A letter report issued by the Government Accountability Office with an abstract that begins "The Drug Enforcement Administration's (DEA) Diversion Control Program is responsible for enforcing the Controlled Substances Act (CSA) and ensuring the availability of prescription drugs such as pain relievers and stimulants while preventing their diversion for abuse. The CSA requires entities handling controlled substances--such as manufacturers, pharmacies, and physicians, among others-- to register with DEA, which conducts regulatory investigations of registrants, as well as criminal investigations. GAO was asked (1) how DEA manages diversion investigation efforts, and (2) how DEA ensures policies and procedures are followed for investigations and the extent to which it determines the results of its efforts. GAO reviewed DEA policies and procedures, and interviewed DEA, state, and local officials at eleven locations which were selected on the basis of volume of cases handled, geographic diversity, and other considerations. These observations are not generalizable, but provided insights on DEA operations."

This report focuses on the implications that certain elements of China's military modernization may have for future required U.S. Navy capabilities. The issue for Congress addressed in this report is: How should China's military modernization be factored into decisions about U.S. Navy programs? Congress's decisions on this issue could significantly affect future U.S. Navy capabilities, U.S. Navy funding requirements, and the U.S. defense industrial base, including the shipbuilding industry.

This report describes the relationship between the United States and the Sultanate of Oman, especially with respect to Oman's support of U.S. efforts toward peace in the Middle East, the U.S. free trade agreement with Oman, and Oman's relatively close relations with Iran, the last of which seems incongruous with the other positive aspects of Oman's relationship with the U.S.

Liquid cooling is key to reducing energy consumption for this generation of supercomputers and remains on the roadmap for the foreseeable future. This is because the heat capacity of liquids is orders of magnitude larger than that of air and once heat has been transferred to a liquid, it can be removed from the datacenter efficiently. The transition from air to liquid cooling is an inflection point providing an opportunity to work collectively to set guidelines for facilitating the energy efficiency of liquid-cooled High Performance Computing (HPC) facilities and systems. The vision is to use non-compressor-based cooling, to facilitate heat re-use, and thereby build solutions that are more energy-efficient, less carbon intensive and more cost effective than their air-cooled predecessors. The Energy Efficient HPC Working Group is developing guidelines for warmer liquid-cooling temperatures in order to standardize facility and HPC equipment, and provide more opportunity for reuse of waste heat. This report describes the development of those guidelines.

Diatoms are a distinctive group of microalgae with the unique ability to produce a highly-ordered biosilica matrix, known as the frustule. Diatoms hold significant potential in the biotechnology field as a silica scaffold for embedding proteins. In this study, we analyzed the funtionalization of biosilica with a receptor complex through genetic modification of the diatom, Thalassiosira pseudonana. Through the use of Foerster Resonance Energy Transfer (FRET), the receptor was shown to remain active in transformed frustules after the inner cellular contents were removed. In addition to protein functionality, growth conditions for T. pseudonana were optimized. Untransformed cultures receiving aeration grew more rapidly than stagnant untransformed cultures. Surprisingly, transformed cultures grew more quickly than untransformed cultures. This study demonstrates isolated diatom frustules provide an effective scaffold for embedded receptor complexes. Through this research, we provide the groundwork for the development of new biosensors for use in diagnostics and environmental remediation.

The ability to insert complex proteins into silica has many applications including biosensing. Previous research has demonstrated how to direct proteins to the biosilica of diatoms [1]. Here, we show that a complex fusion protein that includes an enzyme, a bacterial ribose periplasmic binding protein, flanked by fluorescent proteins constituting a FRET pair can remain functional in the frustules of living diatoms. A Sil3 tag is attached to the N-terminal end to localize the fusion protein to frustules of the diatom Thalassiosira pseudonana. When ribose was applied, a larger decrease in FRET response was seen in transformed cells than in untransformed cells. Multiple forms of the expression vector were tested to find the optimal system; specifically, a one-vector system was compared to a two-vector system and the gDNA version of the Sil3 localization tag was compared to the cDNA version. The optimal system was found to be a one-vector system with the genomic version of the Sil3 tag to direct the protein to the frustules. Localization of the enzyme to the frustules was further confirmed through cell fluorescence imaging.

Transcript of an oral interview with Brigadier General Harry Bayne. Bayne joined the Army Air Corps as a private in September, 1941. By August, 1942, he had attained the rank of flying sergeant, but soon was commissioned a second lieutenant. His first assignement was ferrying airplanes to fields where pilots were training. Eventually, he was sent to India and flew missions carrying fuel over the Himalaya Mountains to bombers and other airplanes operating out of China. He flew sixty-three missions over the HUmp before the end of the war. After the war, he remained in a pilot training command. What follows is a conversation about the remainder of Bayne's career in the military. He flew more planes, closed air bases in Europe, took a young Prince Charles of England for a joy ride in a plane, etc. Bayne also discusses his role in the recovery of the hydrogen bomb that was aboard a B-52 that crashed off the coast of Spain in the Mediterranean Sea in 1966.

Transcript of an oral interview with Gilberto Mendez. Mendez's parents left Mexico in 1910 to escape the violence Mexican Revolution and relocated to San Antonio, Texas, where Gilberto was raised until the family moved back to Mexico during the Depression. When Mexico declared war on Germany in 1942, Mendez was drafted into the Mexican Army (Spanish: Erjecito Mexicano) for one year. Upon being discharged from the Mexican Army, Mendez was called up in the US where he volunteered for duty in the US Marine Corps. He trained in Sna Diego and then went to Hawaii. From there, he was attached as a replacement prior to the invasion of Iwo Jima. Mendez landed on Iwo Jima six days after the beginning of the invasion. Mendez then describes action on Iwo Jima in which he faced a banzai charge from Japanese infantry and shot twenty enemy soldiers. After about a week of combat on Iwo Jima, Mendez was wounded by an exploding mortar round and evacuated from the island to a hospital ship. He eventually made his way back to the US where he was discharged from the Marine Corps in November, 1945. Mendez then mentions that he did a little boxing …
