3013/9975 Surveillance Program Interim Summary Report

The K-Area Materials Storage (KAMS) Documented Safety Analysis (DSA) requires a surveillance program to monitor the safety performance of 3013 containers and 9975 shipping packages stored in KAMS. The SRS surveillance program [Reference 1] outlines activities for field surveillance and laboratory tests that demonstrate the packages meet the functional performance requirements described in the DSA. The SRS program also supports the complexwide Integrated Surveillance Program (ISP) [Reference 2] for 3013 containers. The purpose of this report is to provide a summary of the SRS portion of the surveillance program activities through fiscal year 2010 (FY10) and formally communicate the interpretation of these results by the Surveillance Program Authority (SPA). Surveillance for the initial 3013 container random sampling of the Innocuous bin and the Pressure bin has been completed and there has been no indication of corrosion or significant pressurization. The maximum pressure observed was less than 50 psig, which is well below the design pressure of 699 psig for the 3013 container [Reference 3]. The data collected during surveillance of these bins has been evaluated by the Materials Identification and Surveillance (MIS) Working Group and no additional surveillance is necessary for these bins at least through FY13. Access Framework: Model Text (November 2011): An Act to Establish a Framework for Development of Offshore Wind Power

The model offshore wind power legislation focused on two aspects: compensation for use of ocean space and environmental assessment. In particular, the model legislation recommends the adoption of a rent and royalty scheme that is premised on high rent and low royalties in order to stimulate qualified bids from developers who are motivated to begin production as early as possible and to discourage sham bidding. The model legislation also includes a provision that sets royalties at a lower rate in the early years of project operation, and that provides states with the discretion to waive or defer rent and/or royalties for a period of time to meet the goals and objectives of energy independence, job creation, reduced emissions of conventional pollutants and greenhouse gases and increased state requirements for electricity from renewable sources. The environmental impact assessment (EIA) is structured to provide a systematic and interdisciplinary evaluation of the potential positive and negative life-cycle effects of a proposed offshore wind project on the physical, biological, cultural and socio-economic attributes of the project.

An Adaptive Particle Filtering Approach to Tracking Modes in a Varying Shallow Ocean Environment

The shallow ocean environment is ever changing mostly due to temperature variations in its upper layers (< 100m) directly affecting sound propagation throughout. The need to develop processors that are capable of tracking these changes implies a stochastic as well as an 'adaptive' design. The stochastic requirement follows directly from the multitude of variations created by uncertain parameters and noise. Some work has been accomplished in this area, but the stochastic nature was constrained to Gaussian uncertainties. It has been clear for a long time that this constraint was not particularly realistic leading a Bayesian approach that enables the representation of any uncertainty distribution. Sequential Bayesian techniques enable a class of processors capable of performing in an uncertain, nonstationary (varying statistics), non-Gaussian, variable shallow ocean. In this paper adaptive processors providing enhanced signals for acoustic hydrophonemeasurements on a vertical array as well as enhanced modal function estimates are developed. Synthetic data is provided to demonstrate that this approach is viable.

Aerosol Imaging with a Soft X-ray Free Electron Laser

Lasers have long played a critical role in the advancement of aerosol science. A new regime of ultrafast laser technology has recently be realized, the world's first soft xray free electron laser. The Free electron LASer in Hamburg, FLASH, user facility produces a steady source of 10 femtosecond pulses of 7-32 nm x-rays with 10{sub 12} photons per pulse. The high brightness, short wavelength, and high repetition rate (>500 pulses per second) of this laser offers unique capabilities for aerosol characterization. Here we use FLASH to perform the highest resolution imaging of single PM2.5 aerosol particles in flight to date. We resolve to 35 nm the morphology of fibrous and aggregated spherical carbonaceous nanoparticles that existed for less than two milliseconds in vacuum. Our result opens the possibility for high spatialand time-resolved single particle aerosol dynamics studies, filling a critical technological need in aerosol science.

Analysis of Femtosecond Timing Noise and Stability in Microwave Components

To probe chemical dynamics, X-ray pump-probe experiments trigger a change in a sample with an optical laser pulse, followed by an X-ray probe. At the Linac Coherent Light Source, LCLS, timing differences between the optical pulse and x-ray probe have been observed with an accuracy as low as 50 femtoseconds. This sets a lower bound on the number of frames one can arrange over a time scale to recreate a 'movie' of the chemical reaction. The timing system is based on phase measurements from signals corresponding to the two laser pulses; these measurements are done by using a double-balanced mixer for detection. To increase the accuracy of the system, this paper studies parameters affecting phase detection systems based on mixers, such as signal input power, noise levels, temperature drift, and the effect these parameters have on components such as the mixers, splitters, amplifiers, and phase shifters. Noise data taken with a spectrum analyzer show that splitters based on ferrite cores perform with less noise than strip-line splitters. The data also shows that noise in specific mixers does not correspond with the changes in sensitivity per input power level. Temperature drift is seen to exist on a scale between 1 and …

Monosodium titanate (MST) for use in the Actinide Removal Process (ARP) must be qualified and verified in advance. A single qualification sample for each batch of material is sent to SRNL for analysis, as well as a statistical sampling of verification samples. The Harrell Industries Lot No.052511 qualification and 14 verification samples met all the requirements in the specification indicating the material is acceptable for use in the process.

Anomalous X-ray Diffraction Studies for Photovoltaic Applications

Anomalous X-ray Diffraction (AXRD) has become a useful technique in characterizing bulk and nanomaterials as it provides specific information about the crystal structure of materials. In this project we present the results of AXRD applied to materials for photovoltaic applications: ZnO loaded with Ga and ZnCo{sub 2}O{sub 4} spinel. The X-ray diffraction data collected for various energies were plotted in Origin software. The peaks were fitted using different functions including Pseudo Voigt, Gaussian, and Lorentzian. This fitting provided the integrated intensity data (peaks area values), which when plotted as a function of X-ray energies determined the material structure. For the first analyzed sample, Ga was not incorporated into the ZnO crystal structure. For the ZnCo{sub 2}O{sub 4} spinel Co was found in one or both tetrahedral and octahedral sites. The use of anomalous X-ray diffraction (AXRD) provides element and site specific information for the crystal structure of a material. This technique lets us correlate the structure to the electronic properties of the materials as it allows us to probe precise locations of cations in the spinel structure. We hope that this formalism we have presented will be useful in describing the QCD dynamics of the top quark and other heavy particles at LHC.

Applications of AdS/QCD and Light-Front Holography to Baryon Physics

The correspondence between theories in anti-de Sitter space and field theories in physical space-time leads to an analytic, semiclassical model for strongly-coupled QCD which has scale invariance at short distances and color confinement at large distances. These equations, for both mesons and baryons, give a very good representation of the observed hadronic spectrum, including a zero mass pion. Light-front holography allows hadronic amplitudes in the AdS fifth dimension to be mapped to frame-independent light-front wavefunctions of hadrons in physical space-time, thus providing a relativistic description of hadrons at the amplitude level. The meson and baryon wavefunctions derived from light-front holography and AdS/QCD also have remarkable phenomenological features, including predictions for the electromagnetic form factors and decay constants. The approach can be systematically improved using light-front Hamiltonian methods. Some novel features of QCD for baryon physics are also discussed.

Assessing Potential Acidification of Marine Archaeological Wood Based on Concentration of Sulfur Species

The presence of sulfur in marine archaeological wood presents a challenge to conservation. Upon exposure to oxygen, sulfur compounds in waterlogged wooden artifacts are being oxidized, producing sulfuric acid. This speeds the degradation of the wood, potentially damaging specimens beyond repair. Sulfur K-edge x-ray absorption spectroscopy was used to identify the species of sulfur present in samples from the timbers of the Mary Rose, a preserved 16th century warship known to undergo degradation through acidification. The results presented here show that sulfur content varied significantly on a local scale. Only certain species of sulfur have the potential to produce sulfuric acid by contact with oxygen and seawater in situ, such as iron sulfides and elemental sulfur. Organic sulfurs, such as the amino acids cysteine and methionine, may produce acid but are integral parts of the wood's structure and may not be released from the organic matrix. The sulfur species contained in the sample reflect the exposure to oxygen while submerged, and this exposure can differ greatly over time and position. A better understanding of the species pathway to acidifications required, along with its location, in order to suggest a more customized and effective preservation strategy. Bi-Plasma Interactions on Femtosecond Time-Scales

Ultrafast THz radiation has important applications in materials science studies, such as characterizing transport properties, studying the vibrational response of materials, and in recent years, controlling materials and elucidating their response in intense electromagnetic fields. THz fields can be generated in a lab setting using various plasma-based techniques. This study seeks to examine the interaction of two plasmas in order to better understand the fundamental physics associated with femtosecond filamentation processes and to achieve more efficient THz generation in a lab setting. The intensity of fluorescence in the region of overlap was measured as a function of polarization, power, and relative time delay of the two plasma-generating laser beams. Results of time dependent intensity studies indicate strikingly similar behaviors across polarizations and power levels; a sudden intensity spike was observed at time-zero, followed by a secondary maxima and subsequent decay to the initial plasma intensity. Dependence of the intensity on the power through either beam arm was also observed. Spectral studies of the enhanced emission were also carried out. Although this physical phenomenon is still not fully understood, future studies, including further spectral analysis of the fluorescence overlap, could yield new insight into the ultrafast processes occurring at the intersection …

BioPig: Developing Cloud Computing Applications for Next-Generation Sequence Analysis

Next Generation sequencing is producing ever larger data sizes with a growth rate outpacing Moore's Law. The data deluge has made many of the current sequenceanalysis tools obsolete because they do not scale with data. Here we present BioPig, a collection of cloud computing tools to scale data analysis and management. Pig is aflexible data scripting language that uses Apache's Hadoop data structure and map reduce framework to process very large data files in parallel and combine the results.BioPig extends Pig with capability with sequence analysis. We will show the performance of BioPig on a variety of bioinformatics tasks, including screeningsequence contaminants, Illumina QA/QC, and gene discovery from metagenome data sets using the Rumen metagenome as an example.

A letter report issued by the Government Accountability Office with an abstract that begins "CBP revised its training program for newly hired CBP officers in accordance with its own training development standards. Consistent with these standards, CBP convened a team of subject-matter experts to identify and rank the tasks that new CBP officers are expected to perform. As a result, the new curriculum was designed to produce a professional law enforcement officer capable of protecting the homeland from terrorist, criminal, biological and agricultural threats. In addition, the curriculum stated that the CBP officer is to draw conclusions and take appropriate action to identify behavioral indicators displayed by criminals, effectively interview travelers to identify potential threats, identify fraudulent documents, and use technology in support of the inspection process."
