House Apportionment 2012: States Gaining, Losing, and on the Margin (open access)

House Apportionment 2012: States Gaining, Losing, and on the Margin

This report examines the distribution of seats based on the most recent estimates of the population of the states (as of July 1, 2012). It explores the question of, what, if any, would be the impact on the distribution of seats in the U.S. House of Representatives if the apportionment were conducted today, using the most recent official U.S. Census population figures available.

Automatic IRAS: Lower-Earning Households Could Realize Increases in Retirement Income

A letter report issued by the Government Accountability Office with an abstract that begins "Households without employer-sponsored defined contribution (DC) pension plans or individual retirement accounts (IRA) had lower incomes and tax rates than households with those plans, and are also likely to have limited additional resources to draw upon in retirement, according to GAO estimates. The median adjusted gross income for households without DC plans or IRAs was $32,000, compared to $75,000 for those that did have them. The median marginal tax rate for households without DC plans or IRAs was 15 percent, compared to 25 percent for households with those savings vehicles. A defined benefit (DB) pension plan could provide a monthly benefit during retirement years for those without a DC plan or IRA; however, in 2010 only 15 percent of married households and 11 percent of single households without a DC plan or IRA had a DB plan."

Oil and Gas Development: BLM Needs Better Data to Track Permit Processing Times and Prioritize Inspections (open access)

Oil and Gas Development: BLM Needs Better Data to Track Permit Processing Times and Prioritize Inspections

A letter report issued by the Government Accountability Office with an abstract that begins "Bureau of Land Management (BLM) data indicate that BLM received about half as many applications for permit to drill (APD) for federal oil and gas resources in fiscal year 2012 as it had in fiscal year 2007. The decline in APDs since 2007 was driven by declines in natural gas and coalbed methane APDs on federal lands even while oil development on federal lands increased significantly. The reasons BLM officials and industry representatives cited for these changes in APDs include, among other things, a general industry move toward developing gas in shale formations using horizontal drilling and hydraulic fracturing; shale development has largely occurred on state and private lands, where shale resources are predominately located. However, the number of APDs has varied by BLM location, with 23 of 33 BLM offices seeing declines, 9 offices seeing increases, and 1 office seeing no change in APDs."

Organic Aerosol Component (OACOMP) Value-Added Product Report (open access)

Organic Aerosol Component (OACOMP) Value-Added Product Report

Significantly improved returns in their aerosol chemistry data can be achieved via the development of a value-added product (VAP) of deriving OA components, called Organic Aerosol Components (OACOMP). OACOMP is primarily based on multivariate analysis of the measured organic mass spectral matrix. The key outputs of OACOMP are the concentration time series and the mass spectra of OA factors that are associated with distinct sources, formation and evolution processes, and physicochemical properties.

Systematic Effects in Type-1a Supernovae Surveys from Host Galaxy Spectra (open access)

Systematic Effects in Type-1a Supernovae Surveys from Host Galaxy Spectra

The physical relation between the properties of Type Ia supernovae and their host galaxies is investigated. Such supernovae are used to constrain the properties of dark energy, making it crucial to understand their physical properties and to check for systematic effects relating to the stellar populations of the progenitor stars from which these supernovae arose. This grant found strong evidence for two distinct populations of supernovae, and correlations between the progenitor stellar populations and the nature of the supernova light curves.

Oral History Interview with Everett Logan, August 23, 2013 transcript

Oral History Interview with Everett Logan, August 23, 2013

The National Museum of the Pacific War presents an oral interview with Everett H. Logan. Logan was born 6 March 1921 in Wolcott, Indiana. He was drafted into the Army 1 September 1942. Following basic training at Fort McClellan, Alabama, he joined the 111th Engineer Battalion of the 36th Infantry Division at Camp Edwards, Massachusetts, training in small pontoon bridge deployment and mine clearing. In 1943 the unit landed in Oran, Algeria. Fighting in North Africa had ended, so after some additional training, the unit sailed to Anzio. After landing on the beach, they were pinned down for 3 or 4 days. While in Italy, Logan saw Ernie Pyle, witnessed the destruction of the Abbey of Monte Cassino, and the eruption of Mount Vesuvius. The 36th advanced as far as Pisa. In August 1944, they were sent to Marseille. They advanced north into France and eventually into Germany. When Germany surrendered, they went back to France where they were shuttled around waiting for a decision whether they would go to the Pacific. Finally they were sent to Holland and transported back to the United States. Logan arrived in the States on 1 October 1945 and was discharged on 5 October …

Demonstrate the removal efficiency and capacity of MOF materials for krypton recovery

Metal organic framework materials (MOFs) were developed and tested in support of the U.S. Department of Energy Office of Nuclear Energy, Fuel Cycle Technology Separations and Waste Forms Campaign. Specifically, materials are being developed for the removal of xenon (Xe) and krypton (Kr) from gaseous products of nuclear fuel reprocessing unit operations. Two metal organic framework structures were investigated in greater detail to demonstrate the removal efficiency and capacity of MOF materials for krypton recovery. Our two bed breakthrough measurements on NiDOBDC and FMOFCu indicate these materials can capture and separate parts per million levels of Xe and Kr from air. The removal efficiency and adsorption capacity for Kr on these two MOFs were further increased upon removal of Xe upfront.
