Oral History Interview with Donald Bishop, September 25, 2020

The National Museum of the Pacific War presents an interview with Donald Bishop. Bishop joined the Marines late December 1942. He served with K Company, Third Battalion, First Marines. He shares his experiences through the Guadalcanal, New Britain and Peleliu campaigns. He was injured at Peleliu and returned to the US in late 1944. He assisted at West Point and Annapolis, teaching beach landings. He continued his service after the war ended, receiving his discharge on 22 January 1946.

Oral History Interview with Imogene Hill, September 25, 2014

The National Museum of the Pacific War presents an oral interview with Imogene Hill. Hill joined the Navy in September 1943 and received basic training in New York. Upon completion, she was assigned to San Diego as a telephone operator. She was discharged in January 1946 and later married Raymond Hill, a member of the Air Force stationed at Kelly Field. She lived with him in Morocco while he was stationed abroad between 1955 and 1957. When they returned to the States, she became a telephone operator for Sears.

Oral History Interview with Cecil D. Bettes, September 25, 2012

The National Museum of the Pacific War presents an oral interview with Cecil D. Bettes. Bettes joined the Army after finishing high school in Houston, Texas, in 1943. After basic training, Bettes was shipped to Italy and assigned to E Company, 2nd, Battalion,339th Regiment, 85th Infantry Division. He describes the death in combat of a close friend. In Italy, Bettes was wounded severley and sent to the hospital. Instead of allowing himself to be shipped to France, he broke out of the hospital and returned to his unit. He also mentions breaking through the Gothic Line. Bettes also describes a sour experiences he had with the Red Cross while he was hospitalized. Bettes also describes taking a few German soldiers prisoner.

Oral History Interview with Haynes Harkey, September 25, 2010

The National Museum of the Pacific War presents an oral interview with Haynes Harkey. Harkey left law school to volunteer for the Navy in the spring of 1941. He received orders to attend Notre Dame in the fall of 1942 and boarded the USS Indiana (BB-58) at Nouméa, New Caledonia, as an ensign in the spring of 1943. The most frightening event during his service was a collision with the USS Washington (BB-56) in which the bow of the ship tore into his stateroom. He was transferred to the USS Lake Champlain (CV-39). Harkey was responsible for ensuring that the other military branches being transported performed their own KP duties. He recalls one group’s Thanksgiving dinner being thrown overboard because no one assumed responsibility for their meal. Harkey returned home and was discharged in the spring of 1946. He returned to law school, this time on the GI Bill.

Correspondence issued by the Government Accountability Office with an abstract that begins "Since 2001, Congress has provided the Department of Defense (DOD) with $893 billion in supplemental and annual appropriations, as of June 2009, primarily for Overseas Contingency Operations (OCO).1 DOD's reported annual obligations2 for OCO have shown a steady increase from about $0.2 billion in fiscal year 2001 to about $162.4 billion in fiscal year 2008. For fiscal year 2009, Congress appropriated $151 billion in war-related requests. A total of $89.1 billion has been obligated through the third quarter of fiscal year 2009 through June 2009. The United States' commitments to OCO will likely involve the continued investment of significant resources, requiring decision makers to consider difficult trade-offs as the nation faces an increasing long-range fiscal challenge. The magnitude of future costs will depend on several direct and indirect cost variables and, in some cases, decisions that have not yet been made. DOD's future costs will likely be affected by the pace and duration of operations, the types of facilities needed to support troops overseas, redeployment plans, and the amount of equipment to be repaired or replaced. The U.S. government is the largest, most diverse, most complex, and arguably the most important entity on earth today. Useful, timely, and reliable financial and performance information is needed to make sound decisions on the current results and future direction of vital federal programs and policies. The Department of the Treasury (Treasury), in coordination with the Office of Management and Budget, annually prepares the Financial Report of the United States Government, hereafter referred to as the Consolidated Financial Report (CFR). The CFR is a general-purpose report of accountability intended internally for members of Congress, federal executives and federal program managers, and externally primarily for citizens and citizen intermediaries who are interested in and have a reasonable understanding of federal government activities and are willing to study the information with reasonable diligence. The nation's aviation system is still expected to grow and become more crowded in the coming years, exacerbating concerns about ground safety issues, including runway incursions, which occur when aircraft enter runways without authorization. This statement addresses (1) recent trends in runway incursions, (2) steps taken to improve runway safety, and (3) what more could be done. This statement is based on GAO's November 2007 report issued to this Subcommittee on runway safety. GAO's work on that report included surveying experts on the causes of runway incidents and accidents and the effectiveness of measures to address them, reviewing safety data, and interviewing agency and industry officials. Testimony issued by the Government Accountability Office with an abstract that begins "The Department of Homeland Security's (DHS) Domestic Nuclear Detection Office (DNDO) is responsible for addressing the threat of nuclear smuggling. Radiation detection portal monitors are key elements in our national defenses against such threats. DHS has sponsored testing to develop new monitors, known as advanced spectroscopic portal (ASP) monitors, to replace radiation detection equipment currently being used at ports of entry. ASPs may offer improvements over current generation portal monitors, particularly the potential to identify as well as detect radioactive material and thereby minimize both missed threats and false alarms. However, ASPs cost significantly more than current generation portal monitors, and testing of ASPs' capabilities needs to be more objective and rigorous. Due to concerns about ASPs' cost and performance, Congress has required that the Secretary of DHS certify that ASPs will provide a significant increase in operational effectiveness before obligating funds for full-scale ASP procurement. DHS is currently testing ASPs and anticipates a decision on certification in November 2008. Testimony issued by the Government Accountability Office with an abstract that begins "Since 1990, GAO has designated the Department of Defense's (DOD) management of major weapon system acquisitions a high risk area. DOD has taken some action to improve acquisition outcomes, but its weapon programs continue to take longer, cost more, and deliver fewer capabilities than originally planned. These persistent problems--coupled with current operational demands--have impelled DOD to work outside of its traditional acquisition process to acquire equipment that meet urgent warfighter needs. Poor outcomes in DOD's weapon system programs reverberate across the entire federal government. Over the next 5 years, DOD expects to invest more than $357 billion on the development and procurement of major defense acquisition programs. Every dollar wasted on acquiring weapon systems is less money available for other priorities. This testimony describes DOD's current weapon system investment portfolio, the problems that contribute to cost and schedule increases, potential solutions based on past GAO recommendations, and recent legislative initiatives and DOD actions aimed at improving outcomes. Correspondence issued by the Government Accountability Office with an abstract that begins "The Department of Homeland Security's (DHS) U.S. Citizenship and Immigration Services (USCIS) is responsible for granting or denying applications or petitions of foreign nationals seeking to become citizens of the United States or to study, work, or live in this country. In order to process the millions of applications and petitions that USCIS receives each year, USCIS uses contractors to perform various support services including SI International, Inc. and Stanley Associates for mail operations, fee collection, data collection, and file operations at its four service centers, in California, Nebraska, Vermont, and Texas. The contracts with these two firms are expiring, and USCIS has the option to extend the contracts for one year beginning in December 2008. We understand that USCIS may be planning to propose possible contract changes for the option year. Based on our ongoing work on USCIS user fees, we believe that improvements could be made to these contracts before the options to extend the contracts are exercised. LANL employees rely on sensitive and classified information and assets that are protected at different levels, depending on the risks posed if they were lost, stolen, or otherwise compromised. However, LANL has experienced several significant security breaches during the past decade. This testimony provides GAO's (1) views on physical security at LANL, as discussed in Los Alamos National Laboratory: Long-Term Strategies Needed to Improve Security and Management Oversight, GAO-08-694 (June 13, 2008); (2) preliminary observations on physical security at Lawrence Livermore National Laboratory; and (3) views on cyber security at LANL as discussed in Information Security: Actions Needed to Better Protect Los Alamos National Laboratory's Unclassified Computer Network, GAO-08-1001 (Sept. 9, 2008). Correspondence issued by the Government Accountability Office with an abstract that begins "Major changes affecting the U.S. Postal Service (USPS)--including declining mail volumes, increasing operating expenses such as rising fuel costs, and a more competitive marketplace--have reinforced the need for USPS to increase efficiency and reduce expenses in its mail processing network. This network includes over 600 facilities that sort mail and prepare it for transportation and delivery. First-Class Mail provides USPS with high revenue per piece and has traditionally helped USPS cover its overhead costs. However, First-Class Mail volumes have been declining since 2001 and this downward trend is expected to continue. Furthermore, while First-Class Mail volumes have been declining, worksharing by mailers has increased. Worksharing allows mailers to earn discounts on postage rates by presorting, preparing, and transporting their mail to a postal facility near the mail's destination. As worksharing has increased, ever-larger volumes of mail have bypassed most of USPS's processing activities, creating excess network capacity. To address these trends affecting its mail processing network, USPS has developed several initiatives to reduce costs and increase efficiency. Testimony issued by the Government Accountability Office with an abstract that begins "Since the July 31, 2007, Capitol Visitor Center (CVC) hearing, the project's construction has progressed, and Architect of the Capitol (AOC) is now anticipating a November 2008, opening date. In addition, AOC and the sequence 2 contractor have signed a contract modification that extends the date for completing the majority of the sequence 2 work from September 15, 2006 to November 15, 2007. However, because delays have occurred on a number of near-critical paths, and risks to the project's schedule remain, we agree with the November 2008 opening date. AOC has increased its estimate of the cost to complete the CVC project's construction to about $621 million to cover the costs associated with extending the sequence 2 schedule and to provide for delays, change orders, and remaining uncertainties. We believe this estimate is reasonable, provided there are no unusual delays. To date, about $556.2 million has been approved for CVC construction, and AOC has $18.6 million more that it has not yet received approval to obligate. Compact of Free Association: Implementation Activities Have Progressed, but the Marshall Islands Faces Challenges to Achieving Long-Term Compact Goals

Testimony issued by the Government Accountability Office with an abstract that begins "In 2003, the U.S. government extended its economic assistance to the Republic of the Marshall Islands (RMI) through an Amended Compact of Free Association. From 2004 to 2023, the United States will provide an estimated $1.5 billion to the RMI, with annually decreasing grants as well as increasing contributions to a trust fund. The assistance, targeting six sectors, is aimed at assisting the country's efforts to promote economic advancement and budgetary self-reliance. The trust fund is to be invested and provide income for the RMI after compact grants end. The Department of the Interior (Interior) administers and oversees this assistance. Drawing on prior GAO reports (GAO-05-633, GAO-06-590, GAO-07-163, GAO-07-513, GAO-07-514R), this testimony discusses (1) the RMI's economic prospects, (2) implementation of the amended compact to meet long-term goals, and (3) potential trust fund earnings. In conducting its prior work, GAO visited the RMI, reviewed reports, interviewed officials and experts, and used a simulation model to project the trust fund's income.
