ENERGY STAR(R) is a voluntary labeling program designed toidentify and promote energy-efficient products, buildings and practices.Operated jointly by the Environmental Protection Agency (EPA) and theU.S. Department of Energy (DOE), ENERGY STAR labels exist for more thanthirty products, spanning office equipment, residential heating andcooling equipment, commercial and residential lighting, home electronics,and major appliances. This report presents savings estimates for a subsetof ENERGY STAR labeled products. We present estimates of the energy,dollar and carbon savings achieved by the program in the year 2006, whatwe expect in 2007, and provide savings forecasts for two marketpenetration scenarios for the periods 2007 to 2015 and 2007 to 2025. Thetarget market penetration forecast represents our best estimate of futureENERGY STAR savings. It is based on realistic market penetration goalsfor each of the products. We also provide a forecast under the assumptionof 100 percent market penetration; that is, we assume that all purchasersbuy ENERGY STAR-compliant products instead of standard efficiencyproducts throughout the analysis period.

Ab initio Calculation of Thermodynamic Data for Oxygenated Hydrocarbon Fuels and Radial Breakdown Species: R(OMe)n

There has long been interest in the use of oxygenated hydrocarbon additives to conventional fuels. These oxygenates have been shown to reduce soot emissions in diesel engines and CO emissions in spark-ignition engines; and often allow diesel operation with decreased NO{sub x}. The current widely used additive, MTBE is targeted for elimination as a gasoline additive due to its damaging effects on the environment. This creates a need for alternative oxygenated additives; and more importantly, amplifies the importance to fully understand the thermochemical and kinetic properties on these oxyhydrocarbons fuels and for their intermediate and radical breakdown products. We use CBS-Q and density-functional methods with isodesmic reactions (with group balance when possible) to compute thermodynamic quantities for these species. We have studied hydrocarbons with multiple substituted methoxy groups. In several cases, multioxygenated species are evaluated that may have potential use as new oxygenated fuel additives. Thermodynamic quantities (H{sub 298}{sup 0}, S{sub 298}{sup 0}, C{sub p}(T)) as well as group additivity contributions for the new oxygenated groups are reported. We also report trends in bond-energies with increasing methoxy substitution.

Advanced numerical methods and software approaches for semiconductor device simulation

In this article the authors concisely present several modern strategies that are applicable to drift-dominated carrier transport in higher-order deterministic models such as the drift-diffusion, hydrodynamic, and quantum hydrodynamic systems. The approaches include extensions of upwind and artificial dissipation schemes, generalization of the traditional Scharfetter-Gummel approach, Petrov-Galerkin and streamline-upwind Petrov Galerkin (SUPG), entropy variables, transformations, least-squares mixed methods and other stabilized Galerkin schemes such as Galerkin least squares and discontinuous Galerkin schemes. The treatment is representative rather than an exhaustive review and several schemes are mentioned only briefly with appropriate reference to the literature. Some of the methods have been applied to the semiconductor device problem while others are still in the early stages of development for this class of applications. They have included numerical examples from the recent research tests with some of the methods. A second aspect of the work deals with algorithms that employ unstructured grids in conjunction with adaptive refinement strategies. The full benefits of such approaches have not yet been developed in this application area and they emphasize the need for further work on analysis, data structures and software to support adaptivity. The Anti-Coincidence Detector for the GLAST Large Area Telescope

This paper describes the design, fabrication and testing of the Anti-Coincidence Detector (ACD) for the Gamma-ray Large Area Space Telescope (GLAST) Large Area Telescope (LAT). The ACD is LAT's first-level defense against the charged cosmic ray background that outnumbers the gamma rays by 3-5 orders of magnitude. The ACD covers the top and 4 sides of the LAT tracking detector, requiring a total active area of {approx}8.3 square meters. The ACD detector utilizes plastic scintillator tiles with wave-length shifting fiber readout. In order to suppress self-veto by shower particles at high gamma-ray energies, the ACD is segmented into 89 tiles of different sizes. The overall ACD efficiency for detection of singly charged relativistic particles entering the tracking detector from the top or sides of the LAT exceeds the required 0.9997.

Automation&Characterization of US Air Force Bench Top Wind Tunnels - Summary Report

The United States Air Force Precision Measurement Equipment Laboratories (PMEL) calibrate over 1,000 anemometer probes per year. To facilitate a more efficient calibration process for probe-style anemometers, the Air Force Metrology and Calibration Program underwent an effort to modernize the existing PMEL bench top wind tunnels. Through a joint effort with the Department of Energy's Oak Ridge National Laboratory, the performance of PMEL wind tunnels was improved. The improvement consisted of new high accuracy sensors, automatic data acquisition, and a software-driven calibration process. As part of the wind tunnel upgrades, an uncertainty analysis was completed, laser Doppler velocimeter profiling was conducted to characterize the velocities at probe locations in the wind tunnel, and pitot tube calibrations of the wind tunnel were verified. The bench top wind tunnel accuracy and repeatability has been measured for nine prototype wind tunnel systems and valuable field experience has been gained with these wind tunnels at the PMELs. This report describes the requirements for the wind tunnel improvements along with actual implementation strategies and details. Lessons-learned from the automation, the velocity profiling, and the software-driven calibration process will also be discussed.

The project undertaken by the Salix Consortium is a multi-phased, multi-partner endeavor. Phase 1 focused on initial development and testing of the technology and forging the necessary agreements to demonstrate commercial willow production. The Phase 1 objectives have been successfully completed: preparing design plans for 2 utility pulverized coal boilers for 20 MW of biopower capacity; developing fuel supply plans for the project with a goal of establishing 365 ha (900 ac) of willow; obtaining power production commitments from the power companies for Phase 2; obtaining construction and environmental permits; and developing an experimental strategy for crop production and power generation improvements needed to assure commercial success. The R and D effort also addresses environmental issues pertaining to introduction of the willow energy system.

Characterization of Cassini GPHS Fueled-Clad Production Girth Welds

Fueled clads for radioisotope power systems are produced by encapsulating {sup 238}PuO{sub 2} in iridium alloy cups, which are joined at their equators by gas tungsten arc welding. Cracking problems at the girth weld tie-in area during production of the Galileo/Ulysses GPHS capsules led to the development of a first-generation ultrasonic test for girth weld inspection at the Savannah River Plant. A second-generation test and equipment with significantly improved sensitivity and accuracy were jointly developed by the Oak Ridge Y-12 Plant and Westinghouse Savannah River Company for use during the production of Cassini GPHS capsules by the Los Alamos National Laboratory. The test consisted of Lamb wave ultrasonic scanning of the entire girth weld from each end of the capsule combined with a time-of-flight evaluation to aid in characterizing nonrelevant indications. Tangential radiography was also used as a supplementary test for further evaluation of reflector geometry. Each of the 317 fueled GPHS capsules, which were girth welded for the Cassini Program, was subjected to a series of nondestructive tests that included visual, dimensional, helium leak rate, and ultrasonic testing. Thirty-three capsules were rejected prior to ultrasonic testing. Of the 44 capsules rejected by the standard ultrasonic test, 22 were upgraded …

Characterization of the ORNL MVST Waste Tanks After Transfer of Sludge from BVEST, GAAT, and OHF Tanks

Over the last several years most of the sludge and liquid from the Liquid Low-Level Waste (LLLW) tanks at ORNL has been transferred and consolidated in the Melton Valley Storage Tanks (MVST). The contents of the MVST tanks at the time the sludge samples were collected for this report included the original inventory in the MVSTs along with the sludge and liquid from the Bethel Valley Evaporator Service Tanks (BVEST), Old Hydrofracture (OHF) tanks, and most of the Gunite and Associated Tanks (GAAT). During the spring and summer of 2000 the MVST composite sludge was sampled and characterized to validate the radiochemical content and to ensure regulatory compliance. This report only discusses the analytical characterization of the sludge from the MVST waste tanks (except for W-29 and W-30). The isotopic data presented in this report supports the position that fissile isotopes of uranium ({sup 233}U and {sup 235}U) and plutonium ({sup 239}Pu and {sup 241}Pu) were ''denatured'' as required by the administrative controls stated in the ORNL LLLW waste acceptance criteria (WAC). Common Internet services can be reliably distinguished based solely upon the locations of clusters in traffic-based features (ratios of inbound to outbound packets, ratios of packets to payloads, etc.) This capability has value in revealing the nature of ''hidden'' (tunneled) services and in detecting anomalous changes to known services. We provide measures of session capture volumes sufficient to make confidence-level assertions regarding ''unknown'' services, and outline a throughput system for providing alarms for service anomalies.

The IAEA Nuclear Data Section convened the 18th meeting of the International Network of Nuclear Structure and Decay Data Evaluators at the IAEA Headquarters, Vienna, 23 to 27 March 2009. This meeting was attended by 22 scientists from 14 Member States, plus IAEA staff, concerned with the compilation, evaluation and dissemination of nuclear structure and decay data. A summary of the meeting, recommendations/conclusions, data centre reports, and various proposals considered, modified and agreed by the participants are contained within this document. The International Network of Nuclear Structure and Decay Data (NSDD) Evaluators holds biennial meetings under the auspices of the IAEA, and consists of evaluation groups and data service centres in several countries. This network has the objective of providing up-to-date nuclear structure and decay data for all known nuclides by evaluating all existing experimental data. Data resulting from this international evaluation collaboration is included in the Evaluated Nuclear Structure Data File (ENSDF) and published in the journals Nuclear Physics A and Nuclear Data Sheets (NDS).

Comparing 10 Methods for Solution Verification, and Linking to Model Validation

Grid convergence is often assumed as a given during computational analyses involving discretization of an assumed continuum process. In practical use of finite difference and finite element analyses, perfect grid convergence is rarely achieved or assured, and this fact must be addressed to make statements about model validation or the use of models in risk analysis. We have previously provided a 4-step quantitative implementation for a quantitative V&V process. One of the steps in the 4-step process is that of Solution Verification. Solution Verification is the process of assuring that a model approximating a physical reality with a discretized continuum (e.g. finite element) code converges in each discretized domain to a converged answer on the quantity of subsequent validation interest. The modeling reality is that often we are modeling a problem with a discretized code because it is neither continuous spatially (e.g. contact and impact) nor smooth in relevant physics (e.g. shocks, melting, etc). The typical result is a non-monotonic convergence plot that can lead to spurious conclusions about the order of convergence, and a lack of means to estimate residual solution verification error or uncertainty at confidence. Containment Prospectus for the PIANO Experiment

PIANO is a dynamic, subcritical, zero-yield experiment intended for execution in the U1a.102C drift of the U1a complex at the Nevada Test Site (NTS) (Figure 1). The data from the PIANO experiment will be used in the Stockpile Stewardship Program to assess the aging of nuclear weapon components and to better model the long-term performance of the weapons in the enduring stockpile. The PIANO experiment is composed of one experimental package. The experimental package will have high explosive (HE) and special nuclear material (SNM) in a subcritical assembly. The containment plan for the PIANO series of experiments utilizes a two-containment-vessel concept. The first Containment vessel is formed by the primary containment barrier that seals the U1a.102C drift. The second containment vessel is formed by the secondary containment barrier in the U100 drift. The PIANO experiment is the final experiment to be conducted in the U1a.102C alcove. It will be an ''open'' experiment--meaning that PIANO will not utilize a confinement vessel as the previous OBOE experiments in this alcove did. We expect that the SNM from the PIANO experiment will be fully contained within the first containment vessel.

CP: AN INVESTIGATION OF COEFFICIENT OF THERMAL EXPANSION, DECOMPOSITION KINETICS, AND REACTION TO VARIOUS STIMULI

The properties of pentaamine (5-cyano-2H-tetrazolato-N2) cobalt (III) perchlorate (CP), which was first synthesized in 1968, continues to be of interest for predicting behavior in handling, shipping, aging, and thermal cook-off situations. We report coefficient of thermal expansion (CTE) values over four specific temperature ranges, decomposition kinetics using linear heating rates, and the reaction to three different types of stimuli: impact, spark, and friction. The CTE was measured using a Thermal Mechanical Analyzer (TMA) for samples that were uniaxially compressed at 10,000 psi and analyzed over a dynamic temperature range of -20 C to 70 C. Using differential scanning calorimetry, DSC, CP was decomposed at linear heating rates of 1, 3, and 7 C/min and the kinetic triplet calculated using the LLNL code Kinetics05. Values are also reported for spark, friction, and impact sensitivity.

Customer satisfaction assessment at the Pacific Northwest National Laboratory

The Pacific Northwest National Laboratory (PNNL) is developing and implementing a customer satisfaction assessment program (CSAP) to assess the quality of research and development provided by the laboratory. This report presents the customer survey component of the PNNL CSAP. The customer survey questionnaire is composed of two major sections: Strategic Value and Project Performance. Both sections contain a set of questions that can be answered with a 5-point Likert scale response. The strategic value section consists of five questions that are designed to determine if a project directly contributes to critical future national needs. The project Performance section consists of nine questions designed to determine PNNL performance in meeting customer expectations. A statistical model for customer survey data is developed and this report discusses how to analyze the data with this model. The properties of the statistical model can be used to establish a gold standard or performance expectation for the laboratory, and then to assess progress. The gold standard is defined using laboratory management input--answers to four questions, in terms of the information obtained from the customer survey: (1) What should the average Strategic Value be for the laboratory project portfolio? Defects Induced in Fused Silica by High Power UV Laser Pulses at 355 nm

Point defects induced in high quality optical-grade based silica by high power (>30 J/cm{sup 2}) 355 nm laser pulses have been investigated to elucidate the nature of laser damage in transparent optics designed for use at the National Ignition Facility (NIF). Six defects have been identified: the NBOHC (non-bridging oxygen hole center), a STE (self-trapped exciton), an ODC (oxygen-deficient center), interstitial oxygen, the E'{sub {gamma}}, and E'{sub 74}. The former four defects were identified and spatially resolved in the damage craters using cathodoluminescence (CL) microanalysis (spectroscopy and microscopy). The latter two defects were identified using ESR spectroscopy at cryogenic temperatures. These defects are unlikely to be a prime factor in damage growth by subsequent laser pulses. Their concentration is too low to effect a high enough temperature rise by a volume absorption mechanism.

Development of Functionally Graded Materials for Manufacturing Tools and Dies and Industrial Processing Equipment

Hot forming processes such as forging, die casting and glass forming require tooling that is subjected to high temperatures during the manufacturing of components. Current tooling is adversely affected by prolonged exposure at high temperatures. Initial studies were conducted to determine the root cause of tool failures in a number of applications. Results show that tool failures vary and depend on the operating environment under which they are used. Major root cause failures include (1) thermal softening, (2) fatigue and (3) tool erosion, all of which are affected by process boundary conditions such as lubrication, cooling, process speed, etc. While thermal management is a key to addressing tooling failures, it was clear that new tooling materials with superior high temperature strength could provide improved manufacturing efficiencies. These efficiencies are based on the use of functionally graded materials (FGM), a new subset of hybrid tools with customizable properties that can be fabricated using advanced powder metallurgy manufacturing technologies. Modeling studies of the various hot forming processes helped identify the effect of key variables such as stress, temperature and cooling rate and aid in the selection of tooling materials for specific applications. A DOE-STD-3009 hazard and accident analysis methodology for non-reactor nuclear facilities

This paper demonstrates the use of appropriate consequence evaluation criteria in conjunction with generic likelihood of occurrence data to produce consistent hazard analysis results for nonreactor nuclear facility Safety Analysis Reports (SAR). An additional objective is to demonstrate the use of generic likelihood of occurrence data as a means for deriving defendable accident sequence frequencies, thereby enabling the screening of potentially incredible events (<10{sup {minus}6} per year) from the design basis accident envelope. Generic likelihood of occurrence data has been used successfully in performing SAR hazard and accident analyses for two nonreactor nuclear facilities at Sandia National Laboratories. DOE-STD-3009-94 addresses and even encourages use of a qualitative binning technique for deriving and ranking nonreactor nuclear facility risks. However, qualitative techniques invariably lead to reviewer requests for more details associated with consequence or likelihood of occurrence bin assignments in the test of the SAR. Hazard analysis data displayed in simple worksheet format generally elicits questions about not only the assumptions behind the data, but also the quantitative bases for the assumptions themselves (engineering judgment may not be considered sufficient by some reviewers). The results of this document is used to determine the air quantities for each VCZ that will eventually be reflected in the development of the Ventilation Flow Diagrams. The calculations contained in this document were developed by D and E/Mechanical-HVAC and are intended solely for the use of the D and E/Mechanical-HVAC department in its work regarding the HVAC system for the Dry Transfer Facility. Yucca Mountain Project personnel from the D and E/Mechanical-HVAC department should be consulted before use of the calculation for purposes other than those stated herein or used by individuals other than authorized personnel in D and E/Mechanical-HVAC department.
