Testimony issued by the General Accounting Office with an abstract that begins "Both the Presidential Commission on the U.S. Postal Service and GAO's past work have reported that universal postal service is at risk and that reform is needed to minimize the risk of a significant taxpayer bailout or dramatic postal rate increases. The administration has also supported comprehensive postal reform. Recent congressional hearings have highlighted broad consensus on the need for postal reform among diverse stakeholders that include the Postal Service, postal employee organizations, the mailing industry, and Postal Service competitors. GAO has also testified in detail about the need for postal reform. In light of these developments, GAO was asked to briefly summarize the need for postal reform and elements that should be addressed by postal reform legislation. This statement for the record is based on prior GAO reports and testimonies."

Ultraviolet femtosecond and nanosecond laser ablation of silicon: Ablation efficiency and laser-induced plasma expansion

Femtosecond laser ablation of silicon in air was studied and compared with nanosecond laser ablation at ultraviolet wavelength (266 nm). Laser ablation efficiency was studied by measuring crater depth as a function of pulse number. For the same number of laser pulses, the fs-ablated crater was about two times deeper than the ns-crater. The temperature and electron number density of the pulsed laser-induced plasma were determined from spectroscopic measurements. The electron number density and temperature of fs-pulse plasmas decreased faster than ns-pulse plasmas due to different energy deposition mechanisms. Images of the laser-induced plasma were obtained with femtosecond time-resolved laser shadowgraph imaging. Plasma expansion in both the perpendicular and the lateral directions to the laser beam were compared for femtosecond and nanosecond laser ablation.

Uncertainty in Dispersion Forecasting Using Meteorological Ensembles

A approach for quantifying meteorological uncertainty is via development of an ensemble of forecasts from slightly perturbed initial conditions (Sivillo et al., 1997) to predict the time evolution of the probability density function of atmospheric variables (Mullen and Baurnhefner, 1994). We create an ensemble of forecasts by varying the initial (and boundary) conditions for the COAMPS meteorological model. The variations in the initial conditions must be consistent with analysis error. Optimally, the range of initial conditions would encompass the ''true'' atmospheric state, but which is never actually known. Our method for creating varying initial conditions is to use different global data sets to derive the necessary data. We use two models from the National Weather Service (the AVN and ETA models) and one from the Navy (the NOGAPS model). In addition to those data sets we perturb the data from those models, using a normally distributed random number at each grid point in the COAMPS model. We perturb the (u,v) wind components, the temperature and the moisture. The size of the perturbation is determined by the variability within that variable field. The forecasts are run for 48 hours. Additionally, in August 2004, the Federal Bureau of Investigation and the Department of Homeland Security announced that military and VA medical facilities were potential terrorist targets. In light of military casualties from conflicts in Afghanistan and Iraq and continued threats of terrorist incidents, Congress asked us to review VA's medical support role in emergency preparedness. Specifically, we agreed to provide information on the following questions: (1) What is VA's role in providing medical support within the U.S. to military personnel in wartime and during national emergencies? (2) What actions has VA taken to improve its internal emergency preparedness to ensure that it is ready to maintain continuity of operations and provision of medical services to veterans? (3) What is VA's role in participating in emergency medical response measures with other federal, state, and local agencies?"

Vlt and Acs Observations of RDCS J1252.9-2927: Dynamical Structure and Galaxy Populations in a Massive Cluster at Z=1.237*

We present results from an extensive spectroscopic survey, carried out with FORS on the ESO Very Large Telescope, and from an extensive multi-wavelength imaging data set from the Advanced Camera for Surveys and ground based facilities of the cluster of galaxies RDCS J1252.9-2927. We have spectroscopically confirmed 38 cluster members in the redshift range 1.22 < z < 1.25. The distribution in velocity of these spectroscopic members yields a cluster median redshift of z = 1.237 and a rest-frame velocity dispersion of 747{sub -84}{sup +74} km s{sup -1}. Star-forming members are observed to mainly populate the outskirts of the cluster while passive galaxies dominate the central cluster region. Using the 38 confirmed redshifts, we were able to resolve, for the first time at z > 1, kinematic structure. The velocity distribution, which is not Gaussian at the 95% confidence level, is consistent with two groups that are also responsible for the projected elongation of the cluster in the East-West direction. The groups are composed of 26 and 12 galaxies and have velocity dispersions of 486{sub -85}{sup +47} km s{sup -1} and 426{sub -105}{sup +57} km s{sup -1}, respectively.
