Trade, Trade Barriers, and Trade Deficits: Implications for U.S. Economic Welfare

This report provides an overview of the economics of international trade that may be helpful for consideration of many recurring international economic policy issues. It is intended as a general explanation of mainstream economic principles that may be considered in gauging the economic significance of trade issues as well as the trade-offs inherent in many policy choices. A fundamental tenet of economics is that international trade is a means to a higher standard of living for all trading nations. The post-war era has seen a rapid expansion of trade and the United States has been a major participant in this process both as a trading nation and as a leader in the steady lowering of barriers to trade worldwide. The significant benefit of trade does not come without disruption and cost, however. Gaining the benefit of trade and also treating equitably those hurt by trade is often a difficult public policy issue.

The bill provides $400 million for the Global Fund to Fight AIDS, Tuberculosis, and Malaria, doubling the amount requested by the Administration under Foreign Operations.

Some experts believe a potential crisis is looming over Iran’s nuclear program because the Bush The administration is skeptical that efforts by several European allies to prevent a nuclear breakout by Iran will succeed, although the Administration announced steps in March 2005 to support those talks. Palestinian education reform is seen to be a key element in the PalestinianIsraeli peace process. Many observers frequently have expressed concern that the Palestinian Authority (PA) education curriculum incites a younger generation of Palestinians to reject Israel, Judaism, and the achievement of peace in the region. Furthermore, some analysts and policymakers maintain that Palestinian education reform is not only important for Israeli-Palestinian peace, but also for broader U.S. interests in the region. From their perspective, a diverse, balanced curriculum may serve as a benchmark towards greater peace, democratization, and the development of a vibrant civil society in the Palestinian Territories.

Social Security Reform

President Bush has highlighted Social Security reform as a top priority during his second term. The President has not presented a detailed plan for reform. Rather, he has put forth guidelines for Congress to consider in the development of legislation to create personal accounts within a program in need of “wise and effective reform.” The President has acknowledged that other changes would be needed to address the system’s projected long-range funding shortfall. In recent years, reform ideas have ranged from relatively minor changes to the current pay-as-you-go social insurance system to a redesigned program based on personal savings and investments modeled after IRAs and 401(k)s.
