A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Homeland Security's (DHS) fiscal year 2005 appropriations act provided $39.6 million for Immigration and Customs Enforcement's (ICE) program to modernize its information technology (IT) infrastructure. The goals of the program--which consists of seven projects and is referred to as Atlas--include improving information sharing and strengthening security. As mandated by the appropriations act, the department is to develop and submit for approval an expenditure plan for Atlas that satisfies certain legislative conditions, including a review by GAO. In performing its review of the Atlas plan, GAO was asked to (1) determine whether the plan satisfies certain legislative conditions, (2) determine the status of our prior recommendations, and (3) provide any other observations about the plan and management of the program."

Head Start: Progress and Challenges in Implementing Transportation Regulations

Correspondence issued by the Government Accountability Office with an abstract that begins "The leading cause of death for children ages 3 to 7 is motor vehicle traffic crashes. Head Start, a federal early care and education program run by local grantees and targeted at low-income children, currently serves approximately 900,000 children, and transports many of them to and from Head Start centers across the country. While not required to do so, many Head Start grantees offer transportation as a way to make Head Start more widely available to the eligible population, especially very poor children. To address concerns about transporting children safely, the 1992 Head Start Improvement Act directed the Office of Head Start, housed within the U. S. Department of Health and Human Services (HHS), to develop transportation regulations to ensure the safety and effectiveness of transportation services made available to children by Head Start grantees. Head Start issued these regulations in 2001. To provide Congress with information that it requested on the regulations and their implementation, we determined: (1) the research and cost information Head Start considered in establishing the transportation regulations; (2) the actions Head Start grantees have taken to implement the vehicle, restraint, and bus monitor …

The U.S. House of Representatives and Senate appropriation bills propose to reduce the Bureau's fiscal year 2007 budget request, raising questions about the Bureau's design of the 2010 Census and associated costs. Based on issued GAO work, this testimony addresses the extent to which the Bureau has (1) made progress redesigning its approach, including nonresponse follow-up, a key cost driver; and (2) developed a comprehensive project plan for the 2010 Census, as well as timely, detailed cost data for effective oversight and cost control."

No Child Left Behind Act: States Face Challenges Measuring Academic Growth

Testimony issued by the Government Accountability Office with an abstract that begins "The No Child Left Behind Act (NCLBA) requires that states improve academic performance so that all students reach proficiency in reading and mathematics by 2014 and that achievement gaps close among student groups. States set annual proficiency targets using an approach known as a status model, which calculates test scores 1 year at a time. Some states have interest in using growth models that measure changes in test scores over time to determine if schools are meeting proficiency targets. The Chairman of the Committee on Education and the Workforce asked GAO to testify on its recent report on measuring academic growth. Specifically, this testimony discusses (1) how many states are using growth models and for what purposes, (2) how growth models can measure progress toward achieving key NCLBA goals, and (3) what challenges states face in using growth models especially to meet the law's key goals. While growth models may be defined as tracking the same students over time, GAO used a definition that also included tracking the performance of schools and groups of students. Nutrigenetic Testing: Tests Purchased from Four Web Sites Mislead Consumers

Testimony issued by the Government Accountability Office with an abstract that begins "Scientists increasingly believe that most, if not all, diseases have a genetic component. Consequently, genetic testing is becoming an integral part of health care with great potential for future test development and use. Some genetic tests are sold directly to the consumer via the Internet or retail stores, and purport to use genetic information to deliver personalized nutrition and lifestyle guidance. These tests require consumers to self-collect a sample of genetic material, usually from a cheek swab, and then forward the sample to a laboratory for analysis. Companies that market this type of test claim to provide consumers with the information needed to tailor their diet and exercise programs to address their genetically determined health risks. GAO was asked to investigate the "legitimacy" of these claims. This testimony reflects the findings of GAO's investigation of a nonrepresentative selection of genetic tests. Specifically, GAO purchased tests from four Web sites and created "fictitious consumers" by submitting for analysis 12 DNA samples from a female and 2 samples from an unrelated male, and describing this DNA as coming from adults of various ages, weights, and lifestyle descriptions. In fiscal year 2005, the department reported that it obligated almost $17.5 billion to acquire a wide range of goods and services. DHS's acquisition portfolio is broad and complex, including procurements for sophisticated screening equipment for air passenger security; technologies to secure the nation's borders; trailers to meet the housing needs of Hurricane Katrina victims; and the upgrading of the Coast Guard's offshore fleet of surface and air assets. This testimony summarizes GAO reports and testimonies, which have reported on various aspects of DHS acquisitions. It addresses (1) areas where DHS has been successful in promoting collaboration among its various organizations, and (2) challenges it still faces in integrating the acquisition function across the department; and (3) DHS' implementation of an effective review process for its major, complex investments. The Heavy-Ion Approximation for Ambipolar Diffusion Calcuations for Weakly Ionized Plasmas

Ambipolar diffusion redistributes magnetic flux in weakly ionized plasmas and plays a critical role in star formation. Simulations of ambipolar diffusion using explicit MHD codes are prohibitively expensive for the level of ionization observed in molecular clouds ({approx}< 10{sup -6}) since an enormous number of time steps is required to represent the dynamics of the dominant neutral component with a time step determined by the trace ion component. Here we show that ambipolar diffusion calculations can be significantly accelerated by the 'heavy-ion approximation', in which the mass density of the ions is increased and the collisional coupling constant with the neutrals decreased such that the product remains constant. In this approximation, the ambipolar diffusion time and the ambipolar magnetic Reynolds number remain unchanged. We present three tests of the heavy-ion approximation: C-type shocks, the Wardle instability, and the 1D collapse of a magnetized slab. We show that this approximation is quite accurate provided that (1) the square of the Alfven Mach number is small compared to the ambipolar diffusion Reynolds number for dynamical problems, and that (2) the ion mass density is negligible for quasi-static problems; a specific criterion is given for the magnetized slab problem. A Cone Jet-Finding Algorithm for Heavy-Ion Collisions at LHCEnergies

Standard jet finding techniques used in elementary particle collisions have not been successful in the high track density of heavy-ion collisions. This paper describes a modified cone-type jet finding algorithm developed for the complex environment of heavy-ion collisions. The primary modification to the algorithm is the evaluation and subtraction of the large background energy, arising from uncorrelated soft hadrons, in each collision. A detailed analysis of the background energy and its event-by-event fluctuations has been performed on simulated data, and a method developed to estimate the background energy inside the jet cone from the measured energy outside the cone on an event-by-event basis. The algorithm has been tested using Monte-Carlo simulations of Pb+Pb collisions at {radical}s = 5.5 TeV for the ALICE detector at the LHC. The algorithm can reconstruct jets with a transverse energy of 50 GeV and above with an energy resolution of {approx} 30%.

d-alpha correlation functions and collective motion in Xe+Au collisions at E/A=50 MeV

The interplay of the effects of geometry and collective motion on d-{alpha} correlation functions is investigated for central Xe+Au collisions at E/A=50 MeV. The data cannot be explained with out collective motion, which could be partly along the beam axis. A semi-quantitative description of the data can be obtained using a Monte -Carlo model, where thermal emission is superimposed on collective motion. Both the emission volume and the competition between the thermal and collective motion influence significantly the shape of the correlation function, motivating new strategies for extending intensity interferometry studies to massive particles.

Deployment and Operation of the ES-3100 Type B Shipping Container

The U.S. Department of Energy (DOE) National Nuclear Security Administration (NNSA) is shipping, for disposition purposes, bulk quantities of fissile materials, primarily highly enriched uranium (HEU). The U.S. Department of Transportation (DOT) specification 6M container has been the workhorse for NNSA and many other shippers of radioactive material since the 1980s. However, the 6M does not conform to the packaging requirements in the Code of Federal Regulations (10 CFR 71) and, for that reason, is being phased out for use in the DOE secure transportation system by the end of 2006. BWXT Y-12 developed and licensed the ES-3100 container to replace the DOT 6M. The ES-3100 was certified by the Nuclear Regulatory Commission (NRC) in April 2006. The process of deploying the new package began in June 2005 and is planned to be completed in July 2006. The package will be fully operational and completely replace the DOT 6M at the Y-12 National Security Complex (Y-12) by October 2006. This paper reviews the deployment process and the mock loading station that was installed at National Transportation Research Center (NTRC) of Oak Ridge National Laboratory. ALE3D Rolling Simulations

Hot rolling is a problem involving large deformations during the process of turning an ingot into a thin sheet. As a result of the large deformations inherent in the process, significant amounts of energy are put into the ingot mechanically, most of which results in heat generation. Therefore, in order to predict the results of rolling both the mechanical and the thermal factors must accurately represent the real conditions. The factors which must be properly tuned include interface friction, mass scaling to decrease computation times, heat transfer at the interface, convective heat transfer from the ingot, and convective heat transfer from the roll. Since these parameters are generally not measurable the correct values must be derived by tuning the parameters so that solutions match some other measurable result. The interface friction will be tuned using an ALE3D input deck which has been set up to output the torque applied to the roll during the pass. The friction coefficient will be adjusted so that the computed torque matches the measured value. The various heat transfer coefficients are dependent on each other, and are tuned based on measured roll surface temperatures, ingot exit temperatures, and the energy input through the mechanical deformation …

Partitioned Waveform Inversion Applied to Eurasia and Northern Africa

This report summarizes the data analysis achieved during Heather Bedle's eleven-week Technical Scholar internship at Lawrence Livermore National Labs during the early summer 2006. The work completed during this internship resulted in constraints on the crustal and upper mantle S-velocity structure in Northern Africa, the Mediterranean, the Middle East, and Europe, through the fitting of regional waveform data. This data extends current raypath coverage and will be included in a joint inversion along with data from surface wave group velocity measurements, S and P teleseismic arrival time data, and receiver function data to create an improved velocity model of the upper mantle in this region. The tectonic structure of the North African/Mediterranean/Europe/Middle Eastern study region is extremely heterogeneous. This region consists of, among others, stable cratons and platforms such as the West Africa Craton, and Baltica in Northern Europe; oceanic subduction zones throughout the Mediterranean Sea where the African and Eurasian plate collide; regions of continental collision as the Arabian Plate moves northward into the Turkish Plate; and rifting in the Red Sea, separating the Arabian and Nubian shields. The Electrochemical Behavior of Alloy in Extreme Chloride and Bitrate Environments

Alloy 22 specimens were tested in high temperature (100 to 160 C), high concentration chloride and nitrate environments. Results of this study indicate that increasing nitrate to chloride ratio to 0.5 in these electrolytes increases resistance to localized breakdown and enhances repassivation. In these extreme environments, localized corrosion occurred by pitting even though specimens were tested using artificial crevice formers. Open circuit (E{sub corr}), breakdown and repassivation potentials all increase, and pitting morphology changes as nitrate to chloride ratio increases from 0.05 and 0.15 to 0.5. Results also indicate that increasing the temperature from 100 to 160 C increases E{sub corr} values, while breakdown potentials and repassivation potentials peak at 130 C for the 0.5 nitrate to chloride ratio electrolytes.
