The United States Postal Service (USPS) announced in May 2009 that it was considering the closure of 3,105 of its 4,851 post office branches and stations. Since the original announcement, the USPS has indicated that the number of possible closures may be more than 3,200. This report provides (1) information on this recent announcement; (2) historical data on the number of post offices and other retail postal facilities; (3) an explanation of the legal authorities relevant to retail postal facility closures; (4) a review of the retail postal facility closure processes, including data on public appeals of closures, and H.R. 658's proposed alterations to the processes; and (5) a concluding discussion that suggests observations and possible issues for Congress.

A letter report issued by the Government Accountability Office with an abstract that begins "GAO's sixth report on the Troubled Asset Relief Program (TARP) focuses on the Department of the Treasury's (Treasury) efforts to establish its Home Affordable Modification Program (HAMP). This 60-day report examines (1) the design of HAMP's program features with respect to maximizing assistance to struggling homeowners, (2) the analytical basis for Treasury's estimate of the number of loans that are likely to be successfully modified using TARP funds under HAMP, and (3) the status of Treasury's efforts to implement operational procedures and internal controls for HAMP. For this work, GAO reviewed documentation from Treasury and its financial agents and met with officials from Treasury, its financial agents, and other organizations."

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony presents information on the District of Columbia's (D.C. or the District) progress in reforming its public school system. The District's school system has had long-standing problems with student academic performance, the condition of school facilities, and its overall management. The District's public schools have fallen well behind the District's own targets for demonstrating adequate yearly progress toward meeting the congressionally mandated goal of having 100 percent of students proficient in math, reading, and science by 2014, as outlined in the Elementary and Secondary Education Act of 1965, as amended by the No Child Left Behind Act (NCLBA). In addition, the U. S. Department of Education (Education) designated the District as a high-risk grantee in April 2006 because of its poor management of federal grants. Of the nearly $762 million the District spends on D. C. public schools (DCPS), 16 percent comes from federal sources. Testimony issued by the Government Accountability Office with an abstract that begins "By deploying armed air marshals onboard selected flights, the Federal Air Marshal Service (FAMS), a component of the Transportation Security Administration (TSA), plays a key role in helping to protect approximately 29,000 domestic and international flights operated daily by U.S. air carriers. This testimony discusses (1) FAMS's operational approach or "concept of operations" for covering flights, (2) an independent evaluation of the operational approach, and (3) FAMS's processes and initiatives for addressing workforce-related issues. Also, this testimony provides a list of possible oversight issues related to FAMS. This testimony is based on GAO's January 2009 report (GAO-09-273), with selected updates in July 2009. For its 2009 report, GAO analyzed policies and procedures regarding FAMS's operational approach and a July 2006 classified assessment of that approach. Also, GAO analyzed employee working group reports and related FAMS's initiatives for addressing workforce-related issues, and interviewed FAMS headquarters officials and 67 air marshals (selected to reflect a range in levels of experience)."

This proposal to the DOE outlines a three-year plan of research in theoretical and computational condensed-matter physics, with the aim of developing a microscopic theory for charge and spin dynamics in disordered materials with magnetic impurities. Important representatives of this class of materials are the dilute magnetic semiconductors (DMS), which have attracted great attention as a promising basis for spintronics devices. There is an intense experimental effort underway to study the transport properties of ferromagnetic DMS such as (Ga,Mn)As, and a number of interesting features have emerged: negative magnetoresistance, anomalous Hall effect, non-Drude dynamical conductivity, and resistivity maxima at the Curie temperature. Available theories have been able to account for some of these features, but at present we are still far away from a systematic microscopic understanding of transport in DMS. We propose to address this challenge by developing a theory of charge and spin dynamics based on a combination of the memory-function formalism and time-dependent density functional theory. This approach will be capable of dealing with two important issues: (a) the strong degree of correlated disorder in DMS, close to the localization transition (which invalidates the usual relaxation-time approximation to the Boltzmann equation), (b) the essentially unknown role of …

Habitat enhancement, protection and monitoring were the focus of the Resident Fisheries Program during 2008. Enhancement and protection included sloping, fencing and planting wetlands plugs at sites on Spring Creek (Head-waters). Many previously constructed instream structures (rock barbs and wing dams) were repaired throughout the Fort Hall Indian Reservation (Reservation). Physical sampling during 2008 included sediment and depth measurements (SADMS) in Spring Creek at the Car Removal site. SADMS, used to track changes in channel morphology and specifically track movements of silt through Bottoms stream systems were completed for 5 strata on Spring Creek. Water temperature and chemistry were monitored monthly on Spring Creek, Clear Creek, Diggie Creek, and Portneuf (Jimmy Drinks) and Blackfoot rivers. Fish population densities and biomass were sampled in five reservation streams which included nine sites. Sampling protocols were identical to methods used in past years. Numbers of fish in Spring Creek series remained relatively low, however, there was an increase of biomass overall since 1993. Salmonid fry densities were monitored near Broncho Bridge and were similar to 2006, and 2007, however, as in years past, high densities of macrophytes make it very difficult to see fry in addition to lack of field technicians. The challenge of chemistry in the 21st century is to achieve 100% selectivity of the desired product molecule in multipath reactions ('green chemistry') and develop renewable energy based processes. Surface chemistry and catalysis play key roles in this enterprise. Development of in situ surface techniques such as high-pressure scanning tunneling microscopy, sum frequency generation (SFG) vibrational spectroscopy, time-resolved Fourier transform infrared methods, and ambient pressure X-ray photoelectron spectroscopy enabled the rapid advancement of three fields: nanocatalysts, biointerfaces, and renewable energy conversion chemistry. In materials nanoscience, synthetic methods have been developed to produce monodisperse metal and oxide nanoparticles (NPs) in the 0.8-10 nm range with controlled shape, oxidation states, and composition; these NPs can be used as selective catalysts since chemical selectivity appears to be dependent on all of these experimental parameters. New spectroscopic and microscopic techniques have been developed that operate under reaction conditions and reveal the dynamic change of molecular structure of catalysts and adsorbed molecules as the reactions proceed with changes in reaction intermediates, catalyst composition, and oxidation states. SFG vibrational spectroscopy detects amino acids, peptides, and proteins adsorbed at hydrophobic and hydrophilic interfaces and monitors the change of surface structure and interactions with coadsorbed water.
