Small Business Innovation Research Program

In 1982, the Small Business Innovation Development Act (P.L. 97-219) established small business innovation research (SBIR) programs within the major federal research and development (R&D) agencies. The intent of the effort was to increase government funding of small, high technology companies for the performance of R&D with commercial potential. Each federal department with an R&D budget of $100 million or more is required to set aside part of this amount to finance the SBIR activity. From its inception in FY1983 through FY1998, approximately $8.6 billion in awards have been made for 50,468 projects. The original program has been extended several times and is now scheduled to sunset October 1, 2000. H.R. 2392, as reported from the House Committee on Small Business and discharged from the House Committee on Science, would reauthorize the SBIR activity through September 30, 2007.

Japanese and U.S. Economic Involvement in Asia and the Pacific: Comparative Data and Analysis

In a world in which economic and trade performance are fast gaining acceptance as important components of national power and well being, Congress has become increasingly interested in the comparative success of U.S. business in the vast, rapidly growing Asia-Pacific region. For the most part, Congress has tended to view Japan as the main competitor of the United States in Asian markets and the standard against which U.S. success is measured. The stakes for the United States are considerable. Exclusive of Japan, the Asia-Pacific region accounted for $ 92 billion in U.S. exports in 1993 and $ 138 billion in imports, or about 20 percent of total U.S. exports and 24 percent of U.S. global imports. A number of projections indicate that Asia will account for the largest share of world trade growth in the next decade. Japan's growing economic presence has been accompanied by a relative increase in its political influence vis-a-vis that of the United States, a factor of considerable long term significance for U.S. interests, and it would appear the availability of alternative Asian markets has strengthened Japan's resistance to U.S. trade demands.

The Administration's FY2005 request for international HIV/AIDS, tuberculosis, and malaria programs totals about $2.8 billion, as compared with $2.4 billion appropriated for FY2004. The FY2005 request includes a large increase for the bilateral Global AIDS Initiative, headquartered at the Department of State, while the request for the Global Fund to Fight AIDS, Tuberculosis, and Malaria is $200 million, compared with $546.7 million appropriated in FY2004.

Trade Remedy Law Reform in the 107th Congress

Trade remedies are government measures to minimize the adverse impact of imports on domestic industries. Antidumping duties are used to counter the effects of importssold at unfairly low prices on the domestic market. Countervailing duties are used to counter the price effects of imports that benefit from government subsidies in the exporting countries. Safeguard remedies (also called Section 201 and escape clause remedies) are used to reduce the injurious impact of surges in fairly trade imports.

Currently, in most parts of the United States, timepieces are moved forward one hour in the spring and back one hour in the fall to provide an extended daylight period during the summer months. This is known as Daylight Saving Time (DST). Much debate and many changes led to this present practice. This report describes the provisions of the reported version of S. 147; outlines some federal statutes and recent cases which might be relevant to the issue of federal recognition of a Native Hawaiian entity; and recounts some legal arguments that have been presented in the debate on this legislation.
