Defense Trade: National Security Reviews of Foreign Acquisitions of U.S. Companies Could Be Improved

Testimony issued by the Government Accountability Office with an abstract that begins "The Exon-Florio amendment to the Defense Production Act of 1950, enacted in 1988, authorized the President to suspend or prohibit foreign acquisitions of U.S. companies that pose a threat to national security. The Committee on Foreign Investment in the United States--chaired by the Department of Treasury with 11 other members, including the Departments of Commerce, Defense, and Homeland Security--implements Exon-Florio through a four-step review process: (1) voluntary notice by the companies of pending or completed acquisitions; (2) a 30-day review to determine whether the acquisition could pose a threat to national security; (3) a 45-day investigation period to determine whether concerns require possible action by the President; and (4) a presidential decision to permit, suspend, or prohibit the acquisition. Over the past decade, GAO has conducted several reviews of the Committee's process and has found areas where improvements were needed. GAO's most recent work, conducted in 2005, indicated concerns remained."

Department of Defense: Further Actions Needed to Establish and Implement a Framework for Successful Financial and Business Management Transformation

Testimony issued by the General Accounting Office with an abstract that begins "In March 2002, GAO testified on the Department of Defense's (DOD) financial management problems and key elements necessary for successful reform. Although the underlying conditions remain fundamentally unchanged, within the past 2 years DOD has begun a number of initiatives intended to address previously reported problems and transform its business operations. The Subcommittee on Readiness and Management Support, Senate Committee on Armed Services, asked GAO to provide a current status report on DOD's progress to date and suggestions for improvement. Specifically, GAO was asked to provide (1) an overview of the impact of financial and related business weaknesses on DOD operations, (2) the underlying causes of DOD business transformation challenges, and (3) the status of DOD reform efforts. In addition, GAO reiterates the key elements to successful reform: (1) an integrated business transformation strategy, (2) sustained leadership and resource control, (3) clear lines of responsibility and accountability, (4) results-oriented performance, (5) appropriate incentives and consequences, (6) an enterprise architecture to guide reform efforts, and (7) effective monitoring and oversight. Development of Functionally Graded Materials for Manufacturing Tools and Dies and Industrial Processing Equipment

Hot forming processes such as forging, die casting and glass forming require tooling that is subjected to high temperatures during the manufacturing of components. Current tooling is adversely affected by prolonged exposure at high temperatures. Initial studies were conducted to determine the root cause of tool failures in a number of applications. Results show that tool failures vary and depend on the operating environment under which they are used. Major root cause failures include (1) thermal softening, (2) fatigue and (3) tool erosion, all of which are affected by process boundary conditions such as lubrication, cooling, process speed, etc. While thermal management is a key to addressing tooling failures, it was clear that new tooling materials with superior high temperature strength could provide improved manufacturing efficiencies. These efficiencies are based on the use of functionally graded materials (FGM), a new subset of hybrid tools with customizable properties that can be fabricated using advanced powder metallurgy manufacturing technologies. Modeling studies of the various hot forming processes helped identify the effect of key variables such as stress, temperature and cooling rate and aid in the selection of tooling materials for specific applications. Correspondence issued by the General Accounting Office with an abstract that begins "GAO reviewed the non-profit and non-partisan Federal City Council's (FCC) proposal to use the current site of the Washington Convention Center for the National Museum of American Music (NMAM). The FCC proposal which is now in the conceptual stage anticipates that NMAM will be located at the existing Convention Center site and that it will be part of a major mixed-use complex that includes retail, entertainment, and performance venues. The total estimated cost for FCC's mixed-use proposal is $1.1 billion, with $172.5 million attributed to the music museum. The proposal estimates that the District would receive annual land rent of $13 million, equivalent to a seven-percent return on the estimated land value of $183 million. FCC spent $300,000 in federal appropriations on the project management services provided by the Smithsonian Institution. The District of Columbia has not yet considered any proposals for the use of the Convention Center site. The Mayor has established a task force to study the possible uses for the site, and it is developing a process to both solicit and evaluate independently generated proposals for the site."

A DOE-STD-3009 hazard and accident analysis methodology for non-reactor nuclear facilities

This paper demonstrates the use of appropriate consequence evaluation criteria in conjunction with generic likelihood of occurrence data to produce consistent hazard analysis results for nonreactor nuclear facility Safety Analysis Reports (SAR). An additional objective is to demonstrate the use of generic likelihood of occurrence data as a means for deriving defendable accident sequence frequencies, thereby enabling the screening of potentially incredible events (<10{sup {minus}6} per year) from the design basis accident envelope. Generic likelihood of occurrence data has been used successfully in performing SAR hazard and accident analyses for two nonreactor nuclear facilities at Sandia National Laboratories. DOE-STD-3009-94 addresses and even encourages use of a qualitative binning technique for deriving and ranking nonreactor nuclear facility risks. However, qualitative techniques invariably lead to reviewer requests for more details associated with consequence or likelihood of occurrence bin assignments in the test of the SAR. Hazard analysis data displayed in simple worksheet format generally elicits questions about not only the assumptions behind the data, but also the quantitative bases for the assumptions themselves (engineering judgment may not be considered sufficient by some reviewers). The purpose of this analysis is to establish the preliminary Ventilation Confinement Zone (VCZ) for the Dry Transfer Facility (DTF). The results of this document is used to determine the air quantities for each VCZ that will eventually be reflected in the development of the Ventilation Flow Diagrams. The calculations contained in this document were developed by D and E/Mechanical-HVAC and are intended solely for the use of the D and E/Mechanical-HVAC department in its work regarding the HVAC system for the Dry Transfer Facility. Yucca Mountain Project personnel from the D and E/Mechanical-HVAC department should be consulted before use of the calculation for purposes other than those stated herein or used by individuals other than authorized personnel in D and E/Mechanical-HVAC department.

The EAR-motif of the Cys2/His2-type Zinc Finger Protein Zat7 Plays a Key Role in the Defense Response of Arabidopsis to Salinity Stress

Article reporting that transgenic Arabidopsis plants constitutively expressing the Cys2/His2 zinc finger protein Zat7 have suppressed growth and are more tolerant to salinity stress. Findings demonstrate that the EAR-domain of Cys2/His2-type zinc finger proteins plays a key role in the defense response of Arabidopsis to abiotic stresses.

Effect of Mercury Velocity on Corrosion of Type 316L Stainless Steel in a Thermal Convection Loop

Two 316L thermal convection loops (TCLs) containing several types of 316L specimens circulated mercury continuously for 2000 h at a maximum temperature of 300 C. Each TCL was fitted with a venturi-shaped reduced section near the top of the hot leg for the purpose of locally increasing the Hg velocity. Results suggest that an increase in velocity from about 1.2 m/min (bulk flow) to about 5 mmin (reduced section) had no significant impact on compatibility of 316L with Hg. In addition, various surface treatments such as gold-plating, chemical etching, polishing, and steam cleaning resulted in little or no influence on compatibility of 316L with Hg when compared to nominal mill-annealed/surface-ground material. A sensitizing heat treatment also had little/no effect on compatibility of 316L with Hg for the bulk specimen, although intergranular attack was observed around the specimen holes in each case. It was determined that carburization of the hole area had occurred as a result of the specimen fabrication process potentially rendering the specimens susceptible to corrosion by Hg at these locations. To avoid sensitization-related compatibility issues for SNS components, selection of low carbon grades of stainless steel and control of the fabrication process is recommended.

Effect of solution saturation state and temperature on diopside dissolution

Steady-state dissolution rates of diopside are measured as a function of solution saturation state using a titanium flow-through reactor at pH 7.5 and temperature ranging from 125 to 175 C. Diopside dissolved stoichiometrically under all experimental conditions and rates were not dependent on sample history. At each temperature, rates continuously decreased by two orders of magnitude as equilibrium was approached and did not exhibit a dissolution plateau of constant rates at high degrees of undersaturation. The variation of diopside dissolution rates with solution saturation can be described equally well with a ion exchange model based on transition state theory or pit nucleation model based on crystal growth/dissolution theory from 125 to 175 C. At 175 C, both models over predict dissolution rates by two orders of magnitude indicating that a secondary phase precipitated in the experiments. The ion exchange model assumes the formation of a Si-rich, Mg-deficient precursor complex. Lack of dependence of rates on steady-state aqueous calcium concentration supports the formation of such a complex, which is formed by exchange of protons for magnesium ions at the surface.

Effect of surface steps on the microstructure of lateral composition modulation

Growth of InAs/AlAs short-period superlattices on appropriately miscut (001) InP substrates is shown to alter the microstructure of composition modulation from a 2D organization of short compositionally enriched wires to a single dominant modulation direction and wire lengths up to {approximately}1 {micro}m. The effects of miscut are interpreted in terms of surface step orientation and character. The material is strongly modulated and exhibits intense optical emission. The 1D modulations appear potentially useful for new devices that take advantage of the preferred direction formed in the growth plane.

Effects of Natural Environmental Changes on Soil-Vapor Extraction Rates

Remediation by soil-vapor extraction has been used for over a decade at Lawrence Livermore National Laboratory (LLNL). We have found that natural changes in environmental conditions affect the rate of soil-vapor extraction. Data on flow rate observations collected over this time are compared to in-situ measurements of several different environmental parameters (soil-gas pressure, soil-temperature, soil-moisture, Electrical Resistance Tomography (ERT), rainfall and barometric pressure). Environmental changes that lead to increased soil-moisture are associated with reduced soil-vapor extraction flow rates. We have found that the use of higher extraction vacuums combined with dual-phase extraction can help to increase pneumatic conductivity when vadose zone saturation is a problem. Daily changes in barometric pressure and soil-gas temperature were found to change flow rate measurements by as much as 10% over the course of a day.

Element-specific spin and orbital momentum dynamics of Fe/Gdmultilayers

The role of orbital magnetism in the laser-induced demagnetization of Fe/Gd multilayers was investigated using time-resolved X-ray magnetic circular dichroism at 2-ps time resolution given by an x-ray streak camera. An ultrafast transfer of angular momentum from the spin via the orbital momentum to the lattice was observed which was characterized by rapidly thermalizing spin and orbital momenta. Strong interlayer exchange coupling between Fe and Gd led to a simultaneous demagnetization of both layers.
