Bureau of Prisons: Written Policies on Lateral Transfers and Assessment of Temporary Assignments Needed

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Justice's Federal Bureau of Prisons (BOP) is responsible for the custody and care of more than 202,000 federal offenders with approximately 35,000 employees, almost half of whom are correctional officers, dispersed across BOP's 114 correctional facilities in 6 regions. In response to a request, GAO identified whether BOP had policies and procedures and how it assessed the management of those policies and procedures for (1) employee-requested lateral transfers of BOP employees between correctional facilities and (2) day-to-day changes in correctional services or temporary assignments of BOP employees within a correctional facility. GAO reviewed available documentation on BOP's policies and procedures on lateral transfers and temporary assignments. GAO also interviewed officials from BOP's central and regional offices and seven facilities selected on the basis of the number of staff; at least one facility was selected from within each of BOP's six regions."

Characterization of Sediments from the Soil Desiccation Pilot Test (SDPT) Site in the BC Cribs and Trenches Area (open access)

Characterization of Sediments from the Soil Desiccation Pilot Test (SDPT) Site in the BC Cribs and Trenches Area

This technical report documents the results of laboratory geochemical and hydrologic measurements of sediments collected from new borehole 299-E13-65 (C7047) and comparison of the results with those of nearby borehole 299-13E-62 (C5923) both drilled in the BC Cribs and Trenches Area. The total and water-leachable concentrations of key contaminants will be used to update contaminant-distribution conceptual models and to provide more data for improving baseline risk predictions and remedial alternative selections. Improved understanding of subsurface conditions and methods to remediate these principal contaminants can be also used to evaluate the application of specific technologies to other contaminants across the Hanford Site.

Climate Change: Observations on Federal Efforts to Adapt to a Changing Climate

Testimony issued by the Government Accountability Office with an abstract that begins "Changes in the climate attributable to increased concentrations of greenhouse gases may have significant environmental and economic impacts in the United States. For example, climate change could threaten coastal areas with rising sea levels, alter agricultural productivity, and increase the intensity and frequency of floods and storms. Federal, state, and local agencies are tasked with a wide array of responsibilities that will be affected by a changing climate, such as managing natural resources. Furthermore, climate change could increase the cost of federal programs, such as crop and flood insurance, and place new stresses on infrastructure. Greenhouse gases already in the atmosphere will continue altering the climate system into the future regardless of emissions control efforts. Therefore, adaptation--defined as adjustments to natural or human systems in response to actual or expected climate change--is an important part of the response to climate change. Today's testimony summarizes GAO's prior and ongoing work examining (1) actions that federal, state, local, and international authorities are taking to adapt to a changing climate, (2) the challenges that federal, state, and local officials face in their efforts to adapt, and (3) actions that the Congress …
