A letter written to Mr. T. N. Carswell, Commander 5th Division, American Legion, Abilene, Texas, from Charlie Maisel, Department Commander, The American Legion, Phillips, Texas, dated August 27, 1942. Maisel advises of the duty as 5th Division Commander to serve one more year on the Department Membership Committee suggesting that Carswell resign and send to him the name of someone to take his place then appoint his membership chairman which would set two working at the job.
