Dynamics of Crust Dissolution and Gas Release in Tank 241-SY-101

Due primarily to an increase in floating crust thickness, the waste level in Tank 241-SY-101 has grown appreciably and the flammable gas volume stored in the crust has become a potential hazard. To remediate gas retention in the crust and the potential for buoyant displacement gas releases from the nonconvective layer at the bottom of the tank, SY-101 will be diluted to dissolve a large fraction of the solids that allow the waste to retain gas. The plan is to transfer some waste out and back-dilute with water in several steps. In this work, mechanisms and rates of waste solids dissolution and gas releases are evaluated theoretically and experimentally. Particular emphasis is given to crust dissolution processes and associated gas releases, although dissolution and gas release from the mixed-slurry and nonconvective layers are also considered. The release of hydrogen gas to the tank domespace is modeled for a number of scenarios. Under the tank conditions expected at the time of back-dilution, no plausible continuous or sudden gas release scenarios resulting in flammable hydrogen concentrations were identified.

Simultaneous Production of High-Purity Hydrogen and Sequestration-Ready CO2 from Syngas: Computer Model Development

Two computer modules are being constructed to model a new process for syngas upgrading and purification. The first module simulates the physical processes occurring in a fluid bed reactor where both gas and solid compositions and flow rates vary significantly along the axis of the reactor. The second module simulates the chemistry and mass transfer between the gas and solid phases. Primitive forms of the two modules have been developed and exercised over a range of performance parameters. These early tests verify that the modules will need to be expanded to model the reactors as series of individual zones in order to attain satisfactory predictive performance.

HEat Decay Data Repository Footprint for Thermal-Hydrologic and Conduction-Only Models for TSPA-SR

The repository heat decay data contained within this calculation is specified for both mountain-scale and drift-scale thermal-hydrologic (TH), thermal-hydrologic-mechanical (THM), and thermal-hydrologic-chemical (THC) simulations used in total systems performance assessments (TSPA). Repository thermal output data, and how it decays in time, is required by the models that compute changes to the geologic system as a result of a heat addition. The mountain-scale problem requires a repository-wide waste stream including the total heat output of each fuel type to be emplaced in the repository. These models apply a smeared heat source over a predefined repository footprint area specified in the model. The drift-scale problem requires the heat output of a number of representative (specific) waste package types. These models apply specific waste package heat outputs resolved at the scale of the waste package itself. The results of this calculation will supply details of the repository heat load for each model type. It also provides a schematic of the repository footprint outlines for the License Application Design Selection (LADS), the total repository footprint for TSPA site recommendation (SR) including the contingency area, and the actual loaded repository footprint. The Russian Federation's Ministry of Atomic Energy: Programs and Developments

The Ministry of Atomic Energy of the Russian Federation (Minatom) is one of Russia's largest and most influential federal bodies. Throughout 1999 its head, Yevgeny Adamov, has worked to increase the Ministry's commercial competitiveness by consolidating redundant facilities and tightening control over subsidiary organizations. Economic difficulties and budget constraints, however, have hindered Minatom's ability to achieve many of its programs and goals. As a result, the Ministry has continued, renewed or initiated contracts with several countries possessing questionable commitments to nonproliferation and has sought to expand its role in international nuclear waste management and spent fuel reprocessing in order to raise new sources of revenue. While many of these programs are not likely to come to fruition, others raise significant nonproliferation and environmental concerns. This paper reviews select programs driving Minatom's efforts to raise funds, comments on their potential viability, and highlights areas likely to be of particular concern for the United States over the next three to five years.

Structure and Dynamics of Negative Ions

This report describes progress made during the final three-year grant period 1997-2000. During this period, we experimentally investigated the structure and dynamics of negative ions by detaching the outermost electron in controlled processes induced by photon-, electron- and heavy particle-impact. In this manner we studied, at a fundamental level, the role of electron correlation in the structure and dynamics of simple, few-particle atomic systems. Our measurements have provided sensitive tests of the ability of theory to go beyond the independent electron model.

Nonlinear self-duality in even dimensions

We show that the Born-Infeld theory with n complex abelian gauge fields written in an auxiliary field formulation has a U(n, n) duality group. We conjecture the form of the Lagrangian obtained by eliminating the auxiliary fields and then introduce a new reality structure leading to a Born-Infeld theory with n real gauge fields and an Sp(2n, IR) duality symmetry. The real and complex constructions are extended to arbitrary even dimensions. The maximal noncompact duality group is U(n, n) for complex fields. For real fields the duality group is Sp(2n, IR) if half of the dimension of space-time is even and O(n, n) if it is odd. We also discuss duality under the maximal compact subgroup, which is the self-duality group of the theory obtained by fixing the expectation value of a scalar field. Supersymmetric versions of self-dual theories in four dimensions are also discussed.

Enabling Computational Technologies for Terascale Scientific Simulations

We develop scalable algorithms and object-oriented code frameworks for terascale scientific simulations on massively parallel processors (MPPs). Our research in multigrid-based linear solvers and adaptive mesh refinement enables Laboratory programs to use MPPs to explore important physical phenomena. For example, our research aids stockpile stewardship by making practical detailed 3D simulations of radiation transport. The need to solve large linear systems arises in many applications, including radiation transport, structural dynamics, combustion, and flow in porous media. These systems result from discretizations of partial differential equations on computational meshes. Our first research objective is to develop multigrid preconditioned iterative methods for such problems and to demonstrate their scalability on MPPs. Scalability describes how total computational work grows with problem size; it measures how effectively additional resources can help solve increasingly larger problems. Many factors contribute to scalability: computer architecture, parallel implementation, and choice of algorithm. Scalable algorithms have been shown to decrease simulation times by several orders of magnitude.

The management practices, procedures, and processes that are suited to managing Management and Operation (M&O) type of contracts at Department of Energy (DOE) sites, which were cost reimbursement with award fee, are not well suited to managing contracts where fee is determined by performance metrics. Thus a different style of management, requiring substantial revamping of the management process, is needed. This shift in philosophy also requires a dramatic shift in culture. This paper will describe how these changes are being managed at the River Protection Project (RPP), located at the DOE's Hanford Site in Washington State, one of DOE's largest and highest risk environmental clean-up project.

Total Measurement Uncertainty (TMU) for Nondestructive Assay of Transuranic (TRU) Waste at the WRAP Facility

The Waste Receiving and Processing (WRAP) facility, located on the Hanford Site in southeast Washington, is a key link in the certification of Hanford's transuranic (TRU) waste for shipment to the Waste Isolation Pilot Plant (WIPP). Waste characterization is one of the vital functions performed at WRAP, and nondestructive assay (NDA) measurements of TRU waste containers is one of two required methods used for waste characterization (Reference 1). Various programs exist to ensure the validity of waste characterization data; all of these cite the need for clearly defined knowledge of uncertainty, associated with any measurements taken. All measurements have an inherent uncertainty associated with them. The combined effect of all uncertainties associated with a measurement is referred to as the Total Measurement Uncertainty (TMU). The NDA measurement uncertainties can be numerous and complex. In addition to system-induced measurement uncertainty, other factors contribute to the TMU, each associated with a particular measurement. The NDA measurements at WRAP are based on processes (radioactive decay and induced fission) which are statistical in nature. Effect of Canister Movement on Water Turbidity

Requirements for evaluating the adherence characteristics of sludge on the fuel stored in the K East Basin and the effect of canister movement on basin water turbidity are documented in Briggs (1996). The results of the sludge adherence testing have been documented (Bergmann 1996). This report documents the results of the canister movement tests. The purpose of the canister movement tests was to characterize water turbidity under controlled canister movements (Briggs 1996). The tests were designed to evaluate methods for minimizing the plumes and controlling water turbidity during fuel movements leading to multi-canister overpack (MCO) loading. It was expected that the test data would provide qualitative visual information for use in the design of the fuel retrieval and water treatment systems. Video recordings of the tests were to be the only information collected.

Waste characterization is one of the vital functions performed at WRAP, and nondestructive assay (NDA) measurements of TRU waste containers is one of two required methods used for waste characterization. The Waste Acceptance Criteria for the Waste Isolation Pilot Plant, DOEMPP-069 (WIPP-WAC) delineates the quality assurance objectives which have been established for NDA measurement systems. Sites must demonstrate that the quality assurance objectives can be achieved for each radioassay system over the applicable ranges of measurement. This report summarizes the validation of the WRAP NDA systems against the radioassay quality assurance objectives or QAOs. A brief description of the each test and significant conclusions are included. Variables that may have affected test outcomes and system response are also addressed.
