefits. The Social Security Administration (SSA) will, upon request, provide law enforcement agencies with the current addresses and Social Security numbers of fugitive felons who are SSI recipients. The Privacy Act of 1974 generally prohibits federal agencies from disclosing to anyone, including other government agencies, information they have on file on individuals. When the head of a law enforcement agency asks SSA for information on an individual as part of civil or criminal investigations, SSA has the authority under the Privacy Act to disclose this information but is not required to do so. The Social Security Act does not give SSA the authority to determine if individuals are ineligible for Old Age and Survivors Insurance and Disability Insurance benefits because they are fugitive felons."

Unemployment has risen sharply in the current recession, with the June 2009 rate reaching 9.5 percent of the labor force nationally; 15 states and the District of Columbia have unemployment rates exceeding 10 percent. The Recovery Act enacted measures that expanded unemployment compensation benefits for individuals and provided additional funding to states to pay and administer these benefits. These measures include an extension of benefits under Extended Unemployment Compensation (EUC) through 2009; Unemployment Insurance (UI) "modernization" grants to states that expand eligibility according to specific criteria; an increase in weekly benefits of $25; and an exemption of the first $2,400 in unemployment benefits received by individuals in 2009 from taxation."

Debtors who file personal bankruptcy petitions usually file under chapter 7 or chapter 13 of the bankruptcy code. Generally, debtors who file under chapter 7 of the bankruptcy code seek a discharge of all their eligible dischargeable debts. Debtors who file under chapter 13 submit a repayment plan, which must be confirmed by the bankruptcy court, for paying all or a portion of their debts over a 3-year period unless, for cause, the court approves a longer period not to exceed 5 years. This letter responds to the request of the Ranking Minority Member, Subcommittee on Oversight of Government Management, the Federal Workforce, and the District of Columbia, Senate Committee on Governmental Affairs. We determined (1) the rate of personal bankruptcy filings among active duty military personnel, and how that rate compared with the rate found in the U.S. population; and (2) factors that should be considered when attempting to compare the rate of bankruptcy filings for active duty military personnel with the rate for the U.S. population."

Correspondence issued by the General Accounting Office with an abstract that begins "Recent legislation increased funding for food stamp employment and training programs from fiscal year 1998 through fiscal year 2002, when the Food Stamp Program is scheduled to be reauthorized. To qualify for these additional federal funds, states must maintain their state-funded expenditures for employment and training at a level no lower than in fiscal year 1996; these additional funds are referred to as maintenance-of-efforts funds. The act requires that at least 80 percent of all employment and training funds be spent on able-bodied adults without dependents (ABAWD). The law also gives the states the option to exempt from the work requirement up to 15 percent of their ABAWD population not residing in a waived area or otherwise exempted from the work requirement. GAO examined (1) the trends in ABAWD participation in the Food Stamp Program, including recent data on ABAWDs who are living in waived areas, exempted from work requirements, participating in qualifying employment and training activities, or working, and (2) the extent to which the states have used employment and training program funding. Evaluation of Steps Taken to Address the Problem of Unpaid Arbitration Awards

Correspondence issued by the General Accounting Office with an abstract that begins "The Securities and Exchange Commission (SEC) and securities self-regulatory organizations have taken actions that should help reduce the occurrence of unpaid arbitration awards. However, more time is needed to assess the effectiveness of the actions taken to date. Although recent data suggest that the percentage of unpaid awards has decreased, this data was limited to a very short time span. That data also showed that the problem of unpaid awards was still primarily due to broker-dealers and individual brokers leaving the securities industry without paying awards. The National Association of Securities Dealers-Dispute Resolution, Inc., has developed rules and procedure changes to help address this problem. SEC also plans to continue to monitor the payment of awards and, if nonpayment continues to be a problem, consider other approaches. Insurance coverage of unpaid awards, as proposed by Texas securities attorney William S. Shepherd, could impose additional costs on investors and other market participants and would need to be carefully examined."

Correspondence issued by the Government Accountability Office with an abstract that begins "The Secretary of Treasury, in coordination with the Director of the Office of Management and Budget (OMB), is required to annually prepare and submit audited financial statements of the U.S. government to the President and Congress. We are required to audit these consolidated financial statements (CFS) and report on the results of our work. An issue meriting concern and close scrutiny that emerged during our fiscal year 2004 CFS audit was the growing number of Chief Financial Officers (CFO) Act agencies that restated certain of their financial statements for fiscal year 2003 to correct errors. Errors in financial statements can result from mathematical mistakes, mistakes in the application of accounting principles, or oversight or misuse of facts that existed at the time the financial statements were prepared. Frequent restatements to correct errors can undermine public trust and confidence in both the entity and all responsible parties. Further, when restatements do occur, it is important that financial statements clearly communicate, and readers of the restated financial statements understand, that the financial statements originally issued by management in the previous year and the opinion thereon should not be used. We also reported our conclusions on IRS's compliance with significant provisions of selected laws and regulations and on whether IRS's financial management systems substantially comply with requirements of the Federal Financial Management Improvement Act of 1996. A separate report on the implementation status of recommendations from our prior IRS financial audits and related financial management reports, including this one, will be issued shortly. The purpose of this report is to discuss issues identified during our fiscal year 2004 audit regarding internal controls that could be improved for which we do not currently have any recommendations outstanding. Correspondence issued by the General Accounting Office with an abstract that begins "Humana, Inc., a large Medicare Choice Plan, provided a prescription drug benefit with a coverage limit that was below the amount listed in its 1998 Florida Medicare Choice contract. Ernst and Young, the contractor hired by the Health Care Financing Administration (HCFA) to review Humana's contract submission, did not detect the discrepancies because it failed to follow HCFA's review procedures. HCFA has revised its processes and procedures for monitoring the accuracy of the information in Medicare Choice plans' contracts. The Humana case shows that the agency did not follow procedures that could have revealed the contract discrepancies that caused some beneficiaries to receive less coverage for brand name prescription drugs than the amount specified in their plan's basic package. Unless HCFA adheres to its revised monitoring procedures, beneficiaries will have few guarantees that they will receive the prescription drug benefits for which the government contracted and paid."

GAO found that these changes generally began with a corporate decision to pursue a more strategic approach to acquiring services--from developing a better picture of what the company was actually spending on services to developing new ways of doing business. The Defense Department (DOD), the government's largest purchaser of services, already has some elements in place that are essential to such a strategic approach, such as a commitment by top management to adopting best practices. However, DOD has yet to conduct a comprehensive analysis of its spending on services or thoroughly assess it's current structure, processes, and roles. DOD's size, the range and complexity of the services that it acquires, the capacity of its information and financial systems, and the unique requirements of the federal government are among the factors that DOD will need to consider as it tailors a strategic approach to its diverse needs."

Correspondence issued by the General Accounting Office with an abstract that begins "GAO reviewed the Environmental Protection Agency's (EPA) proposal to reduce the number of full-time employees from its enforcement budget for compliance monitoring and civil enforcement activities to evaluate EPA's statements that (1) the jobs being eliminated are ones that EPA has allowed to lapse or has been unable to fill and (2) the reductions will be managed through normal attrition, without any loss of enforcement expertise and without shifting staff to nonenforcement functions. GAO found that EPA received a total of 1,464.8 full-time equivalent (FTE) positions for civil enforcement and compliance-monitoring functions under its Environmental Program and Management appropriation. EPA's fiscal year 2001 operating plan included full funding for the FTE positions provided for civil enforcement and compliance-monitoring activities. According to Office of Compliance and Enforcement (OECA) officials, the agency had no specific plans to leave vacancies open in anticipation of planned reductions in the workforce for compliance monitoring and civil enforcement. Correspondence issued by the Government Accountability Office with an abstract that begins "From fiscal year 2005 through fiscal year 2008, the military services received about $295 million in monetary and nonmonetary gifts from individuals and organizations wishing to donate gifts to the Department of Defense (DOD). Section 2601(a) of Title 10, U.S. Code is a long-standing authority under which the secretaries overseeing DOD, the military services, and the Coast Guard may accept a gift on the condition that the gift be used for the benefit of or in connection with the establishment, operation, or maintenance of schools, hospitals, libraries, museums, cemeteries, or other institutions or organizations under the jurisdiction of the secretary concerned. In 2008, gifts to benefit such institutions or organizations included a monetary gift to construct an education center and nonmonetary gifts of a bronze statue and granite benches.
