A critical research goal for the spherical torus (ST) program is to initiate, ramp-up, and sustain a discharge without using the central solenoid. Simulations of non-solenoidal plasma scenarios in the National Spherical Torus Experiment (NSTX) [1] predict that high-harmonic fast wave (HHFW) heating and current drive (CD) [2] can play an important roll in enabling fully non-inductive (fNI {approx} 1) ST operation. The NSTX fNI {approx} 1 strategy requires 5-6 MW of HHFW power (PRF) to be coupled into a non-inductively generated discharge [3] with a plasma current, Ip {approx} 250-350 kA, driving the plasma into an HHFW H-mode with Ip {approx} 500 kA, a level where 90 keV deuterium neutral beam injection (NBI) can heat the plasma and provide additional CD. The initial approach on NSTX has been to heat Ip {approx} 300 kA, inductively heated, deuterium plasmas with CD phased HHFW power [2], in order to drive the plasma into an H-mode with fNI {approx} 1.

In 2009, 12.8 million students received Title IV aid, and approximately 18 million tax filers claimed a higher education tax benefit for current expenses. The number of students receiving Title IV aid increased from 10.4 million to 12.8 million, or 23 percent, from 2006 to 2009. The number of tax filers benefiting from an education tax expenditure was larger, and increased from 14.4 million to 18 million, or 25 percent, from 2006 to 2009. Recent increases in both Title IV aid and tax expenditures from 2008 to 2009 may be because of enrollment increases and legislative actions, among other factors. Title IV grants tend to benefit students and families with incomes below the national median (about $52,000 from 2006 to 2010), while loans and work-study serve these students as well as students at family incomes above the median. A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Homeland Security (DHS) has defined a vision for its new information technology (IT) governance process, which includes a tiered oversight structure that defines distinct roles and responsibilities throughout the department. The new governance framework and the associated policies and procedures are generally consistent with recent Office of Management and Budget (OMB) guidance and with best practices for managing projects and portfolios identified in GAO’s IT Investment Management framework, with two practices partially addressed and seven others fully addressed. For example, consistent with OMB guidance calling for the Chief Information Officer (CIO) to play a significant role in overseeing programs, DHS’s draft procedures require that lower-level boards overseeing IT programs include the DHS CIO, a component CIO, or a designated executive representative from a CIO office. In addition, consistent with practices identified in GAO’s IT Investment Management framework, DHS’s draft procedures identify key performance indicators for gauging portfolio performance. Testimony issued by the Government Accountability Office with an abstract that begins "Our March 2012 review found that the CMS Office of the Actuary’s (OACT) estimated cost of the demonstration exceeds $8 billion over 10 years. About $5.34 billion of this estimate is attributed to quality bonus payments more generous than those prescribed in PPACA, specifically to (1) higher bonuses for 4-star and 5-star plans, (2) new bonuses for 3-star and 3.5-star plans, (3) applying bonuses to plans’ entire benchmarks during the phase-in of PPACA’s new payment methodology, and (4) allowing plans’ benchmarks to exceed their pre-PPACA levels. Most of the remaining projected demonstration spending stems from higher MA enrollment because the bonuses enable MA plans to offer beneficiaries more benefits or lower premiums. Taken together, the expanded bonuses and higher enrollment mainly benefit average-performing plans—those receiving 3 and 3.5-star ratings. Also, while a reduction in MA payments was projected to occur as a result of PPACA’s payment reforms, OACT estimated that the demonstration would offset more than one-third of these payment reductions projected for 2012 through 2014."

Oak Ridge National Laboratory has been investigating a new class of Fe-based amorphous material stemming from a DARPA, Defense Advanced Research Projects Agency initiative in structural amorphous metals. Further engineering of the original SAM materials such as chemistry modifications and manufacturing processes, has led to the development of a class of Fe based amorphous materials that upon processing, devitrify into a nearly homogeneous distribution of nano sized complex metal carbides and borides. The powder material is produced through the gas atomization process and subsequently utilized by several methods; laser fusing as a coating to existing components or bulk consolidated into new components through various powder metallurgy techniques (vacuum hot pressing, Dynaforge, and hot isostatic pressing). The unique fine scale distribution of microstructural features yields a material with high hardness and wear resistance compared to material produced through conventional processing techniques such as casting while maintaining adequate fracture toughness. Several compositions have been examined including those specifically designed for high hardness and wear resistance and a composition specifically tailored to devitrify into an austenitic matrix (similar to a stainless steel) which poses improved corrosion behavior.

Interview with South Carolina-born African American resident of Fort Worth, Texas, Mae Cora Peterson, a non-profit administrator and educator. The interview includes Peterson's personal experiences of childhood on the South Carolina State College campus in Orangeburg, South Carolina, life under the Jim Crow laws, working at Border Mission, her move to and impressions of Fort Worth under Jim Crow laws, graduate school at the University of Michigan, and colorism. Peterson talks about her husband's job at Maxwell Steel in Fort Worth, taking a cruise to Havana, Cuba, on a Jim Crow passenger ship, other blacks' disbelief of privileged childhood and insulation from the full effects of segregation, education jobs at various colleges, working as Executive Secretary for the Fort Worth YWCA, and working as the dean of girls for Fort Worth ISD. Additionally, Peterson gives details on segregated Fort Worth high schools and desegregation, and her trip to London and Paris with her daughter. The interview includes an appendix with letters, contracts, job registration forms, yearbook excerpts, and an article about Mae Cora Peterson.

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of State (State) has improved the consistency of its rightsizing approach across overseas posts. However, differences between future staffing levels it projects are appropriate to meet mission needs and actual staffing levels still exist due to unanticipated events and other factors. GAO reported in 2006 that State’s Office of Management Policy, Rightsizing and Innovation (M/PRI) had not been conducting its rightsizing reviews consistently. Some reviews discussed various rightsizing elements, such as outsourcing, while others did not. State has since improved the consistency of its reviews by developing a variety of methodological tools and a standard template which it applies to each post. GAO found that over half of the 144 rightsizing projections analyzed were within 10 percent of actual staffing levels as of December 2011. In contrast, over 40 percent of the posts have staffing level differences of over 10 percent. Unanticipated events and other factors, such as changes in policies, contributed to these differences. Revenue loss estimates of certain provisions of these bills are also included, as well as a brief summary of H.R. 8. In addition, detailed summary tables comparing the Reid and Hatch proposals—to each other and to current law—are provided. Finally, this report concludes with a brief overview of the current policy debate surrounding the partial or full extension of the Bush tax cuts.

A letter report issued by the Government Accountability Office with an abstract that begins "Voluntary agencies consider various factors when determining where refugees will be placed, but few agencies we visited consulted relevant local stakeholders, which posed challenges for service providers. When deciding how many refugees to place in each community, some voluntary agencies prioritize local agency capacity, such as staffing levels, while others emphasize community capacity, such as housing availability. Although the Immigration and Nationality Act states that it is the intent of Congress for voluntary agencies to work closely with state and local stakeholders when making these decisions, the Department of State's Bureau of Population, Refugees, and Migration (PRM) offers limited guidance on how this should occur. Some communities GAO visited had developed formal processes for obtaining stakeholder input after receiving an overwhelming number of refugees, but most had not, which made it difficult for health care providers and school systems to prepare for and properly serve refugees."

Testimony issued by the Government Accountability Office with an abstract that begins "Over the last decade, working women’s access to and participation in employer-sponsored retirement plans have improved relative to men. In fact, from 1998 to 2009, women surpassed men in their likelihood of working for an employer that offered a pension plan—largely because the proportion of men covered by a plan declined. Furthermore, as employers have continued to terminate their defined benefit plans and switch to defined contribution plans, the proportion of women who worked for employers that offered a defined contribution plan increased. Women’s higher rates of pension coverage may be due to the fact that they are more likely to work in the public and nonprofit sectors and industries that offer coverage, such as health and education."
