AMMONIA CONCENTRATION IN SALTSTONE HEADSPACE SUMMARY REPORT

The Saltstone Facility Documented Safety Analysis (DSA) is under revision to accommodate changes in the Composite Lower Flammability Limit (CLFL) from the introduction of Isopar into Tank 50. Saltstone samples were prepared with an 'MCU' type salt solution spiked with ammonia. The ammonia released from the saltstone was captured and analyzed. The ammonia concentration found in the headspace of samples maintained at 95 C and 1 atm was, to 95% confidence, less than or equal to 3.9 mg/L. Tank 50 is fed by several influent streams. The salt solution from Tank 50 is pumped to the salt feed tank (SFT) in the Saltstone Production Facility (SPF). The premix materials cement, slag and fly ash are blended together prior to transfer to the grout mixer. The premix is fed to the grout mixer in the SPF and the salt solution is incorporated into the premix in the grout mixer, yielding saltstone slurry. The saltstone slurry drops into a hopper and then is pumped to the vault. Countercurrent Flow Limitation Experiments and Modeling for Improved Reactor Safety

This project is investigating countercurrent flow and “flooding” phenomena in light water reactor systems to improve reactor safety of current and future reactors. To better understand the occurrence of flooding in the surge line geometry of a PWR, two experimental programs were performed. In the first, a test facility with an acrylic test section provided visual data on flooding for air-water systems in large diameter tubes. This test section also allowed for development of techniques to form an annular liquid film along the inner surface of the “surge line” and other techniques which would be difficult to verify in an opaque test section. Based on experiences in the air-water testing and the improved understanding of flooding phenomena, two series of tests were conducted in a large-diameter, stainless steel test section. Air-water test results and steam-water test results were directly compared to note the effect of condensation. Results indicate that, as for smaller diameter tubes, the flooding phenomena is predominantly driven by the hydrodynamics. Tests with the test sections inclined were attempted but the annular film was easily disrupted. A theoretical model for steam venting from inclined tubes is proposed herein and validated against air-water data. Empirical correlations were proposed for …

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD), in its response to unconventional threats from terrorists, uses biometrics technologies that identify physical attributes, including fingerprints and iris scans. However, coordinating the development and implementation of biometrics and ensuring interoperability across DOD has been difficult to achieve. Biometrics also is an enabling technology for identity management, a concept that seeks to manage personally identifiable information to enable improved governmentwide sharing and analysis of identity information. GAO was asked to examine the extent to which DOD has established biometrics goals and objectives, implementing guidance for managing biometrics activities, and a designated budget. To address these objectives, GAO reviewed documentation, including DOD biometrics policy and directives, and interviewed key DOD officials involved with making policy and funding decisions regarding biometrics."

Development of Tc-99m Imaging Agents for Abeta Plaques

Development of SPECT imaging agents based on Tc-99m targeting Aβ plaques is useful for diagnosis of Alzheimer’s disease (AD). A stilbene derivative, [11C]SB-13, showing promise in detecting senile plaques present in AD patients has been reported previously1,2. Based on the 4’-amino-stilbene core structure we have added substituted groups through which a chelating group, N2S2, was conjugated. We report herein a series of Tc-99m labeled stilbene derivative conjugated with a TcO[N2S2] core. The syntheses of stilbenes containing a N2S2 chelating ligand are achieved by a scheme shown. Lipophilic 99mTc stilbene complexes were successfully prepared and purified through HPLC. Preliminary results of in vitro labeling of brain sections from transgenic mice showed very promising plaque labeling. These 99mTc stilbene derivatives are warranted for further evaluations as potential imaging agents targeting amyloid plaques.

Disaster Recovery: Past Experiences Offer Insights for Recovering from Hurricanes Ike and Gustav and Other Recent Natural Disasters

A letter report issued by the Government Accountability Office with an abstract that begins "This month, Hurricanes Ike and Gustav struck the Gulf Coast producing widespread damage and leading to federal major disaster declarations. Earlier this year, heavy flooding resulted in similar declarations in seven Midwest states. In response, federal agencies have provided millions of dollars in assistance to help with short- and long-term recovery. State and local governments bear the primary responsibility for recovery and have a great stake in its success. Experiences from past disasters may help them better prepare for the challenges of managing and implementing the complexities of disaster recovery. GAO was asked to identify insights from past disasters and share them with state and local officials undertaking recovery activities. GAO reviewed six past disasters-- the Loma Prieta earthquake in northern California (1989), Hurricane Andrew in south Florida (1992), the Northridge earthquake in Los Angeles, California (1994), the Kobe earthquake in Japan (1995), the Grand Forks/Red River flood in North Dakota and Minnesota (1997), and Hurricanes Katrina and Rita in the Gulf Coast (2005). GAO focused on whether (1) existing DOD funds control systems, processes, and internal controls provide reasonable assurance that ADA violations will be prevented or detected and whether key funds control personnel are trained; (2) investigations of ADA violations are processed in accordance with applicable DOD regulations; and (3) DOD tracks and reports metrics pertaining to its ADA investigations and what disciplinary actions are taken when ADA violations have occurred. GAO's review included all 54 ADA military service case files closed in fiscal years 2006 and 2007. Correspondence issued by the Government Accountability Office with an abstract that begins "This letter responds to a mandate in House Report No. 110-187 that directed GAO to review the Environmental Protection Agency's (EPA) budget execution, specifically to identify the factors that influence EPA's operating plan allocations to the regional offices for a selected national program and to compare and contrast these operating plan allocations with EPA's reported obligations in the regional offices. After discussing this mandate with your offices, we focused our review on EPA's enforcement and compliance assurance program in the regional offices. EPA, in partnership with state agencies, oversees compliance with 44 separate environmental programs. These programs regulate facilities--such as sewage treatment plants, petroleum refineries, and power plants--whose operations could pollute the air, water, and land, and thereby endanger public health and the environment. EPA and its regulatory partners are responsible for ensuring that these regulated facilities comply with program requirements and taking enforcement action in instances of noncompliance. EPA administers its environmental enforcement and compliance assurance responsibilities through its headquarters Office of Enforcement and Compliance Assurance (OECA).
