Ab Initio Many-Body Calculations Of n-3H, n-4He, p-3,4He, And n-10Be Scattering
We develop a new ab initio many-body approach capable of describing simultaneously both bound and scattering states in light nuclei, by combining the resonating-group method with the use of realistic interactions, and a microscopic and consistent description of the nucleon clusters. This approach preserves translational symmetry and Pauli principle. We present phase shifts for neutron scattering on {sup 3}H, {sup 4}He and {sup 10}Be and proton scattering on {sup 3,4}He, using realistic nucleon-nucleon potentials. Our A = 4 scattering results are compared to earlier ab initio calculations. We demonstrate that a proper treatment of the coupling to the n-{sup 10}Be continuum is essential to explain the parity-inverted ground state in {sup 11}Be.

Acclerator R&D for a Linear Collider
The goal of this project was to perform simulations of beam transport in linear colliders, with an emphasis on emittance dilution, spin polarization transport, and development and testing of beam based tuning algorithms. Our simulations are based on an existing object-oriented particle-tracking library, Bmad. To facilitate the efficient development of simulations, an accelerator design and analysis program based on Bmad has been developed called Tao (Tool for Accelerator Optics). The three beam-based alignment algorithms, Dispersion Free Steering, Ballistic Alignment (BA), and the Kubo Method have been implemented in Tao. We have studied the effects of magnet misalignments, BPM resolution, beam jitter, stray fields, BPM and steering magnet failure and the effects of various cavity shape wakefields. A parametric study has been conducted in the presence of the above types of errors for all three alignment algorithms. We find that BPM resolution has only modest impact on the effectiveness of beam based alignment. The DFS correction algorithm was found to be very robust in situations where there were BPM and/or steering magnet failures. AMMONIA CONCENTRATION IN SALTSTONE HEADSPACE SUMMARY REPORT
The Saltstone Facility Documented Safety Analysis (DSA) is under revision to accommodate changes in the Composite Lower Flammability Limit (CLFL) from the introduction of Isopar into Tank 50. Saltstone samples were prepared with an 'MCU' type salt solution spiked with ammonia. The ammonia released from the saltstone was captured and analyzed. The ammonia concentration found in the headspace of samples maintained at 95 C and 1 atm was, to 95% confidence, less than or equal to 3.9 mg/L. Tank 50 is fed by several influent streams. The salt solution from Tank 50 is pumped to the salt feed tank (SFT) in the Saltstone Production Facility (SPF). The premix materials cement, slag and fly ash are blended together prior to transfer to the grout mixer. The premix is fed to the grout mixer in the SPF and the salt solution is incorporated into the premix in the grout mixer, yielding saltstone slurry. The saltstone slurry drops into a hopper and then is pumped to the vault. The Saltstone Facility Documented Safety Analysis (DSA) is under revision to accommodate changes in the Composite Lower Flammability Limit (CLFL) from the introduction of Isopar{reg_sign} L into Tank 50. Antidumping and Countervailing Duties: Congress and Agencies Should Take Additional Steps to Reduce Substantial Shortfalls in Duty Collection
A letter report issued by the Government Accountability Office with an abstract that begins "U.S. Customs and Border Protection (CBP) has been unable to collect hundreds of millions of dollars in antidumping (AD) and countervailing (CV) duties. The Department of Commerce imposes these duties to remedy injurious unfair foreign trade practices (unfairly low prices or subsidies). The noncollection of AD/CV duties means that the U.S. government has not fully remedied the unfair trade practices and bears a substantial loss of revenue. GAO was asked to examine the (1) nature and extent of uncollected AD/CV duties, (2) factors contributing to uncollected AD/CV duties and steps taken to address these factors, and (3) options for aiding duty collections. To analyze these issues, GAO reviewed CBP data for fiscal years 2001 through 2007, agency documents and reports, and interviewed government officials and private sector representatives"

Assessing continuum postulates in simulations of granular flow
Continuum mechanics relies on the fundamental notion of a mesoscopic volume"element" in which properties averaged over discrete particles obey deterministic relationships. Recent work on granular materials suggests a continuum law may be inapplicable, revealing inhomogeneities at the particle level, such as force chains and slow cage breaking. Here, we analyze large-scale three-dimensional Discrete-Element Method (DEM) simulations of different granular flows and show that an approximate"granular element" defined at the scale of observed dynamical correlations (roughly three to five particle diameters) has a reasonable continuum interpretation. By viewing all the simulations as an ensemble of granular elements which deform and move with the flow, we can track material evolution at a local level. Our results confirm some of the hypotheses of classical plasticity theory while contradicting others and suggest a subtle physical picture of granular failure, combining liquid-like dependence on deformation rate and solid-like dependence on strain. Our computational methods and results can be used to guide the development of more realistic continuum models, based on observed local relationships betweenaverage variables.
