Low energy gamma-transitions in Pu{sup 238} and Pu{sup 240}

We investigated electron and gamma spectra of mixtures of isotopes of curium. This was done on a beta spectrometer with double focusing at an angle of {pi}{radical}2 and on a scintillation gamma spectrometer with a 40 {times} 40 mm NAI(Tl) single crystal detector. The observed electron spectrum are interpolated and presented. Also, experimental results of the ratio of conversion at L and M subshells are presented and compared to theoretical values.

Calculations pertaining to the expansion of oxide conversion facility, Building 224-U. Project CA-513-B

This report discusses the proposal to expand the existing 224-U Building from an instantaneous rate of 13.5 tons of uranium per day to 18.5 tons per day. This is to be accomplished by the installation of two additional 8{prime} calcining kettles (or pots) available through the Atomic Energy Commission from Luckey, Ohio. It is the purpose of this report to present calculations and recommendations upon which design work is proceeding. This expansion is to utilize existing facilities of 224-U whenever possible and this report forms a record of the methods used in evaluating equipment and systems. Included are analysis of pot ventilation and pot unloading, stress analysis of the new pots, radiation hazard calculations and a composite schematic.

Hydrogen generation in tru waste transportation packages

This document addresses hydrogen generation in TRU waste transportation packages. The potential sources of hydrogen generation are summarized with a special emphasis on radiolysis. After defining various TRU wastes according to groupings of material types, bounding radiolytic G-values are established for each waste type. Analytical methodologies are developed for prediction of hydrogen gas concentrations for various packaging configurations in which hydrogen generation is due to radiolysis. Representative examples are presented to illustrate how analytical procedures can be used to estimate the hydrogen concentration as a function of time. Methodologies and examples are also provided to show how the time to reach a flammable hydrogen concentration in the innermost confinement layer can be estimated. Finally, general guidelines for limiting the hydrogen generation in the payload and hydrogen accumulation in the innermost confinement layer are described.

Observation of B0 Meson Decays to a1(1260)+- pi-+

The authors present a measurement of the branching fraction of the decay B{sup 0} {yields} a{sub 1}{sup {+-}}(1260){pi}{sup {-+}} with a{sub 1}{sup {+-}}(1260) {yields} {pi}{sup {-+}}{pi}{sup {+-}}{pi}{sup {+-}}. The data sample corresponds to 218 x 10{sup 6} B{bar B} pairs produced in e{sup +}e{sup -} annihilation through the {Upsilon}(4S) resonance. The authors measure the branching fraction {Beta}(B{sup 0} {yields} a{sub 1}{sup {+-}}(1260){pi}{sup {-+}}){Beta}(a{sub 1}{sup {+-}}(1260){yields} {pi}{sup {-+}}{pi}{sup {+-}}{pi}{sup {+-}})=(16.6 {+-} 1.9 {+-} 1.5) x 10{sup -6}, where the first error quoted is statistical and the second is systematic.

Federal law requires most imports, including many food items, to bear labels informing the “ultimate purchaser” of their country of origin. Various bills have been introduced to impose expanded country-of-origin labeling requirements on meats and on several other agricultural products. Such proposals have attracted attention for a number of reasons. One is that they are viewed (by some advocates) as a way to help U.S. producers dealing with low farm prices. Also, some perceive that food products from certain countries might pose greater risks than those from the United States.

Agriculture and Fast Track Trade Legislation

The 107th Congress is expected to consider new "fast track" (or, Presidential trade promotion) authority, which could enable the Administration to submit trade agreements negotiated with foreign countries to Congress for consideration under expedited procedures. Many agricultural and food industry interests are among the export-oriented enterprises that support fast track authority, arguing that foreign trading partners will not seriously negotiate with an Administration that lacks it. However, some agricultural groups argue that fast track ultimately will lead to new agreements that deliver more benefits to foreign than to U.S. producers, at least in some commodity sectors.

Flat-Field Grating Spectrometer for High-Resolution Soft X-Ray and EUV Measurements on an Electron Beam Ion Trap

A R = 44.3 m grazing-incidence grating spectrometer has been implemented on the Livermore electron beam ion traps for high-resolution measurements in the soft x-ray and extreme ultraviolet region spanning from below 10 Angstrom up to 50 Angstrom. The instrument uses a grating with variable line spacing (about 2400 l/mm) for a flat field of view. Spectra are recorded with a back-illuminated charge-coupled device detector. The new instrument greatly improves upon the resolution achieved with existing grating spectrometers and complements crystal spectrometers at the shorter wavelengths both in terms of wavelength coverage and polarization independent reflectivity response.

Economic Incentives in the Purchase and Use of Energy-Using Products: Past Practices and New Developments

This paper reviews the set of analytical tools commonly used to describe the purchase and use of energy-saving technologies and compares them with recent advances in applied microeconomics. Its goal is to determine if supplementing or replacing parts of the traditional tool kit will better equip the Department of Energy's Office of Energy Efficiency and Renewable Energy (EERE) to design and promote the superior energy-using technologies of the future. The paper was prepared at the request of EERE's Jerry Dion, and is part of a larger set of white paper's intended to inform EERE's senior managers and program officers about the state of the art on a number of topics of special relevance to the EERE program. The advances in applied microeconomics discussed herein can be generally described as the theory of investment under uncertainty, behavioral economics, and the economics of asymmetrical information. While these concepts are quite familiar to economic methodologists and well entrenched in many applied topics, they are only now beginning to be applied to the field of energy technology analysis. Bunching in the AGS linac is also analyzed, the results indicating a satisfactory understanding of this process also. Materials preparation and fabrication of pyroelectric polymer/silicon MOSFET detector arrays. Final report

The authors have delivered several 64-element linear arrays of pyroelectric elements fully integrated on silicon wafers with MOS readout devices. They have delivered detailed drawings of the linear arrays to LANL. They have processed a series of two inch wafers per submitted design. Each two inch wafer contains two 64 element arrays. After spin-coating copolymer onto the arrays, vacuum depositing the top electrodes, and polarizing the copolymer films so as to make them pyroelectrically active, each wafer was split in half. The authors developed a thicker oxide coating separating the extended gate electrode (beneath the polymer detector) from the silicon. This should reduce its parasitic capacitance and hence improve the S/N. They provided LANL three processed 64 element sensor arrays. Each array was affixed to a connector panel and selected solder pads of the common ground, the common source voltage supply connections, the 64 individual drain connections, and the 64 drain connections (for direct pyroelectric sensing response rather than the MOSFET action) were wire bonded to the connector panel solder pads. This entails (64 + 64 + 1 + 1) = 130 possible bond connections per 64 element array. This report now details the processing steps and the progress of …

Electron Bunch Length Measurements in the E-167 Plasma Wakefield Experiment

Bunch length is of prime importance to beam driven plasma wakefield acceleration experiments due to its inverse relationship to the amplitude of the accelerating wake. We present here a summary of work done by the E167 collaboration measuring the SLAC ultra-short bunches via autocorrelation of coherent transition radiation. We have studied material transmission properties and improved our autocorrelation traces using materials with better spectral characteristics.
