ASSESSMENT OF UNCERTAINTY IN THE RADIATION DOSES FOR THE TECHA RIVER DOSIMETRY SYSTEM

In order to provide more accurate and precise estimates of individual dose (and thus more precise estimates of radiation risk) for the members of the ETRC, a new dosimetric calculation system, the Techa River Dosimetry System-2009 (TRDS-2009) has been prepared. The deterministic version of the improved dosimetry system TRDS-2009D was basically completed in April 2009. Recent developments in evaluation of dose-response models in light of uncertain dose have highlighted the importance of different types of uncertainties in the development of individual dose estimates. These include uncertain parameters that may be either shared or unshared within the dosimetric cohort, and also the nature of the type of uncertainty as aleatory or epistemic and either classical or Berkson. This report identifies the nature of the various input parameters and calculational methods incorporated in the Techa River Dosimetry System (based on the TRDS-2009D implementation), with the intention of preparing a stochastic version to estimate the uncertainties in the dose estimates. This report reviews the equations, databases, and input parameters, and then identifies the author’s interpretations of their general nature. Building America Best Practices Series, Volume 9: Builders Challenge Guide to 40% Whole-House Energy Savings in the Hot-Dry and Mixed-Dry Climates

This best practices guide is the ninth in a series of guides for builders produced by the U.S. Department of Energy’s Building America Program. This guide book is a resource to help builders design and construct homes that are among the most energy-efficient available, while addressing issues such as building durability, indoor air quality, and occupant health, safety, and comfort. With the measures described in this guide, builders in the hot-dry and mixed-dry climates can achieve homes that have whole house energy savings of 40% over the Building America benchmark (a home built to mid-1990s building practices roughly equivalent to the 1993 Model Energy Code) with no added overall costs for consumers. These best practices are based on the results of research and demonstration projects conducted by Building America’s research teams. The guide includes information for managers, designers, marketers, site supervisors, and subcontractors, as well as case studies of builders who are successfully building homes that cut energy use by 40% in the hot-dry and mixed-dry climates.

Centers for Medicare and Medicaid Services: Deficiencies in Contract Management Internal Control Are Pervasive

A letter report issued by the Government Accountability Office with an abstract that begins "As a result of internal control deficiencies discussed in GAO's 2007 report on certain contracts at the Centers for Medicare and Medicaid Services (CMS), GAO was asked to identify the extent to which CMS (1) implemented effective control procedures over contract actions, and (2) established a strong control environment for contract management. GAO used a statistical random sample of 2008 CMS contract actions (including contract awards and modifications) to assess CMS internal control procedures. The results were projected to the population of 2008 CMS contract actions. GAO also determined the extent to which CMS implemented recommendations GAO made in 2007 to improve internal control over contracting and payments to contractors. GAO reviewed contract file documentation and interviewed senior acquisition management officials."

Coated Fiber Neutron Detector Test

Radiation portal monitors used for interdiction of illicit materials at borders include highly sensitive neutron detection systems. The main reason for having neutron detection capability is to detect fission neutrons from plutonium. The currently deployed radiation portal monitors (RPMs) from Ludlum and Science Applications International Corporation (SAIC) use neutron detectors based upon 3He-filled gas proportional counters, which are the most common large neutron detector. There is a declining supply of 3He in the world, and thus, methods to reduce the use of this gas in RPMs with minimal changes to the current system designs and sensitivity to cargo-borne neutrons are being investigated. Reported here are the results of tests of the 6Li/ZnS(Ag)-coated non-scintillating plastic fibers option. This testing measured the required performance for neutron detection efficiency and gamma ray rejection capabilities of a system manufactured by Innovative American Technology (IAT).

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) relies on a global network of defense critical infrastructure so essential that the incapacitation, exploitation, or destruction of an asset within this network could severely affect DOD's ability to deploy, support, and sustain its forces and operations worldwide and to implement its core missions, including those in Iraq and Afghanistan as well as its homeland defense and strategic missions. In October 2008, DOD identified its 34 most critical assets in this network--assets of such extraordinary importance to DOD operations that according to DOD, their incapacitation or destruction would have a very serious, debilitating effect on the ability of the department to fulfill its missions. Located both within the United States and abroad, DOD's most critical assets include both DOD- and non-DOD-owned assets. DOD relies overwhelmingly on commercial electrical power grids for secure, uninterrupted electrical power supplies to support its critical assets.
