Mahon acknowledges his receipt of the letter from Carswell regarding food stamps for striking workers. Mahon defends his stance on the issue, advises that he attached the speech he made regarding the food stamp amendment, and states, "I hardly had any alternative but to support the bill as drafted" for strategy and parliamentary reasons. He advises that he caved on the food stamps for strikers to save West Texas agriculture and to maintain his strength as Chairman of the Committee. He states that he hesitated writing such a long letter but felt that Carswell would want to understand some of the complexities involved in his work.
