This report provides background information and analysis of the U.S.-EU economic relationship for members of the 112th Congress as they contemplate the costs and benefits of closer U.S. economic ties with the EU. It examines the economic and political framework of the relationship and the scope and magnitude of the ties based on data from various sources. In addition, the report analyzes the implications these factors have for U.S. economic policy toward the EU.

Funding Emergency Communications: Technology and Policy Considerations

The 112th Congress is under renewed pressure to come to a decision about the assignment of a block of radio frequency spectrum licenses referred to as the D Block, and to provide a plan for federal support of broadband networks for emergency communications. The cost of constructing new networks (wireless and wireline) is estimated by experts to be in the tens of billions of dollars over the long term, with similarly large sums needed for maintenance and operation. Identifying money for federal support in the current climate of budget constraints provides a challenge to policy makers. The greater challenge, however, may be to assure that funds are spent effectively toward the national goals that Congress sets.

The Foreign Intelligence Surveillance Act (FISA) provides a statutory framework by which government agencies may, when gathering foreign intelligence investigation,1 obtain authorization to conduct electronic surveillance2 or physical searches,3 utilize pen registers and trap and trace devices,4 or access specified business records and other tangible things. Authorization for such activities is typically obtained via a court order from the Foreign Intelligence Surveillance Court (FISC), a specialized court created to act as a neutral judicial decision maker in the context of FISA.

Tax Cuts on Repatriation Earnings as Economic Stimulus: An Economic Analysis

From the start of the 112th Congress, reform of the current U.S. corporate tax system has been widely debated as an option to stimulate the economy. Most of the debate has focused on lowering the corporate tax rate and moving towards a territorial system. An exception to this is a plan to reduce the tax rate on repatriated dividends that has received some consideration. Under such a plan, the U.S. tax that U.S. firms pay when their overseas operations remit ("repatriate") their foreign earnings as dividends to their U.S. parent corporations would be reduced. Variations of this type of proposal have been introduced in several bills, including H.R. 1036, H.R. 1834, and S. 727, in the 112th Congress.

The Horn of Africa is sometimes called the Somali Peninsula and includes the nations of Eritrea, Djibouti, Ethiopia, and Somalia. This report explores reasons behind the increased number of pirate attacks in recent years, as well as what efforts are being taken to combat said attacks, including those by the 111th Congress and President Obama and his Administration.

Reaching the Debt Limit: Background and Potential Effects on Government Operations

This report examines the possibility of the federal government reaching its statutory debt limit and not raising it, with a particular focus on government operations. First, the report explains the nature of the federal government's debt, the processes associated with federal borrowing, and historical events that may influence prospective actions. It also includes an analysis of what could happen if the federal government may no longer issue debt, has exhausted alternative sources of cash, and, therefore, depends on incoming receipts or other sources of funds to provide any cash needed to liquidate federal obligations. Finally this report lays out considerations for increasing the debt limit under current policy and what impact fiscal policy could have on the debt limit going forward.

Published reports have suggested that in the wake of the 9/11 terrorist attacks, the Pentagon has expanded its counter-terrorism intelligence activities as part of what the Bush Administration termed the global war on terror. This report discusses the Department of Defense's (DOD) various counter-terrorist intelligence activities, whether or not they constitute classification as "covert action," and the challenge of clarifying the roles and responsibilities of various intelligence activities with regard to clandestine activities.
