The Line Item Veto Act

The Line Item Veto Act of 1996 (Public Law 104-130, 110 Stat. 1200), gives the President expanded rescission authority by changing the burden of action and coverage. Under the Impoundment Control Act of 1974 (88 Stat. 332), the President must obtain the support of both Houses within a specified time period for a rescission to become permanent, while the new law puts the burden on Congress to disapprove presidential rescission proposals within a 30-day period. Along with rescission of discretionary appropriations, the new law subjects any new item of direct spending (entitlement) and certain limited tax benefits to cancellation as well.

Japan-U.S. Trade U.S. Exports of Negotiated Products, 1985-1990

Trade relations between the United States and Japan in the 1980s were marked by U.S. efforts to pressure Japan to absorb increasingly greater amounts of U.S. exports. The United States sought to improve its steadily worsening bilateral trade deficit with Japan by negotiating to lower barriers to U.S. exports through the General Agreement on Tariffs and Trade, the Market Oriented, Sector Selective Talks, the Super 301 process, the Structural Impediments Initiative, and other bilateral fora. The United States succeeded in having Japan take some market-opening measures, and despite fluctuations, U.S. exports to Japan of most of the products which were the subject of negotiations by the two countries between 1985 and 1990 have increased.

Gas Hydrates: Resource and Hazard

Solid gas hydrates are a potentially huge resource of natural gas for the United States. The U.S. Geological Survey estimated that there are about 85 trillion cubic feet (TCF) of technically recoverable gas hydrates in northern Alaska. Gas hydrates are both a potential resource and a risk, representing a significant hazard to conventional oil and gas drilling and production operations. This report addresses the issue of cost and method of recovering potential gas hydrates, as well as the advantages and disadvantages of using gas hydrates as a potential energy source. Included is information on the Methane Hydrate Research and Development Act of 2000 and the Energy Policy Act of 2005.
