21st Century Community Learning Centers in P.L. 107-110: Background and Funding

Most Elementary and Secondary Education Act (ESEA) programs, including the 21st Century Community Learning Centers (21st CCLC) program, expired at the end of FY2000.1 Included in the No Child Left Behind Act is the reauthorization of the 21st CCLC, with, a new location (Title IV, Part B, 21st Century Schools), and several substantive changes. On December 13 and 18, 2001, respectively, the House and Senate adopted the conference version of H.R. 1, The No Child Left Behind Act. The President signed H.R. 1 into law (P.L. 107-110) on January 8, 2002. This report summarizes the major provisions of the reauthorized 21st CCLC program. The reauthorized program is structured as a formula grant program to states, in response to concerns that a program as large as the 21st CCLC could no longer be equitably administered as a competitive grant program. In addition, the reauthorized program formally endorses a focus for the 21st CCLC on after-school hours activities for children and youth.

Financial distress is most common among lower-income families, but its incidence has grown in all income brackets. This trend suggests that explanations for the rise in consumer bankruptcy filings are more likely to be found in micro-analysis of individuals and groups of debtors than in macroeconomic indicators. This report presents statistics on bankruptcy filings, household debt, and households in financial distress.

SRC liquid spill episode, SRC Pilot Plant, Ft. Lewis, Washington. Intermediate report: site visit observations and findings, January 29-February 20, 1980. [2300 gallon spill]

This report is intended to provide responsible DOE authorities with the professional observations and recommendations resulting from this firm's technical assistance in evaluating an accidental release of solvent refined coal (SRC) processed liquids at the SRC Pilot Plant, Ft. Lewis, Washington. The spill occurred during the night of December 19-20, 1979 at the facility operated for DOE by the Pittsburgh and Midway Coal Mining Company. The site visit on January 29, 1980 was made by DOE's staff member, Mr. John Abrahams, and this firm's representative, Mr. ALvin F. Meyer, Jr., P.E., President. In brief, the spill of approximately 2300 gallons of SRC processed liquids was caused by human failure. Compounding the circumstances was the presence of a bleeder valve which was inexplicably left open. Additional factors contributing to the episode were the fact that the operation was conducted at night, and the presence of steam and noise which obscured, at least partially, the possibility of detecting the spill occurrence. After operating personnel discovered the spill, the plant management of Pittsburg and Midway Coal Mining Company were informed.
