A letter report issued by the Government Accountability Office with an abstract that begins "Information technology (IT) is critical to the Department of Housing and Urban Development's (HUD) ability to carry out its home ownership and community development mission. By statutory mandate, HUD is to develop and submit to Congress an expenditure plan for its efforts to modernize the department's IT environment that satisfies certain conditions, including being reviewed by GAO. GAO's objectives were to determine the extent to which (1) HUD's expenditure plan meets statutory conditions and (2) HUD has in place key institutional IT modernization management capabilities. To accomplish this, GAO assessed the plan against the statutory conditions and assessed department documentation of efforts to institutionalize IT modernization management capabilities against open GAO recommendations."

A letter report issued by the Government Accountability Office with an abstract that begins "Since 1994, FCC has made over 520 megahertz (a measure of quantity) of spectrum available for new uses, such as wireless broadband, through a process that can be lengthy. Because most of the usable spectrum in the United States has been allocated to existing uses, FCC must change its rules to move spectrum from an existing use to a new use, a process known as repurposing spectrum. Yet, this process can be lengthy—from 7 to 15 years for the six repurposings that GAO reviewed. Four factors contribute to the time it takes FCC to repurpose spectrum: the regulatory nature of the process, which to some extent is guided by statute; opposition of incumbent users, who could be required to vacate spectrum; coordination challenges between FCC and the National Telecommunications and Information Administration (NTIA), which oversees federal agencies’ use of spectrum, on the repurposing of federal spectrum for commercial use; and concerns about interference from users of spectrum in adjacent bands of spectrum. FCC has identified voluntary approaches that it thinks could speed the process, but these approaches generally require congressional approval and face some stakeholder opposition."

Military Uniform Procurement: Questions and Answers

Military uniforms are procured through the Defense Logistics Agency (DLA), an agency of the Department of Defense (DOD). DLA is DOD's largest combat support agency, providing worldwide logistics support for the United States (U.S.) military services, civilian agencies, and foreign countries. With headquarters in Fort Belvoir, Virginia, DLA operates three supply centers, one of which is the Defense Supply Center Philadelphia (DSCP), in Philadelphia, PA. DSCP is responsible for procuring nearly all of the food, clothing, and medical supplies used by the military; about 90% of the construction material used by troops in the field, as well as repair parts for aircraft, combat vehicles, and other weapons system platforms. According to DLA Troop Support's website, sales of goods exceeded $14.5 billion during 2009.

Statutory Copyright Licensing: Implications of a Phaseout on Access to Television Programming and Consumer Prices Are Unclear

A letter report issued by the Government Accountability Office with an abstract that begins "Most U.S. households have access to television broadcast programming through cable or satellite services. Cable and satellite operators offer this programming by providing a secondary transmission of the over-the-air programming from television broadcast stations. Three statutory licenses permit operators to offer copyrighted broadcast programming in return for paying a government-set royalty fee. Although Congress created the licenses as a cost-effective way for operators to clear the copyrights to the programming, some policymakers and others believe the licenses should be phased out and a market-based approach adopted. The Satellite Television Extension and Localism Act of 2010 directed GAO to study and evaluate possible effects if Congress phased out the statutory licenses. This report addresses (1) the potential implications for the Federal Communications Commission's (FCC) regulations if such a phaseout were enacted; as well as how such a phaseout might affect (2) the market and regulatory environment and (3) consumer prices for cable and satellite television service and access to television programming. Deep C Wind, a consortium headed by the University of Maine will test the first U.S. offshore wind platforms in 2012. In advance of final siting and permitting of the test turbines off Monhegan Island, residents of the island off Maine require reassurance that the noise levels from the test turbines will not disturb them. Pacific Northwest National Laboratory, at the request of the University of Maine, and with the support of the U.S. Department of Energy Wind Program, modeled the acoustic output of the planned test turbines.

Radiative B Decays (open access)

Radiative B Decays

I discuss recent results in radiative B decays from the Belle and BaBar collaborations. I report new measurements of the decay rate and CP asymmetries in b {yields} s{gamma} and b {yields} d{gamma} decays, and measurements of the photon spectrum in b {yields} s{gamma}. Radiative penguin decays are flavour changing neutral currents which do not occur at tree level in the standard model (SM), but must proceed via one loop or higher order diagrams. These transitions are therefore suppressed in the SM, but offer access to poorlyknown SM parameters and are also a sensitive probe of new physics. In the SM, the rate is dominated by the top quark contribution to the loop, but non-SM particles could also contribute with a size comparable to leading SM contributions. The new physics effects are potentially large which makes them theoretically very interesting, but due to their small branching fractions they are typically experimentally challenging.

TUNING SILICON NANORODS FOR ANODES OF LI-ION RECHARGEABLE BATTERIES

Silicon is a promising anode material for Li-ion batteries in regarding of high capacity, low cost and safety, but it suffers poor cycling stability due to the pulverization induced by severe volume expansion/shrinkage (297%) during lithium insertion/extraction. In our previous investigation on aluminum nanorods anodes, it is found the selection of substrates in which Al nanorods grown plays the role in prevention of pulverization resulting in the increase of cycling life. Adapting this knowledge, we investigated the Si based nanorods anodes by tuning its composition and element distribution. Our results show that although the Si nanorods demonstrated higher initial anodic capacity of 1500 mAh/g, it diminished after 50 cycles due to morphology change and pulverization. By codepositing Cu, the Si-Cu composite nanorods demonstrated sustainable capacity of 500 mAh/g in 100 cycles attributing to its flexible and less brittle nature.

Research and Development of H Ion Source and LEBT for a Kaon-neutrino Factory

A baseline H{sup -} ion source and low energy beam transport system (LEBT) have been identified for Project X. The filament-discharge H{sup -} ion source has been fabricated by D-Pace, Inc. and is now in operation at LBNL. The source is capable of delivering over 10mA of H{sup -} beam in cw operation with normalized 4rms emittances less than 0.7 {pi} mm mrad. A two-solenoid magnetic lens LEBT system has been design. The design has been validated with simulations of beam transport for 5 mA 30 keV H- beams using various simulation codes.

INCORPORATION OF MONO SODIUM TITANATE AND CRYSTALLINE SILICOTITANATE FEEDS IN HIGH LEVEL NUCLEAR WASTE GLASS

Four series of glass compositions were selected, fabricated, and characterized as part of a study to determine the impacts of the addition of Crystalline Silicotitanate (CST) and Monosodium Titanate (MST) from the Small Column Ion Exchange (SCIX) process on the Defense Waste Processing Facility (DWPF) glass waste form and the applicability of the DWPF process control models. All of the glasses studied were considerably more durable than the benchmark Environmental Assessment (EA) glass. The measured Product Consistency Test (PCT) responses were compared with the predicted values from the current DWPF durability model. One of the KT01-series and two of the KT03-series glasses had measured PCT responses that were outside the lower bound of the durability model. All of the KT04 glasses had durabilities that were predictable regardless of heat treatment or compositional view. In general, the measured viscosity values of the KT01, KT03, and KT04-series glasses are well predicted by the current DWPF viscosity model. The results of liquidus temperature (T{sub L}) measurements for the KT01-series glasses were mixed with regard to the predictability of the T{sub L} for each glass. Sensitivity of CUORE to Neutrinoless Double-Beta Decay

In this paper, we study the sensitivity of CUORE, a bolometric double-beta decay experiment under construction at the Laboratori Nazionali del Gran Sasso in Italy. Two approaches to the computation of experimental sensitivity are discussed and compared, and the formulas and parameters used in the sensitivity estimates are provided. Assuming a background rate of 10{sup -2} cts/(keV kg y), we find that, after 5 years of live time, CUORE will have a 1#27;{sigma} sensitivity to the neutrinoless double-beta decay half-life of {caret T{sup 0{nu}}{sub 1/2}}(1{sigma}#27;) = 1.6x#2;10{sup 26} y and thus a potential to probe the effective Majorana neutrino mass down to 41-95 meV; the sensitivity at 1.64{sigma}#27;, which corresponds to 90% C.L., will be {caret T{sup 0{nu}}{sub 1/2}(1.64{sigma}#27;}) = 9.5x10{sup 25} y. This range is compared with the claim of observation of neutrinoless double-beta decay in {sup 76}Ge and the preferred range in the neutrino mass parameter space from oscillation results.

Gamma-Ray Pulsar Studies With GLAST

Some pulsars have their maximum observable energy output in the gamma-ray band, offering the possibility of using these high-energy photons as probes of the particle acceleration and interaction processes in pulsar magnetospheres. After an extended hiatus between satellite missions, the recently-launched AGILE mission and the upcoming Gamma-ray Large Area Space Telescope (GLAST) Large Area Telescope (LAT) will allow gamma-ray tests of the theoretical models developed based on past discoveries. With its greatly improved sensitivity, better angular resolution, and larger energy reach than older instruments, GLAST LAT should detect dozens to hundreds of new gamma-ray pulsars and measure luminosities, light curves, and phase-resolved spectra with unprecedented resolution. It will also have the potential to find radio-quiet pulsars like Geminga, using blind search techniques. Cooperation with radio and X-ray pulsar astronomers is an important aspect of the LAT team's planning for pulsar studies.
