100 Area electrical distribution fault and coordination report

This report documents three-phase and line-to-ground fault values and time overcurrent coordination curves for the electrical utility distribution system located in the 100 Areas. Activities that may improve the coordination of the distribution system have also been identified. An evaluation of system coordination was performed. The results of this evaluation are listed in Appendix B. There are protective devices within the 100 Area distribution system that do not coordinate with one another throughout the Areas. There is also a mis-application of reclosing relays at the 100B Area. The impact of the mis-coordination and incorrect application of reclosing relays is that system selectivity is reduced. Equipment will still be protected against damaging currents, however more equipment will be de-energized than necessary during fault conditions. It is the opinion of the author of this report that the cases of mis-coordination listed above, and in Appendix B, do not significantly degrade the system protection system nor the reliability of the 100 Area distribution system. Therefore, immediate response to correct these problems is not recommended. However, a planned methodology, outlined in an Activity Plan, to correct these problems should be developed and implemented in the near future.

Audit of health benefit costs at the Department`s Management and Operating Contractors

The audit disclosed that the Department and certain of its contractors had initiated several positive actions to contain health benefit costs: improving data collection, increasing training, reviewing changes to health plans, improving the language in one contract, increasing the employees, share of health costs at one contractor, and initiating self-insurance at another contractor. Despite these actions, further improvements are needed in the administration of the contractor employee health benefit plans. It was found that the Department did not have the policies and procedures necessary to ensure that the health benefit costs met the tests for reasonableness. The audit of $95 million in health benefit costs incurred at six Management and Operating contractors showed that $15.4 million of these costs were excessive compared to national norms.

D0 Solenoid Chimney Routing Clearances

This engineering note contains information about the measured clearances along the chimney route from the solenoid to the control dewar. This type of information is best conveyed by sketches and a few photos. Twelve photos taken on 2/17/94 are included which gIVe perspective views along the path. The detector was parked in the collision hall on this date. The CF iron was split open to the east and the South EF iron was rolled back. Also the South EndCap Calorimeter was rolled to the south on this day. This allowed personnel access and the photographic opportunity. A full set of raw dimensional sketches are included. These sketches were generated by me using a 25 foot tape measure and a note pad. The sketches are in chronological order with the most recent on top. The first sketch, 5/18/94, describes the 'tightest' location for the upward incline portion of the chimney. The sketches on 2/14/94 thru 2/16/94 are refinements of the early 1992 and 1993 sketches. They pick out quite a bit more detail of specific detector components along the path. The dimensional sketches of 1992 and 1993 gave information in not as much detail and therefore gave a more constrained clearance …

Development and testing of a high efficiency advanced coal combustor: Phase 3 industrial boiler retrofit. Quarterly technical progress report No. 11, April 1, 1994--June 30, 1994

The objective of this project is to retrofit the previously developed High Efficiency Advanced Coal Combustor (HEACC) to a standard gas/oil designed industrial boiler to assess the technical and economic viability of displacing premium fuels with microfine coal. This report documents the technical aspects of this project during the tenth quarter of the program. The four hundred hours ``Proof-of-Concept System Test`` under Task 3 was completed during this quarter. The primary objectives were to obtain steady state operation consistently on coal only and increase carbon conversion efficiency from {approximately}95% to the project goal of 98%. This was to be obtained without increasing NO{sub x} emission above the project goal level of 0.6 lbs/MBtu ({approximately}425 ppM). The testing was also designed to show that consistent, reliable operation could be achieved as another prerequisite to the demonstration. The data were gathered and analyzed for both economic and technical analysis prior to committing to the long term demonstration. The Economic Evaluation was completed and work started on commercialization plan. During this reporting period, activities included sample analysis, data reduction and interpretation from all the testing during March and April. Development of advanced, dry, SO{sub x}/NO{sub x} emission control technologies for high-sulfur coal. Final report, April 1, 1993--December 31, 1994

Dry Scrubbing is a common commercial process that has been limited to low- and medium-sulfur coal applications because high-sulfur coal requires more reagent than can be efficiently injected into the process. Babcock & Wilcox has made several advances that extend dry scrubbing technologies to higher sulfur coals by allowing deposit-free operation at low scrubber exit temperatures. This not only increases the amount of reagent that can be injected into the scrubber, but also increases SO{sub 2} removal efficiency and sorbent utilization. The objectives of this project were to demonstrate, at pilot scale, that advanced, dry-scrubbing-based technologies can attain the performance levels specified by the 1990 Clean Air Act Amendments for SO{sub 2} and NO{sub x} emissions while burning high-sulfur coal, and that these technologies are economically competitive with wet scrubber systems. The use of these technologies by utilities in and around Ohio, on new or retrofit applications, will ensure the future of markets for high-sulfur coal by creating cost effective options to coal switching.

Documentation for first annual testing and inspections of Benificial Uses Shipping System (BUSS) Cask

The purpose of this report is to compile date generated during the first annual tests and inspections of the Benificiai Uses Shipping System (BUSS) Cask. In addition, this report will verify that the testing criteria identified in chapter 8 of the BUSS Cask Safety Analysis Report for Packaging (SARP) was met. Section 8.2 ``Maintenance and Periodic Inspection Program`` of the BUSS Cask SARP requires that the following tests and inspections be performed on an annual basis: Hydrostatic pressure test; helium leak test; dye penetrant test on the trunnions and lifting lugs; and torque test on all bolts; impact limiter inspection and weight test. The first annual inspections and testing of the BUSS Cask were completed on May 5, 1994, and met the SARP criteria.

We have previously reported a decision to move the simple cycle commercial operation to a date coincident with the July 1, 1996 Integrated Gasification Combined Cycle (IGCC) commercial operation date. This necessitated a major rescheduling of the engineering and construction efforts to ensure a totally coordinated plan. This rescheduling was completed in mid October 1994 and resulted in an integrated engineering and construction schedule. The major effort in the fourth quarter of 1994 centered around equipment procurement to support the new integrated plan. This is required so that sufficient engineering details will be available to generate construction bid packages with at least 90% completed effort. During the reporting period 43 material requisitions (MR`s) were issued for bids. Also during-the reporting period a total of 14 purchase orders were issued including the generator step-up transformer and major columns and vessels. Bid packages were prepared, for bid submittal in January 1994, for a turnkey sulfuric acid plant and for the transportation/erection of the radiant syngas cooler (RSC). The original concept was for MAN GHH to deliver the RSC as part of their design and fabrication contract. Final report on Thermally Modified Sand demonstration project

The use of salt and salt/sand mixtures on icy roadway surfaces has dramatically increased during the past 30 years. Despite extensive documentation on salt related damage to the roadway improvements, vehicles and the environment, road maintenance departments have continued to rely on this practice. Road maintenance departments in northern climate areas have long recognized the safety benefits for public mobility on icy roadways from the use of sand. As an abrasive material, the sand improves the surface traction that results in more drivable and less hazardous road conditions during the winter months. Stockpiles of pure sand stored during the winter months oftentimes freeze into large unworkable, monolithic piles. To maintain a free-flowing condition, it has been found to be necessary to add salt to the sand. The addition of salt in amounts ranging from 5 to 10 percent to that of sand, is usually sufficient to provide relatively free-flowing abrasive material that could be stored in stockpiles and applied to icy road surfaces with conventional sand spreading trucks. Another alternative for winter storage of pure sand to maintain a free-flowing condition is in humidity-controlled, heated buildings. The geophysical investigations identified in this document were conducted by the Westinghouse Hanford Company (WHC) Surface Geophysics Team, Geophysics Group, between October, 1991 and December, 1993. The investigations supported 100-Area activities for the Resource Conservation and Recovery Act of 1976 (RCRA) and the Comprehensive Environmental Response, Compensations and Liability Act of 1980 (CERCLA). The primary intent of this document is to provide a general map location and the associated document number for investigations that have been conducted as of December, 1993. The results of the individual investigations are not included here. The results of all of these investigations have been previously reported individually in WHC supporting documents. The investigations conducted during Fiscal Year (FY) 1992 are summarized in a single WHC document, WHC-SD-EN-TI-204, Rev. O. A brief summary of some of the successful applications of geophysics in the 100-Areas is included.

Investigation of heterodyne performance of quantum-well detectors. Final report

The purpose of this Cooperative Research and Development Agreement (CRADA) between Martin Marietta Energy Systems Inc., (Contractor) and Martin Marietta Electronic Missles (Participant) is the determination of the heterodyne characteristics of quantum-well detectors. The Participant has developed a quantum-well infrared imaging video detector with very low light level characteristics. A further improvement in low-level infrared detection could be achieved if this device can be operated in the coherent or heterodyne mode. A major program in the Physics Division of Oak Ridge National Laboratory (ORNL) presently uses individual heterodyne infrared detectors in a system under development for fusion diagnostics. An imaging infrared heterodyne detector would represent a major breakthrough in this area and would have major implications for other plasma diagnostic programs. The Participant is also studying the application of this device in the area of laser radar.

MIT validation probe acceptance test procedure

As part of the Multi-Functional Instrument Trees (MITs) a Validation Probe is being fabricated by Los Alamos National Laboratories (LANL). The Validation Probe assembly is equipped with a Winch, depth counter, and a Resistance Temperature Detector (RTD) which will render a means for verifying the temperature readings of which will render a means for verifying the temperature readings of the MIT thermocouples. The purpose of this Acceptance Test Procedure (ATP) is to provide verification that the Validation Probe functions properly and accordingly to LANL design and specification. This ATP will be used for all Validation Probes procured from LANL. The ATP consists of a receiving inspection, RTD ambient temperature; RTD electrical failure, RTD insulation resistance, and accurate depth counter operation inspections. The Validation Probe is composed of an intank probe, a cable and winching system, and a riser extension (probe guide) which bolts onto the MIT. The validation`s thermal sensor is an RTD that is housed in a 0.062 inch diameter, magnesium oxide fill, 316 stainless steel tube. The sheath configuration provides a means for spring loading the sensor firmly against the validation tube`s inner wall. A 45 pound cylindrical body is connected above the sheath and is used as …

Integrated ISIS is an Interior Gateway Protocol and is designed to carry both IP and ISO CLNP routing information. Integrated ISIS is currently designated as a Proposed Standard. The protocol was first published in RFC 1195. Internet Draft was published subsequently to RFC 1195 and documents the current version of the protocol. This report documents experience with Integrated ISIS. This includes reports on interoperability testing, field experience and the current state of Integrated ISIS implementations. It also presents a summary of the Integrated ISIS Management Information Base (MIB), and a summary of the Integrated ISIS authentication mechanism.
