Development and Pilot Manufacture of Pseudo-Electric Double Layer Capacitors

Binghamton University carried out basic studies on thermal characteristics of the current ELDC design and characterization of current active and conductive carbon materials used to fabricate ELDC and p-ELDC. Multi physics approach was take for thermal modeling to understand the temperature distribution of an individual cell as well as multi-cell systems, which is an important factor to the reliability of ELDC?s and p-ELDC?s. Structure and properties were characterized for various raw active carbon materials which can be used as electrode to look into potential cost reduction opportunity without degrading the performance. BU team also performed experiments for compositional optimization studies for active carbon, conductive carbon, and binder formulation. A few laboratory instruments were installed for this project at BU. These instruments will continued to be used to carry out further research and development tasks relevant to ELDC and p-ELDC. Project subawardee, Ioxus, Inc., successfully created, enhanced, and then generated a product line of hybrid capacitors which now range in size from 220 Farads (F) to 1000F. These products have been proven to work as the primary energy storage method for LED lighting applications, and two significant commercial applications are evaluating these devices for use. DOD Health Care: Cost Impact of Health Care Reform and the Extension of Dependent Coverage

A publication issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) offers health care to eligible beneficiaries through TRICARE, its health care program. Recently enacted health care reform legislation--the Patient Protection and Affordable Care Act (PPACA) and the Health Care and Education Reconciliation Act of 2010 (HCERA)--has implications for much of the nation's health care system, including TRICARE. One particular health reform provision directed certain health insurance plans to extend coverage to dependents up to age 26. Though this provision does not apply to TRICARE because it is not considered a health insurance plan, the subsequent Ike Skelton National Defense Authorization Act for Fiscal Year 2011 (NDAA 2011) included a similar provision that extends TRICARE coverage to certain dependent children of TRICARE beneficiaries. In response, in May 2011, DOD began implementing TRICARE Young Adult (TYA), a premium-based health care plan that extends TRICARE coverage to dependents of TRICARE beneficiaries up to age 26 who do not have access to employer-sponsored health care coverage and are unmarried. DOD Met Statutory Reporting Requirements on Public-Private Competitions

A publication issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) relies on a multisector workforce of military personnel, other federal employees, and private contractors to perform needed services. The contractor workforce is substantial: DOD is the federal government's largest purchaser of contractor-provided services, such as aircraft maintenance or base operating support. Determining whether to obtain services with in-house resources or through private sector contractors is an important economic and strategic decision essential to DOD's effective and efficient use of taxpayer dollars. Conducting competitions between public and private sources to identify the most cost-effective provider of services is one tool DOD can use to achieve such efficiencies. In the National Defense Authorization Act for Fiscal Year 2010 (NDAA 2010), Congress imposed a temporary moratorium on new competitions involving functions currently performed by DOD civilian employees until, among other things, DOD reviewed and reported to Congress on various aspects of its public-private competition policies. The department submitted a report to Congress on its review on June 28, 2011. Effect of Energy Efficiency Standards on Natural Gas Prices

A primary justification for the establishment of energy efficiency standards for home appliances is the existence of information deficiencies and externalities in the market for appliances. For example, when a long-term homeowner purchases a new gas-fired water heater, she will maximize the value of her purchase by comparing the life-cycle cost of ownership of available units, including both total installed cost - purchase price plus installation costs - and operating cost in the calculus. Choice of the appliance with the lowest life-cycle costs leads to the most economically efficient balance between capital cost and fuel cost. However, if the purchaser's expected period of ownership is shorter than the useful life of the appliance, or the purchaser does not pay for the fuel used by the appliance, as is often the case with rental property, fuel cost will be external to her costs, biasing her decision toward spending less on fuel efficiency and resulting in the purchase of an appliance with greater than optimal fuel usage. By imposing an efficiency standard on appliances, less efficient appliances are made unavailable, precluding less efficient purchases and reducing fuel usage. Electron Emission From Slightly Oxidized Delta-stabilized Plutonium Generated by its Radioactivity, and Radiation Induced Ionization and Dissociation of Hydrogen at its Surface

Energy dependent electron emission between zero and 1.4 keV generated by the natural reactivity of plutonium was measured by an electrostatic spectrometer with known acceptance angle and acceptance area. The electron spectral intensity decreases continuously except for a distinctive feature of unknown origin at approximately 180eV. The spectrum was converted to energy dependent electron flux (e/cm{sup 2} s) using the assumption that the emission has a cosine angular distribution. The energy dependent electron mean free path in gases and literature cross sections for electron induced reactions were used to determine the number of ionization and dissociation reactions per cm{sup 2} second, found to be about 8*10{sup 8}/cm{sup 2}s and 1.5*10{sup 8}/cm{sup 2}s, respectively, for hydrogen. These results are to be used with caution until complementary measurements can be made, e.g. independent measurement of the total emitted electron current, since the results here are based on the assumption that the electron emission has a cosine angular distribution. That is unlikely to be correct.

Electron Emission from Slightly Oxidized Depleted Uranium Generated by its Own Radioactivity Measured by Electron Spectroscopy, and Electron-Induced Dissociation and Ionization of Hydrogen Near its Surface.

Energy dependent electron emission (counts per second) between zero and 1.4 keV generated by the natural reactivity of uranium was measured by an electrostatic spectrometer with known acceptance angle and acceptance area. The electron intensity decreases continuously with energy, but at different rates in different energy regimes, suggesting that a variety of processes may be involved in producing the observed electron emission. The spectrum was converted to energy dependent electron flux (e-/cm{sup 2} s) using the assumption that the emission has a cosine angular distribution. The flux decreased rapidly from {approx}10{sup 6}/cm{sup 2}s to {approx}10{sup 5}/cm{sup 2}s in the energy range from zero to 200 eV, and then more slowly from {approx}10{sup 5}/cm{sup 2}s to {approx}3*10{sup 4}/cm{sup 2} s in the range from 200 to 1400 eV. The energy dependent electron mean free path in gases together with literature cross sections for electron induced reactions were used to determine the number of ionization and dissociation reactions per cm{sup 2}s within the inelastic mean free path of electrons, and found to be about 1.3*10{sup 8}/cm{sup 2}s and 1.5*10{sup 7}/cm{sup 2}s, respectively, for hydrogen. Excess Uranium Inventories: Clarifying DOE's Disposition Options Could Help Avoid Further Legal Violations

A letter report issued by the Government Accountability Office with an abstract that begins "Uranium is a key component in the production of nuclear energy and nuclear weapons. The Department of Energy (DOE) manages the nation's surplus uranium, which is derived in part from former nuclear weapons production. In 2008, DOE published a uranium management plan that set a target for DOE uranium sales and transfers to avert harm to the domestic uranium industry. In 2009, DOE began using natural uranium to pay for cleanup work at a former uranium enrichment facility in Ohio, without having identified such transactions in its 2008 plan. As directed, GAO reviewed DOE's uranium management program. This report examines (1) DOE's uranium transactions and plans for future transactions, (2) the extent to which these transactions were consistent with DOE's uranium management plan, and (3) the extent to which these transactions were consistent with federal law. GAO reviewed transaction documents and contracts and interviewed knowledgeable DOE, contractor, and uranium industry officials and uranium market analysts."
