Oral History Interview with Robert Oellerich, March 27, 2018

The National Museum of the Pacific War presents an oral interview with Robert Oellerich. Oellerich joined the Navy in 1943 after he finished high school. After basic training, he attended quartermaster school to learn to navigate. Upon completion, he headed for Houston to join USS LSM-2. After training, they shaped course for Hawaii. After loading supplies, they headed for the Philippines to support the various invasions. He also made the invasion of Okinawa where his LSM ferried supplies from ship to shore for one month. He got ashore briefly and witnessed kamikaze attacks. Oellerich was discharged in April, 1946.

Correspondence issued by the Government Accountability Office with an abstract that begins "GAO's review found that DOD's July 2013 report addressed the four elements specified in the House Committee on Armed Services' report. Specifically, the report by the Director of DOD's Corrosion Office addressed the following elements related to corrosion of facilities and infrastructure: (1) identification of key drivers of corrosion costs and recommended strategies for reducing their effect; (2) review of a sampling of facilities that are representative of facility type, military department, and facility age; (3) assessment of at least one planned facility construction program; and (4) inclusion of information from 30 locations (15 site visits and 15 teleconferences) and the examination of program documentation from all the locations, including maintenance and facility engineering processes."

Correspondence issued by the Government Accountability Office with an abstract that begins "GAO found that the independent public accountant's (IPA) audit of the Patient-Centered Outcomes Research Institute's (PCORI) 2013 and 2012 financial statements was performed in accordance with professional standards, in all material respects. PCORI's IPA provided an unmodified audit opinion on its 2013 and 2012 financial statements and found that PCORI's financial statements were presented fairly, in all material respects. Further, the IPA did not identify any deficiencies in internal control that it considered to be material weaknesses nor any reportable noncompliance with the selected provisions of laws, regulations, contracts, and grant agreements it tested. PCORI did not disagree with the IPA report's conclusions."

Oral History Interview with Robert E. Neff, March 27, 2012

The National Museum of the Pacific War presents an oral interview with Robert E. Neff. Neff begins with a description of his life growing up during the Great Depression. When Neff finished high school in Illinois in 1940, he worked as an apprentice carpenter. On a lark, he took the test to get into Army Air Forces as a cadet. He passed the test and entered the USAAF in October, 1942. He trained as a navigator and was commissioned in Hondo, Texas in late 1943. From there ,Neff was assigned as a crewmember to a B-24 and headed for Hawaii. From there, Neff and crew flew to Henderson Field on Guadalcanal and started their tour of combat missions. Neff flew 44 combat missions and attacked Japanese targets at Rabaul, Manila, Balikpapan, and other locations around New Guinea, the Philippines and Indonesia. Neff was in the 394th Bomb Squadron, 5th Bomb Group, 13th Air Force. When Neff left the Army, he went back to work as a carpenter.

Visa Waiver Program: Additional Actions Needed to Mitigate Risks and Strengthen Overstay Enforcement

Testimony issued by the Government Accountability Office with an abstract that begins "GAO has reported on actions that the Department of Homeland Security (DHS) has taken to improve the security of the Visa Waiver Program; but, additional risks remain. In May 2011, GAO reported that DHS implemented the Electronic System for Travel Authorization (ESTA), required by the Implementing Recommendations of the 9/11 Commission Act of 2007 (9/11 Act), and took steps to minimize the burden associated with this requirement. DHS requires Visa Waiver Program travelers to submit biographical information and answers to eligibility questions through ESTA prior to travel. DHS made efforts to minimize the burden imposed by this requirement. For example, although travelers formerly filled out a Visa Waiver Program application form for each journey to the United States, ESTA approval is generally valid for 2 years. However, GAO reported that DHS had not fully evaluated security risks related to the small percentage of travelers without verified ESTA approval. In 2010, airlines complied with the requirement to verify ESTA approval for almost 98 percent of Visa Waiver Program passengers prior to boarding, but the remaining 2 percent—about 364,000 travelers—traveled under the program without verified ESTA approval. Correspondence issued by the Government Accountability Office with an abstract that begins "The United States depends on space assets to support national security activities as well as civil and commercial activities. The Department of Defense (DOD) depends on space assets to support a wide range of military missions to include intelligence collection; battlefield surveillance and management; global command, control, and communications; and navigation assistance. This operational dependence on space has placed new and increasing demands on current space systems and organizations to meet Joint Force Commanders' needs. Moreover, concerns have increased regarding emerging threats that could affect the United States' and other countries' access to the free use of space. GAO plans to issue a report regarding ORS acquisition issues by April 2008, and by July 2008 we will issue a report regarding how ORS is being developed to satisfy warfighter needs. However, GAO is providing Congress this letter because during the course of our work on how Operationally Responsive Space (ORS) is being developed to satisfy warfighter needs, GAO learned that the National Security Space Office developed a National Security Space Strategy in 2004, but it has not been issued. As such, the FCS program is considered high risk and in need of special oversight and review. Today's testimony is based on work conducted over the past year in response to (1) the National Defense Authorization Act for Fiscal Year 2006, which requires GAO to report annually on the FCS acquisition; and (2) the John Warner National Defense Authorization Act for Fiscal Year 2007, which requires GAO to report on the role of the lead systems integrator in the Army's FCS program.
