244-CR Vault Interim Stabilization Project Plan

The 244-CR Vault is a two-level, multi-cell structure of reinforced concrete constructed below grade. The lower cell contains four individual compartments, each containing a steel process storage tank and equipped with a concrete sump. The upper cell contains the piping and support equipment, and has two compartments for each of the tanks. The ''pump pit'' is accessed by the removal of concrete cover blocks, while the smaller ''riser pit'' is accessed by steel cover plates. The facility most recently was used as a double-contained receiver tank (DCRT). A DCRT is a type of waste transfer tank that together with its related equipment constitutes a short-term storage area for liquid waste and has a pump pit for waste transfer operations. This vault most recently was used for short-term storage and waste routing for saltwell liquid pumped from the 241-C Tank Farm in the 200 East Area. Waste transfer lines are connected inside the pump pit by a jumper installed between connecting nozzles. An active ventilation system is in operation at the 244-CR vault. Advanced Algorithms for Rapidly Reconstructing Clandestine Releases of Biological Agents in Urban Areas

As the United States plays a greater role in the 21st Century as global peacekeeper and international defender of human rights and democratic principles, there is an increasing likelihood that it will become the focus of acts of terrorism. Such acts of terrorism--sometimes described as ''asymmetric''--could involve the threat or use of weapons of mass destruction (WMD), particularly those considered unconventional, which include ones designed to release chemical or biological agents. In fact, biological agents are of great concern because, as noted by D.A. Henderson of the Center for Civilian Biodefense Studies at Johns Hopkins University in Baltimore, MD, ''... with shortages of hospital space, vaccines, antibiotics, there would be chaos.'' (Williams, 2000). Unfortunately, potential aggressor nations, terrorist groups, and even individuals, can, for a modest cost and effort, develop covert capabilities for manufacturing, transporting, and offensively using biological weapons of mass destruction. ADVANCED DIAGNOSTIC TECHNIQUES FOR THREE-PHASE SLURRY BUBBLE COLUMN REACTORS (SBCR)

This report summarizes the accomplishment made during the first year of this cooperative research effort between Washington University, Ohio State University and Air Products and Chemicals. A technical review of the variables affecting the SBCR performance, some aspects of bubble dynamics and hydrodynamics properties and physical properties of FT waxes and catalyst have been performed. The needed experimental facilities and measurement techniques have been evaluated and prepared. Exxon Norpar 14 has been suggested as a solvent to be used that mimics at room temperature and pressure up to 200 psi the hydrodynamics of FT waxes. A new correlation has been developed and tested to predict gas-liquid mass transfer coefficient at high pressure operation based on high pressure gas holdup and atmospheric data of gas-liquid mass transfer coefficient.

The goals of the DOE cost-shared Class Program are to: (1) extend economic production, (2) increase ultimate recovery, and (3) broaden information exchange and technology application. Advancement and Refinement of HyperSoar Modeling

This report discusses the topic of periodic cruise trajectories for hypersonic flight. An extensive review of previous work associated with periodic cruise trajectories for subsonic, supersonic and hypersonic flight is presented to provide the background for this investigation. The primary objective of this report is to discuss why periodic cruise trajectories lead to near fuel-optimal trajectories from a heuristic, mathematical and computational perspective with air breathing propulsion. Results to date indicate that periodic achieves greater fuel savings by exchanging kinetic and potential energy more efficiently. The vehicle attempts to chatter back and forth between where the vehicle wants to fly for optimum aerodynamic and propulsive performance. Results from computational simulations are inconclusive and require further work to define appropriate interfaces for aerodynamic and propulsion data decks for input into the POST software. The notional design of a vehicle to fly periodic hypersonic cruise trajectories was improved by including concepts for engine installation, flight controls and by including considerations for off-design performance. This notional design provides a better starting point for more serious and complete vehicle design studies.

A Mach-Zehnder interferometer was used for analysis of pressure waves generated by ultrashort laser pulse ablation of water. It was found that the shock wave generated by plasma formation rapidly decays to an acoustic wave. Both experimental and theoretical studies demonstrated that the energy transfer to the mechanical shock was less than 1%.

Milestone M-45-09E of the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement or TPA) [TPA 1996] requires submittal of an annual progress report on the development of waste tank leak detection, monitoring, and mitigation (LDMM) activities associated with the retrieval of waste from single-shell tanks (SSTs). This report details progress for fiscal year 2000, building on the current LDMM strategy and including discussion of technologies, applications, cost, schedule, and technical data. The report also includes discussion of demonstrations conducted and recommendations for additional testing. Tri-Party Agreement Milestones M-45-08A and M-45-08B required design and demonstration of LDMM systems for initial retrieval of SST waste. These specific milestones have recently been deleted as part of the M-45-00A change package. Future LDMM development work has been incorporated into specific technology demonstration milestones and SST waste retrieval milestones in the M-45-03 and M-45-05 milestone series.

Application of finite element, global polynomial, and kriging response surfaces in Progressive Lattice Sampling designs

This paper examines the modeling accuracy of finite element interpolation, kriging, and polynomial regression used in conjunction with the Progressive Lattice Sampling (PLS) incremental design-of-experiments approach. PLS is a paradigm for sampling a deterministic hypercubic parameter space by placing and incrementally adding samples in a manner intended to maximally reduce lack of knowledge in the parameter space. When combined with suitable interpolation methods, PLS is a formulation for progressive construction of response surface approximations (RSA) in which the RSA are efficiently upgradable, and upon upgrading, offer convergence information essential in estimating error introduced by the use of RSA in the problem. The three interpolation methods tried here are examined for performance in replicating an analytic test function as measured by several different indicators. The process described here provides a framework for future studies using other interpolation schemes, test functions, and measures of approximation quality.

Application of Laboratory and Modeling Capabilities to Extreme Ultraviolet Spectroscopy of Astrophysical Sources

Work funded by the subject LDRD proposal has produced the following results. First, a comprehensive catalog of EUV lines from M-shell iron (Fe IX-XVI) in the 60-140 {angstrom} waveband. Second, a revised estimate of the radiative cooling of high-temperature plasmas by Fe, which dominates the cooling in cosmic-abundance plasmas from 4 x 10{sup 5}K to 1 x 10{sup 7}K. Third, laboratory data to correct theoretical atomic models and develop reliable spectral models of M-shell Fe in the EUV. Fourth, a solution of the origin of the quasi-continuum in EUV spectra of late-type stars, which has been variously ascribed to a high-temperature tail on the emission measure distribution of stellar coronae, reduced metal abundances, resonant scattering (destruction) of emission lines, and incompleteness of atomic models.

Atom trap trace analysis

A new method of ultrasensitive trace-isotope analysis has been developed based upon the technique of laser manipulation of neutral atoms. It has been used to count individual {sup 85}Kr and {sup 81}Kr atoms present in a natural krypton sample with isotopic abundances in the range of 10{sup {minus}11} and 10{sup {minus}13}, respectively. The atom counts are free of contamination from other isotopes, elements,or molecules. The method is applicable to other trace-isotopes that can be efficiently captured with a magneto-optical trap, and has a broad range of potential applications.

Biosphere Process Model Report

To evaluate the postclosure performance of a potential monitored geologic repository at Yucca Mountain, a Total System Performance Assessment (TSPA) will be conducted. Nine Process Model Reports (PMRs), including this document, are being developed to summarize the technical basis for each of the process models supporting the TSPA model. These reports cover the following areas: (1) Integrated Site Model; (2) Unsaturated Zone Flow and Transport; (3) Near Field Environment; (4) Engineered Barrier System Degradation, Flow, and Transport; (5) Waste Package Degradation; (6) Waste Form Degradation; (7) Saturated Zone Flow and Transport; (8) Biosphere; and (9) Disruptive Events. Analysis/Model Reports (AMRs) contain the more detailed technical information used to support TSPA and the PMRs. The AMRs consists of data, analyses, models, software, and supporting documentation that will be used to defend the applicability of each process model for evaluating the postclosure performance of the potential Yucca Mountain repository system. This documentation will ensure the traceability of information from its source through its ultimate use in the TSPA-Site Recommendation (SR) and in the National Environmental Policy Act (NEPA) analysis processes.
