Letter from B. H. Peacock to Truett Latimer discussing the Legislative Budget Board's decision to increase the Abilene State Hospital Budget by $20 million instead of the $41 million they requested. Peacock writes that the funds are necessary to care for the thousands of mentally ill patients in the state and that the funds could be raised through liquor and tobacco taxes. He recounts his own experience receiving treatment for a nervous breakdown at the U.S. Public Health Services Hospital in Fort Worth, as well as his time as an Engineer Officer overseeing care and maintenance of Veterans hospital facilities, when he encountered many mentally ill patients. He asks Latimer to reconsider funding the full amount the hospital requested and offers to answer any further questions.
