The absorption, distribution, and excretion of tritium in men and animals

A series of experiments on exposure of man and rats to tritium gas (HT) or tritiated water (HTO) are reported. In one human experiment 3 millicuries of HTO was administered in 200 milliliters of water by ingestion. Absorption into the blood stream was linear with time and complete in about 45 minutes. Body water turnover was measured over a period of six days by weighing all food and fluid intake and all excretory output. For four days water turnover was kept near normal (2.7 liters per day). During the last two days water turnover was increased to 12.8 liters per day. Tritium excretion rates was determined on eight other human subjects in which water turnover in which measured less precisely. The biological half-life of HTO in nine human subjects varied from 9 to 14 days on ad libitum and was reduced to 2 1/2 days in one subject on high water intake. The tritium activity in sweat, expired water vapor, septum and urine was found to be essentially the same as that in water from the blood. Acid rain: the impact of local sources

It has been assumed that acid rain is predominantly a problem of long-range transport of pollutants from large fossil fuel combustion sources, namely coal-fired utilities. However, close examination of fuel use information and source emission characteristics in the Adirondacks, Florida, and California suggests that local oil burning and automotive sources may be major contributors to the occurrence of acid rain in these areas. This report describes the possible role of local combustion sources in the production of acid rain, discusses the implications of the findings, and their relevance to alternative control strategies for acid rain. Oil-fired boilers, especially the smaller commercial, industrial, and residential units, produce at least 3 to 10 times as much primary sulfate per unit of sulfur content as coal-fired units. Moreover, oil-fired units emit comparatively large quantities of catalytic compounds capable of rapidly converting still more sulfur oxide to sulfate in the atmosphere. Thus, in areas where large quantities of oil are burned, the direct impact from locally generated sulfates may equal or even exceed that produced by imported sulfates derived from distant coal-burning sources. Actinides and Rare Earths Topical Conference (Code AC)

Actinide and the Rare Earth materials exhibit many unique and diverse physical, chemical and magnetic properties, in large part because of the complexity of their f electronic structure. This Topical Conference will focus upon the chemistry, physics and materials science in Lanthanide and Actinide materials, driven by 4f and 5f electronic structure. Particular emphasis will be placed upon 4f/5f magnetic structure, surface science and thin film properties. For the actinides, fundamental actinide science and its role in resolving technical challenges posed by actinide materials will be stressed. Both basic and applied experimental approaches, including synchrotron-radiation-based investigations, as well as theoretical modeling and computational simulations, are planned to be part of the Topical Conference. Of particular importance are the issues related to the potential renaissance in Nuclear Fuels, including synthesis, oxidation, corrosion, intermixing, stability in extreme environments, prediction of properties via benchmarked simulations, separation science, environmental impact and disposal of waste products.

Adoption Promotion Legislation in the 105th Congress

President Clinton signed the Adoption and Safe Families Act into law on November 19, 1997, after the House and Senate approved final versions of the legislation on November 13. The new law (P.L. 105-89) is intended to promote adoption or other permanent arrangements for foster children who are unable to return home, and to make general improvements in the nation’s child welfare system. The House initially passed legislation (H.R. 867) on April 30 by a vote of 416-5, and the Senate passed an amended version on November 8. A compromise version was passed on November 13, by a vote of 406-7 in the House and by unanimous consent in the Senate. This report discusses the final version of the legislation, as enacted into law.

The production of high-brightness particle beams calls for the development of advanced beam diagnostics. High brightness beams, meaning beams with a high density in phase space, are important for many applications, such as short-wavelength Free-Electron Lasers and advanced accelerator systems. A diagnostic that provides detailed information on the density distribution of the electron bunch in multi-dimensional phase-space is an essential tool for obtaining small emittance at a high charge. This diagnostic system has been developed at Brookhaven National Laboratory. One component of the system is the measurement of a slice emittance which provides a measurement of transverse beam properties (such as emittance) as a function of the longitudinal position. Changing the laser pulse profile of a photocathode RF gun has been suggested as one way to achieve non-linear emittance compensation and improve the brightness and that can be diagnosed by the slice emittance system. The other element of the diagnostic is the tomographic reconstruction of the transverse phase. In our work we give special attention to the accuracy of the phase space reconstruction and present an analysis using a transport line with nine focusing magnets and techniques to control the optical functions and phases. Advanced gas cooled nuclear reactor materials evaluation and development program. Progress report, July 1--September 30, 1978

Results of work performed from July 1, 1978 through September 30, 1978 on the Advanced Gas Cooled Nuclear Reactor Materials Evaluation and Development Program are presented. Candidate alloys were evaluated for Very High Temperature Reactor Nuclear Process Heat (NPH) and Direct Cycle Helium Turbine (DCHT) applications, in terms of the affect of simulated reactor primary coolant (Helium containing small amounts of various other gases), the high temperatures, and long time exposures, on the mechanical properties and structural and surface stability of selected candidate alloys. The activities associated with the characterization of the materials for the screening test program are reported, i.e., test specimen preparation, information from the materials characterization tests performed by General Electric, and the status of the simulated reactor helium supply system, testing equipment, and gas chemistry analysis instrumentation and equipment. ALE3D Model Predictions and Experimental Analysis of the Cookoff Response of Comp B*

ALE3D simulations are presented for the thermal explosion of Comp B (RDX,TNT) in a Scaled Thermal Explosion Experiment (STEX). Candidate models and numerical strategies are being tested using the ALE3D code which simulates the coupled thermal, mechanical, and chemical behavior during heating, ignition, and explosion. The mechanical behavior of the solid constituents is represented by a Steinberg-Guinan model while polynomial and gamma-law expressions are used for the equation of state of the solid and gas species, respectively. A gamma-law model is employed for the air in gaps, and a mixed material model is used for the interface between air and explosive. A three-step chemical kinetics model is used for each of the RDX and TNT reaction sequences during the heating and ignition phases, and a pressure-dependent deflagration model is employed during the rapid expansion. Parameters for the three-step kinetics model are specified using measurements of the One-Dimensional-Time-to-Explosion (ODTX), while measurements for burn rate are employed to determine parameters in the burn front model. We compare model predictions to measurements for temperature fields, ignition temperature, and tube wall strain during the heating, ignition, and explosive phases.
