Nuclear Weapons: Comprehensive Test Ban Treaty
A comprehensive test ban treaty, or CTBT, is the oldest item on the nuclear arms control agenda. Three treaties currently limit testing to underground only, with a maximum force equal to 150,000 tons of TNT. According to the Natural Resources Defense Council, the United States conducted 1,030 nuclear tests, the Soviet Union 715, the United Kingdom 45, France 210, and China 45. The last U.S. test was held in 1992; the last U.K. test, in 1991. Russia claims it has not conducted nuclear tests since 1991.

Defense: FY2007 Authorization and Appropriations
On July 20, the Senate Appropriations Committee marked up its version of the FY2007 defense appropriations bill, H.R. 5631. Floor action is expected to begin on August 1. The Senate bill provides $453.5 billion defense programs, including $50 billion in appropriations for overseas operations. The total is $9.1 billion less than the Administration requested. Earlier, on June 20, the House passed its version of the bill. It provides $416.3 billion for defense programs, $4.1 billion below the request. The amounts in the House and Senate bills are not directly comparable, since some programs in the Senate bill are covered in the House in the Military Quality of Life/Veterans Affairs appropriations bill, H.R. 5385.

U.S.-China Counterterrorism Cooperation: Issues for U.S. Policy
After the terrorist attacks on September 11, 2001, the United States faced a challenge in enlisting the full support of the People’s Republic of China (PRC) in counterterrorism. This effort raised short-term policy issues about how to elicit cooperation and how to address China’s concerns about military action (Operation Enduring Freedom). Longer-term questions have concerned whether counterterrorism has strategically transformed bilateral relations and whether China’s support has been valuable and not obtained at the expense of other U.S. interests.

U.S. Nuclear Cooperation with India: Issues for Congress
On July 18, 2005, President Bush announced he would “work to achieve full civil nuclear energy cooperation with India” and would “also seek agreement from Congress to adjust U.S. laws and policies,” in the context of a broader, global partnership with India to promote stability, democracy, prosperity, and peace. Administration officials have promoted nuclear cooperation with India as a way to reduce India’s carbon dioxide emissions and its dependence on oil, bring India into the “nonproliferation mainstream” and create jobs for the U.S. industry.

This report discusses this issue in detail, including the cause of the African AIDS epidemic, the social and economic consequences, response and treatment, and U.S. policy.
