Nevertheless, because U.S. funding and focus has shifted in recent years, this report provides only a partial view of U.S. nonproliferation and threat reduction programs.

Sovereign debt, also called public debt or government debt, refers to debt incurred by governments. Since the global financial crisis of 2008-2009, public debt in advanced economies has increased substantially. A number of factors related to the financial crisis have fueled the increase, including fiscal stimulus packages, the nationalization of private-sector debt, and lower tax revenue. Even if economic growth reverses some of these trends, such as by boosting tax receipts and reducing spending on government programs, aging populations in advanced economies are expected to strain government debt levels in coming years.

Reducing the Budget Deficit: Tax Policy Options

This report begins by reviewing the current fiscal situation. As a percentage of gross domestic product (GDP), revenues remain at historically low levels while spending remains elevated, contributing to budget deficits. The budget deficit in FY2011 is projected to be nearly $1.5 trillion, or 9.8% of GDP. Further, in recent years, the share of the federal budget devoted to mandatory spending has increased, making it difficult, if not impossible, for fiscal sustainability to be achieved through cuts in discretionary spending alone. Large budget deficits continue to contribute to a growing national debt, which, if left unchecked, could undermine future economic growth.

China and Proliferation of Weapons of Mass Destruction and Missiles: Policy Issues

This CRS Report, updated as warranted, discusses the security problem of China's role in weapons proliferation and issues related to the U.S. policy response since the mid- 1990s. China has taken some steps to mollify U.S. and other foreign concerns about its role in weapons proliferation. Nonetheless, supplies from China have aggravated trends that result in ambiguous technical aid, more indigenous capabilities, longer-range missiles, and secondary (retransferred) proliferation. According to unclassified intelligence reports submitted as required to Congress, China has been a "key supplier" of technology, particularly PRC entities providing nuclear and missile-related technology to Pakistan and missile-related technology to Iran.

The Administration's FY2012 budget would zero-out certain national activities related to Community Service Block Grant (CSBG), including Rural Community Facilities and Job Opportunities for Low-Income Individuals (JOLI). The budget requests $20 million for Community Economic Development (down from the FY2010 level of $36 million but more than the final FY2011 level of $18 million), and would target these funds toward the multiagency Healthy Food Financing Initiative. The Administration would fund Individual Development Accounts (IDAs, also known as Assets for Independence) at $24 million in FY2012, which is the same level as in FY2010 and FY2011.

The FCC's Authority to Regulate Net Neutrality After Comcast v. FCC

This report discusses the major debate over the government's role in the Internet that is currently occurring. Legally, the question appears to be whether the Federal Communications Commission (FCC or Commission) currently has the authority to regulate the ways in which Internet Service Providers (ISPs) manage Internet traffic over their networks. The FCC adopted an Internet Policy Statement in 2005 that expressed the agency's support for a policy of non-discrimination toward Internet traffic, subject to reasonable network management.
