Spectrum Policy: Provisions in the 2012 Spectrum Act

This report discusses the Middle Class Tax Relief and Job Creation Act of 2012. The act established a process for television broadcasters to release spectrum licensed to them for auction as commercial licenses. The act also included provisions to apply future spectrum license auction revenues toward deficit reduction; to establish a planning and governance structure to deploy public safety broadband networks, using some auction proceeds for that purpose; and to assign additional spectrum resources for public safety communications.

Homeless Women Veterans: Actions Needed to Ensure Safe and Appropriate Housing

A letter report issued by the Government Accountability Office with an abstract that begins "Limited VA data show the number of women veterans it has identified as homeless more than doubled, from 1,380 in fiscal year 2006 to 3,328 in fiscal year 2010. Although these data are not generalizable to the overall population of homeless women veterans, we identified some characteristics of these women. For example, almost two-thirds were between 40 and 59 years old and over one-third had disabilities. In addition, many of these women resided with their minor children."

Modification of Particle Distributions By MHD Instabilities I

The modification of particle distributions by low amplitude magnetohydrodynamic modes is an important topic for magnetically confined plasmas. Low amplitude modes are known to be capable of producing significant modification of injected neutral beam profiles, and the same can be expected in burning plasmas for the alpha particle distributions. Flattening of a distribution due to phase mixing in an island or due to portions of phase space becoming stochastic is a process extremely rapid on the time scale of an experiment but still very long compared to the time scale of guiding center simulations. Thus it is very valuable to be able to locate significant resonances and to predict the final particle distribution produced by a given spectrum of magnetohydrodynamic modes. In this paper we introduce a new method of determining domains of phase space in which good surfaces do not exist and use this method for quickly determining the final state of the particle distribution without carrying out the full time evolution leading to it.

Development of Reagents for Application of At-211 to Targeted Radionuclide Therapy of Cancer

This grant covered only a period of 4 months as the major portion of the award was returned to DOE due to an award of funding from NIH that covered the same research objectives. A letter regarding the termination of the research is attached as the last page of the Final Report. The research conducted was limited due to the short period of this grant, but the results obtained in that period are outlined in the Final Report. The studies addressed in the research effort were directed at a problem that is of critical importance to the in vivo application of the alpha-particle emitting radionuclide At-211. That problem, low in vivo stability of many astatinated molecules, severely limits the use of At-211 in therapeutic applications. The advances sought in the studies were expected to expand the types of biomolecules that can be used as carriers of At-211, and provide improved in vivo targeting of the radiation dose compared with the dose delivered to normal tissue.

Tangential 2-D Edge Imaging for GPI and Edge/Impurity Modeling

Nova Photonics, Inc. has a collaborative effort at the National Spherical Torus Experiment (NSTX). This collaboration, based on fast imaging of visible phenomena, has provided key insights on edge turbulence, intermittency, and edge phenomena such as edge localized modes (ELMs) and multi-faceted axisymmetric radiation from the edge (MARFE). Studies have been performed in all these areas. The edge turbulence/intermittency studies make use of the Gas Puff Imaging diagnostic developed by the Principal Investigator (Ricardo Maqueda) together with colleagues from PPPL. This effort is part of the International Tokamak Physics Activity (ITPA) edge, scrape-off layer and divertor group joint activity (DSOL-15: Inter-machine comparison of blob characteristics). The edge turbulence/blob study has been extended from the current location near the midplane of the device to the lower divertor region of NSTX. The goal of this effort was to study turbulence born blobs in the vicinity of the X-point region and their circuit closure on divertor sheaths or high density regions in the divertor. In the area of ELMs and MARFEs we have studied and characterized the mode structure and evolution of the ELM types observed in NSTX, as well as the study of the observed interaction between MARFEs and ELMs. This interaction …

Climate change and forests in India: note from the guest editors

Forestry is one of the most important sectors in the context of climate change. It lies at the center-stage of global mitigation and adaptation efforts. Yet, it is one of the least understood sectors, especially in tropical zones, which constitute a significant portion of the global forests. Recently, there has been a growing interest in forests in addressing global climate change. The IPCC Assessment Report 4 (2007) Chapters related to forests have highlighted the limited number of studies on the impact of climate change on forests at the regional, national and sub-national level, while policy makers need information at these scales. Further, implication of projected climate change on mitigation potential of forest sector is only briefly mentioned in the IPCC report, with limited literature to support the conclusions. India is one among the top ten nations in the world in terms of forest cover. It is also sixth among the tropical countries in terms of forested area.
