Sub-Saharan Africa ("Africa" hereafter) has been more severely affected by AIDS than any other part of the world. Experts attribute the severity of Africa's AIDS epidemic to the region's poverty, women's relative lack of empowerment, high rates of male worker migration, and other factors. Health systems there are ill-equipped; AIDS' severe social and economic consequences are depriving Africa of skilled workers and teachers, and reducing life expectancy by decades in some countries. This report explains the AIDS crisis and surrounding issues in detail, as well as U.S. and international efforts to provide general and economic aid. Relevant U.S. legislation is also outlined.

Sudan has been ravaged by civil war intermittently for four decades. An estimated 2 million people have died over the past two decades due to war-related causes and famine, and millions have been displaced from their homes. The ongoing crisis in Darfur in western Sudan has led to a major humanitarian disaster, with an estimated 1.9 million people displaced and more than 213,000 people forced into neighboring Chad. This report outlines the Darfur crisis as well as the current political climate of Sudan overall, as well as international efforts to send economic aid and peacekeeping forces to Sudan.

After the terrorist attacks on September 11, 2001, the United States faced a challenge in enlisting the full support of the People's Republic of China (PRC) in counterterrorism. This effort raised short-term policy issues about how to elicit cooperation and how to address China's concerns about military action (Operation Enduring Freedom). Longer-term questions have concerned whether counterterrorism has strategically transformed bilateral relations and whether China's support has been valuable and not obtained at the expense of other U.S. interests.

Many potential biological terrorism agents lack available countermeasures. President Bush proposed Project BioShield to address this need and signed into law on July 21, 2004 S. 15 (The Project BioShield Act of 2004). The main provisions of this law include (1) relaxing procedures for bioterrorism-related procurement, hiring, and awarding of research grants; (2) guaranteeing a federal government market for new biomedical countermeasures; and (3) permitting emergency use of unapproved countermeasures.

For years, the British and Irish governments have sought to facilitate a peaceful settlement to the conflict in Northern Ireland. After many ups and downs, the two government and the parties participating in the peace talks announced an agreement on April 10, 1998. The implementation of the resulting Good Friday Agreement continues to be difficult. A political stalemate in Northern Ireland since 2002 has halted the peace process and forced London to suspend the devolved government and to resume governance of the province. British and Irish leaders have set a November 24, 2006, deadline to revive talks on governance in Northern Ireland.

A comprehensive test ban treaty, or CTBT, is the oldest item on the nuclear arms control agenda. Three treaties currently limit testing to underground only, with a maximum force equal to 150,000 tons of TNT. According to the Natural Resources Defense Council, the United States conducted 1,030 nuclear tests, the Soviet Union 715, the United Kingdom 45, France 210, and China 45. The last U.S. test was held in 1992; the last U.K. test, in 1991. Russia claims it has not conducted nuclear tests since 1991.
