The purpose of this calculation is to estimate radiation doses received by personnel working in the Canister Handling Facility (CHF) performing operations to receive transportation casks, transfer wastes, prepare waste packages, perform associated equipment maintenance. The specific scope of work contained in this calculation covers individual worker group doses on an annual basis, and includes the contributions due to external and internal radiation. The results of this calculation will be used to support the design of the CHF and provide occupational dose estimates for the License Application.

Under competitive sourcing, federal agencies open their commercial activities to competition among public and private sector sources. This report describes the progress selected agencies have made in establishing a competitive sourcing program, identifies major challenges these agencies are facing, and discusses strategies they are using to select activities for competition."

The John Day is the nation's second longest free-flowing river in the contiguous United States and the longest containing entirely unsupplemented runs of anadromous fish. Located in eastern Oregon, the basin drains over 8,000 square miles, Oregon's fourth largest drainage basin, and incorporates portions of eleven counties. Originating in the Strawberry Mountains near Prairie City, the John Day River flows 284 miles in a northwesterly direction, entering the Columbia River approximately four miles upstream of the John Day dam. With wild runs of spring Chinook salmon and summer steelhead, westslope cutthroat, and redband and bull trout, the John Day system is truly a basin with national significance. The majority of the John Day basin was ceded to the Federal government in 1855 by the Confederated Tribes of the Warm Springs Reservation of Oregon (Tribes). In 1997, the Tribes established an office in the basin to coordinate restoration projects, monitoring, planning and other watershed activities on private and public lands. Once established, the John Day Basin Office (JDBO) formed a partnership with the Grant Soil and Water Conservation District (GSWCD), which contracts the majority of the construction implementation activities for these projects from the JDBO. A letter report issued by the General Accounting Office with an abstract that begins "To ensure that essential government services are available in emergencies--such as terrorist attacks, severe weather, or building-level emergencies-- federal agencies are required to develop continuity of operations (COOP) plans. Responsibility for formulating guidance on these plans and for assessing executive branch COOP capabilities lies with the Federal Emergency Management Agency (FEMA), under the Department of Homeland Security. FEMA guidance, Federal Preparedness Circular (FPC) 65 (July 1999), provides elements of a viable COOP capability, including the requirement that agencies identify their essential functions. GAO was asked to determine the extent to which (1) major civilian executive branch agencies have identified their essential functions and (2) these agencies' COOP plans follow FEMA guidance."

Correspondence issued by the General Accounting Office with an abstract that begins "Combined, the Department of Defense (DOD) and the Department of Veterans Affairs (VA) provide health care services to about 12 million beneficiaries at an estimated cost of about $53 billion for fiscal year 2004--$26.7 billion for DOD and $26.5 billion for VA. In 1982 the Congress passed the VA and DOD Health Resources Sharing and Emergency Operations Act (Sharing Act) to promote more cost-effective use of health care resources and more efficient delivery of care. Specifically, the Congress authorized military treatment facilities and VA medical centers to enter into sharing agreements to buy, sell, and barter medical and support services. To further encourage on-going collaboration, the Congress, in section 721 of the Bob Stump National Defense Authorization Act (NDAA) for Fiscal Year 2003, directed the Secretary of Defense and the Secretary of Veterans Affairs to establish a joint incentives program to identify and provide incentives to implement, fund, and evaluate creative health care coordination and sharing initiatives between DOD and VA. Numerous applications of data mining to scientific data involve the induction of a classification model. In many cases, the collection of data is not performed with this task in mind, and therefore, the data might contain irrelevant or redundant features that affect negatively the accuracy of the induction algorithms. The size and dimensionality of typical scientific data make it difficult to use any available domain information to identify features that discriminate between the classes of interest. Similarly, exploratory data analysis techniques have limitations on the amount and dimensionality of the data that can be effectively processed. In this paper, we describe applications of efficient feature selection methods to data sets from astronomy, plasma physics, and remote sensing. We use variations of recently proposed filter methods as well as traditional wrapper approaches where practical. We discuss the importance of these applications, the general challenges of feature selection in scientific datasets, the strategies for success that were common among our diverse applications, and the lessons learned in solving these problems.

Ferrite rods are installed inside the flying-wire cavity of the Recycler Ring and at entrance and exit beam pipes in order to absorb high-frequency electromagnetic waves excited by the beam. However, these rods may also deteriorate the vacuum pressure of the ring. An investigation is made to analyze the necessity of the ferrite rods at the entrance and exit beam pipes.

Correspondence issued by the General Accounting Office with an abstract that begins "In fiscal year 1999, Congress began authorizing the provision of U.S. foreign assistance funds to support programs aimed at strengthening democracy in China, and, in fiscal year 2002, it began appropriating specific amounts for such programs. However, the provision of foreign assistance funds to programs focusing on China continues to be controversial due to concern about some of the Chinese government's human rights practices and certain of its economic, political, and security policies. The House Committee on International Relations expressed concern about the lack of a complete picture of U.S. funding for democracy-related programs focused on China. In response to this concern, we determined how much funding the U.S. government has provided for programs intended to strengthen democracy in China for fiscal years 1999 to 2003, in total and by year, and identified the agencies responsible for administering the funds, as well as the intended purposes of the programs they support. While we focused primarily on bilateral programs, we also briefly describe democracy-related efforts of multilateral institutions that the United States helps support."

Funeral program for Sister Tomie Odessa Vinson, born July 16, 1912 and died February 20, 2004. The funeral was held February 27, 2004 at Tried Stone Baptist Church, officiated by Dr. O. C. Jones. Funeral arrangements were made through D. W. Brooks Funeral Home, and she was buried in Meadowlawn Memorial Park in San Antonio, Texas.

Significant effort is being devoted to the development of noninvasive imaging systems that allow in vivo assessment of biological and biomolecular interactions in mice and other small animals. Although single-photon emission tomography (SPECT) and positron emission tomography (PET) are well-matched to the study of physiological function in small animals, the spatial resolutions of 1-2 mm currently achievable with these techniques limits the types of research possible. For this reason, we are developing a small animal radionuclide imaging system using grazing incidence optics to focus the low-energy gamma-rays emitted by {sup 125}I, {sup 95m}Tc, {sup 96}Tc, and {sup 99m}Tc. We compare this approach to the more traditional use of absorptive collimation.
