Herbert, Major, Inspector Designate, 27th Battalion of the Texas Defense Guard, Fort Worth, Texas, dated May 23, 1941. Herbert acknowledges the receipt of the letter from Carswell, advises of enclosed copies of letters addressed to Captain George L. McCargo and Captain Hazen P. Slagel and requests that Carswell notify Captain Jessie Warren and Captain Roscoe Blankenship in order to request the completion of their paperwork by the 27th. He describes the inspection of the paper work as quite a job and discusses his travel plans expressing his appreciation for accomodations having been arranged for both Mr. Winters and himself.

A letter addressed to Honorable R. M. Wagstaff, Attorney at Law, Abilene, Texas, from Tom Connally, United States Senate, dated June 23, 1941. Connally acknowledges the interest of Wagstaff in behalf of Major T. N. Carswell noting the places in the Civil Defense organization will be filled by volunteers without pay. Connally assumes Major Carswell is interested in a position with remuneration attached.

LaGuardia expresses his appreciation for the invitation received by letter and telegram but declines due to a full schedule. In a handwritten postscript LaGuardia sends regards to Tom Blanton.

Kirk makes reference to the letter from Carswell requesting the definition of Americanism and advises of the enclosed clipping of an editorial he wrote in answer. The clipping contains an article titled "What Does Americanism Mean," and was published in the Spokane Daily Chronicle on page 4.
